Beginning in 1992, Norwegian People’s Aid (NPA) has implemented mine action programmes in more than 40 states and territories. The strategy presented here builds on our experience, accomplishments, and lessons learned. It identifies new directions and priorities, and expands our work from mine action to broader areas of humanitarian disarmament. By ‘humanitarian disarmament’ we mean all operations and advocacy which aim to reduce and prevent harm to civilians from the impacts of weapons and ammunition. The focus of the survey was to collect baseline data related to the knowledge, attitudes, and practices regarding Explosive Remnants of War (ERW) contamination in communities impacted by the recent conflict.

The Night Vision and Electronic Sensors Directorate (NVESD) has recently developed a sensor system, named “Hammerhead,” capable of discriminating between explosives and explosive-related compounds in water at concentrations of 10-100 parts per trillion. The sensor discriminates between different compounds using a biologically inspired fluorescent polymer sensor array, which responds with a unique fluorescence quenching pattern during exposure to various explosives.1 The sensor achieves sensitivities of 10-100 parts per trillion by employing a preconcentrator upstream of the sensor inlet, which traps explosives from water flowing over it, then releases the explosives at elevated concentrations during thermal desorption. In recent years, civil society has risen to speak on behalf of underrepresented groups in Africa. In particular, civil society has advocated for the representation of women’s interests. Yet, relatively little is known about the full range of actors who seek the representation of women’s interests, mobilize around women’s issues, and articulate specific preferences. Some of these actors include not only feminists, but also religious activists who may clash over women’s issues. This gap in knowledge, moreover, extends to non-democratic countries. Hospital Treatment Rates And Spill-Over Effects: Does Ownership Matter?, Badi H. Baltagi, Yin -Fang Yen

This paper studies the effect of hospital ownership on treatment rates allowing for spatial correlation among hospitals. Competition among hospitals and knowledge spillovers generate significant externalities which we try to capture using the spatial Durbin model. Using a panel of 2342 hospitals in the 48 continental states observed over the period 2005 to 2008, we find significant spatial correlation of medical service treatment rates among hospitals. We also get mixed results on the effect of hospital ownership on treatment rates that depends upon the market structure where the hospital is located and which varies by treatment type.

Over the last 30 years continued decline in state appropriations for public institutions has been accompanied by an increase in the use of part-time instruction. Community colleges have been particularly susceptible to both of these problems. Two-year institutions have less freedom than their larger counterparts to raise tuition rates and part time instructors constitute a larger percentage of their workforce. Less revenue has resulted in fewer resources to devote to instruction and student support. Part-time time instruction, on the whole, results in lower student retention and graduation rates.
