The unique character of the United Nations (UN) imposes strategic challenges on the organization’s leadership and management structures at the national and the international level. In response to these challenges, the UN reform efforts, introduced in 1997, paved the way for the UN system effectiveness, efficiency and coherence. Emerging from the reform, the United Nations Development Assistance Framework (UNDAF) engages various development stakeholders in identifying and achieving national development priorities. This review found that the UNDAF is an effective strategic instrument that well-positions the UN at the national level and it enhances national capacities and supports national governments in identifying …

The Supreme Court’s historic June 2012 ruling regarding the Affordable Care Act (ACA) in National Federation of Independent Business v. Sebelius set the stage for a massive federalism battle over Medicaid expansion in the United States. The original language of the Act was intended to nationalize Medicaid by having every state expand their program’s eligibility to all individuals up to 138% of the federal poverty level. This would have significantly reshaped Medicaid, a joint federal-state health insurance program, into a universal entitlement for all low-income citizens. Currently, Medicaid eligibility varies dramatically from state to state. The Court held that the …

Purpose: The purpose of this study was to determine dental hygienists' interests, formal education, views, comfort levels, and intentions for becoming involved in disaster preparedness and response as measured by a 21-item survey entitled "Victim Identification for Disaster Preparedness & Response: A Survey of Dental Hygienists". Methods: A nonprobability convenience sample (n=400) was recruited for an online survey. Data was analyzed for statistical significance using descriptive statistics, chisquare goodness-of-fit tests, a Mann-Whitney U test, and a paired-samples t-test. Similar themes were identified and categorized from open-ended questions. Results: A response rate of 83.5% (n=334) was attained. Regardless of years …

The Massachusetts Business Roundtable (MBR) collaborated with a team from the Emerging Leaders Program (ELP) from the University of Massachusetts Boston to interview business leaders to explore the important intersection of talent, transportation, and housing on the state’s economy. The ELP Team obtained the insights of 15 key business leaders, industry experts as well as public policy organizations on these important issues and their impact across the Commonwealth. This research seeks to capture the views of stakeholders throughout Massachusetts. The ELP Team surveyed the landscape by reviewing trends and current research on these policy issues.

The Water Quality Monitoring Protocol includes two parts: a Narrative and the Standard Operating Procedures (SOPs). The Water Quality Monitoring Protocol Narrative Version 1.0 describes a general overview of the status of water resources throughout the parks in the National Park Service’s Northern Great Plains Network (NGPN), the objectives, the field methods, and the sampling design selected for this long-term monitoring program. This report includes the detailed SOPs for the NGPN’s Water Quality Monitoring Protocol. In October 2013, George Washington University's School of Public Health and Health Services (now the Milken Institute School of Public Health) approached the Himmelfarb Health Sciences Library about moving a large collection of Health Policy Department publications and citations from the school's website into the Health Sciences Research Commons (HSRC) institutional repository. After a project planning meeting with the school's representative, library staff began uploading documents and citations from the collection. Working from a spreadsheet and file set provided by the school, library staff processed 604 citations (including 319 full-text files) dating back to 1996. Despite some problem files and …

This paper analyzes the changes in immigration policy since the terrorist attacks of September 11, 2001 in terms of how immigrants are viewed in the United States. The goal is to address the recent criminalization of immigration in that the perceptions of terrorists and immigrants have become relatively synonymous since 2001. Although deportations have decreased, immigrant detention has increased significantly. Detention centers pose threats to the basic human rights of the immigrants residing in them, as well as perpetuate the culture of fear enveloping recent immigrants, whether they are legally or illegally in the country, and native United States citizens …

This research project explores perceptions of peace and reconciliation among female members of the Lokokwo Peyot Women’s Group in Paidwe Parish, Bobi Sub-County, Gulu District. It aims to understand how women define the concepts of peace and reconciliation and how women currently perceive peace and reconciliation within their community. It also attempts to further understand these perceptions through examining the women’s past experiences and current challenges. The project displays the impact of women’s involvement in peacebuilding and conflict mediation in a region that is desperately trying to recover from decades of destruction and violence.

Italy's unique geographic location at the coast of the Mediteranean Sea gives much opportunity for the international community to criticize its dealings with asylum seekers crossing the body of water to enter Europe. The UNHCR reported that as of October 2014, 165,000 asylum seekers had taken dangerous journeys across the Mediterranean Sea; of those 165,000 people, Italy received 140,000.

In the United States, cell phones play an important role in the rapid dissemination of public alerts and warnings. In 2012, FEMA began the nationwide rollout of the Wireless Emergency Alerts (WEA) platform as part of the Integrated Public Alert and Warning System (IPAWS). WEAs enable emergency response personnel to send messages to wireless subscribers within range (at the county level) of an active incident. WEA messages do not require a subscription for receipt and are available for use by authorized IPAWS alerting authorities.

سعت الكثير من البلدان النامية إلى تطبيق سياسات الإستقرار الاقتصادي والتكييف الهيكلي المفروضة من صندوق النقد والبنك الدوليين خلال النصف الثاني من عقد الثمانينات من القرن الماضي ، من بينها سياسات تحرير التجارة الخارجية والانفتاح على اقتصاد السوق، سعياً منها لتحقيق جملة من الأهداف، منها زيادة معدلات النمو الاقتصادي وخفض معدلات التضخم وخفض العجز المالي في الموازنة العامة وخفض العجز في الحساب الجاري لميزان المدفوعات وخفض معدلات البطالة والمديونية الخارجية ، غير إن الواقع العملي أثبت أن تطبيق تلك السياسات قد أفضت إلى ظهور آثار اقتصادية واجتماعية سلبية على التنمية البشرية.

This paper tells the true story of a Hungarian refugee who's family fled the communist regime there in 1971. Gabriella Bercze's story reflects on what it was like to live in Hungary under communist rule, and her family's experience in escaping the country, and fleeing to Italy, where they lived in a refugee camp for months before immigrating to the United States in the early 70s.

UNE Students from several healthcare professions partnered together to provide a holistic approach to the community needs with hopes of developing and implementing intervention strategies. Goal was to conduct surveys of at least 100 homeless individuals.

Retrofit measures are an effective means to improve both the heating energy and carbon footprint of a building. On one hand, reducing the losses through the envelope reduces the energy consumption. On the other hand, updating the heating from a fossil-fuel based system to an emission-free one bears the potential for CO2-emission free operation. The latter can be achieved if the supply temperature of the heating system can be sufficiently reduced, such that the operation of a heat pump with a high coefficient of performance becomes feasible. For this, typically the heating area is increased to facilitate the heat transfer. …

This research aims to examine the relationship between population change and college readiness in Nebraska. Nebraska as well as three counties: Box Butte County, Lancaster County, and Scotts Bluff County were used as locations for this study. The process for analyzing the relationship is done in three parts. First, data was collected from the Nebraska Department of Education about high school variables such as teacher characteristics and attendance rates. Next, U.S. Census Bureau data was used to create socio-economic standards for the various locations. The Center for Authentic Science Practices in Education (CASPiE) pioneered a course-based research experience approach to teaching chemistry laboratory courses. The method had previously been studied in a variety of institutional settings. Recently, the United States Military Academy at West Point decided to develop CASPiE-style modules for the introductory honors chemistry course. This research setting presents clean experimental-control comparisons and a group of faculty who were completely new to the method. Weather accounts for the majority of congestion in the National Airspace System which highlights the importance of addressing weather uncertainty to mitigate delays, and this paper presents an effort in this direction. Firstly, a new dynamic stochastic 0-1 Integer Programming (IP) model is proposed, which models the Single Airport Ground Holding Problem (SAGHP) with respect to uncertainty in the separation between flights instead of Airport Acceptance Rate (AAR) or landing capacity. Uncertainty in separation according to different weather conditions is represented through the scenario tree by using stochastic linear programming.
