Stepping Up: Burden Sharing By Nato's Newest Members, Joel R. Hillison Dr.

This book examines the burden sharing behavior of new NATO members. It makes the argument that new NATO members are burden sharing at a greater rate than older NATO members. It also suggests that NATO’s expansion did not lead to greater free-riding behavior in NATO, contrary to the predictions of the collective action literature. This analysis reveals that new NATO members have demonstrated the willingness to contribute to NATO missions, but are often constrained by their limited capabilities. This argument is supported using case studies, interviews with key NATO officials, and quantitative analysis of NATO defense expenditures and troop contributions.

Conclusion

Millions of children and adolescents are unsupervised after school, often because their parents need to work during those hours. When these students are unsupervised, they are at risk for involvement in inappropraite inappropriate behaviors. After-school programs are a potential solution to this problem because they provide students with supervised, safe activities that may also increase academic or social skills. They also provide opportunities for academic tutoring, and social mentoring. Despite the fact that research has thus far been unable to categorically support the positive effects of afterschool programs, the general consensus is that the programs are helpful and have …

Historical traffic information is valuable for transportation analysis and planning, as well as for route search services. In view of these applications, we propose the k traffic-tolerant paths problem (TTP) on road networks, which takes a source-destination pair and historical traffic information as input, and returns k paths that minimize the aggregate (historical) travel time. Unlike the shortest path problem, the TTP problem has a combinatorial search space that renders the optimal solution expensive to compute. The primary goals of this report are to discuss measures to prevent suicides on commuter and metro rail systems, and to outline an approach for suicide prevention on rail systems. Based on existing literature and analysis of data obtained from the Metrolink system in Southern California, it was found that most suicides occur near station platforms and near access points to the track. Suicides occurred most frequently when relatively more trains were in operation and in areas of high population density. There do not appear to be suicide “hot spots” (e.g., linked to mental hospitals in the proximity, etc.), based …

In 2012, Frontiers published an article by Allen et al. about identifying administrative and management practices that make up an evidence-based local health department.¹ They recommended that local health departments (LHDs) consider using such practices to implement sustained evidence-based policies, programs, and interventions. Strategies that should be given ‘high priority’ for implementation were highlighted. My accompanying editorial² acknowledged the value of this practical advice to LHDs in optimizing their performance and achieving desired health outcomes.

Evidence based public health (EBPH) in local health departments (LHDs) is a process that involves translating the best available scientific evidence into practice. However, EBPH and implementation of evidence based programs and policies in LHDs are not widespread. This report outlines the patterns and predictors of the use of administrative evidence based practices (A-EBPs) in a national sample of LHD directors. LHDs can improve performance, prepare for accreditation and ultimately improve community health by utilizing an administrative evidence based process.

Adventure tours are a fast-growing segment of the tourism market and guide behaviour has been identified as a critical factor in tourist satisfaction. However, little research has investigated guides’ emotional and motivational experiences and implications for psychological well-being. This study analyses critical incidents from autoethnographical data captured during a 10-year span of white-water river guiding in the northern and southern hemispheres. Reversal theory constructs inform analysis of psychological states and emotions experienced throughout guide training, development, and river trip interactions. Across the nation, over 1.3 million threeand four-year olds attend state funded pre-K programs in 40 states (and Washington D.C.).1 In Arkansas, over 25,000 three- and four-year olds are enrolled in state-funded programs. Since 2008, approximately $111 million a year of state funding has been spent on preKindergarten in Arkansas. 2 In the 2014 election season, the topic of pre-K and state funding for pre-K has been debated in a number of state races, including Arkansas. Therefore, the purpose of this policy brief is to describe pre-K in Arkansas and summarize the existing research examining the impact of pre-K.

In 2013, Carsey released a brief that analyzed rates of restraint and seclusion using a large, nationally representative data set of U.S. school districts. This brief, which analyzes a more comprehensive data set and the most current Civil Rights Data Collection, serves as a follow-up to the pre­vious brief. Authors Douglas Gagnon, Marybeth Mattingly, and Vincent Connelly report that, despite numerous states with revised policies related to seclusion and restraint in schools between 2009 and 2012, trends in the rates of restraint and seclusion of students with a disability in the United States remained relatively consistent between survey years. From my yet short life experience, I knew that a feeling of that kind was unusual for me since I don’t work out as much as I should. I thought there must be some good reason for that good strong compulsion for jogging, so I put on some sport clothes and started running toward a nearby State park.

Theoretically, people locate closer to transit corridors if accessibility improves. One desired benefit from light rail is denser land use patterns in the form of Transit Oriented Development (TOD) that captures population growth. As part of the initial phase of development for the Idaho Statewide Travel Demand Model, Parsons Brinckerhoff developed a base year auto and truck trip matrix using AirSage cell phone OD data, a statewide network in Cube, traffic counts, and origin-destination matrix estimation (ODME) procedures. To begin, the 4000+ statewide zone system was aggregated into a 700 super zone system for collecting the cell phone OD data. This study compares attitudes towards employment and service-connected disabilities among substance using and non-using veterans. In practice, veterans place a high value on being employed, regardless of whether they use substances; however, veterans who used substances were more likely to express fear of losing disability benefits if they became employed. In policy, state-level agencies and programs might work with counseling centers to determine the most productive ways to address the specific employment needs of veterans with disabilities and/or substance use issues. The GPA measure, we believe, is a better representation of student achievement on statewide standardized exams. In this report, we are presenting a list of the top 25 schools in each area. In some cases, these "top 25 lists" will contain more than 25 schools as some schools' GPA scores will be identical. This is not a new phenomenon, as we also exceeded 25 schools in previous reports when using the percent proficient and advanced metric as an indicator for student achievement; however, there are fewer ties using the more precise GPA measure.

The equity and adequacy of facilities funding for charter schools (as well as traditional public schools (TPS)) is a topic of hot debate in Arkansas and across the country. Proponents of charters argue that charter schools are burdened due to a lack of facilities funding. Other argue that there are great needs in our TPS districts as well, and that these needs should be met first. This brief describes what facilities funding is currently available to charter schools in Arkansas and what other states are doing that we could possibly leverage here in the Natural State.

This presentation reviews studies on the health and economic value of strategies to improve the coordination of medical care, public health, and social support services for high-need and high-risk populations. Community health worker (CHW) programs feature prominently in these strategies, particularly for rural and low-resource community settings. Home care workers have the potential to function as CHWs in many settings, and as such present powerful opportunities for scaling up CHW programs that connect medical care, public health, and social services delivery.
