Is Military Justice Sentencing On The March? Should It Be? And If So, Where Should It Head? Court-Martial Sentencing Process, Practice, And Issues, James E. Baker

This article starts with a sketch of the military justice system to orient readers. Understanding that structure, the article then describes the sentencing process for special and general courts-martial. The article follows by identifying two core military sentencing questions: First, should commanders have authority to grant clemency? Second, should the military justice system adopt sentencing guidelines? With respect to each topic presented, the article does not attempt to answer the questions nor offer prescriptions. The recent tightening of military budget constraints has called into question the feasibility of costly multilateral naval intervention used to combat maritime piracy off the eastern coast of Africa. Though past studies agree that the transformation of the Somali economy and government is crucial for a long-term solution to piracy in this part of the world, short to medium-run solutions are needed to bridge the gap. Such solutions should be fiscally sensible and serve as effective deterrents, as well as be applicable in addressing the problem of piracy and maritime armed robbery in other parts of the globe.

Occupational health and safety hazards are abundant in military environments. Due to the hazardous occupational settings, injuries remain a public health concern in the United States military. Public health plays a critical role in injury reduction by addressing the need for comprehensive safety education training, and more specifically, exposure related injuries. A secondary data analysis was completed using Communication Theory as the overarching framework to analyze 13 qualitative interviews conducted with Airmen to gain their perceptions of the occupational health and safety training at Nellis and Creech Air Force Base (AFB). As a group, the 10 major metro areas of the Mountain West outperformed the national economy during the third quarter of 2014 on all four indicators of economic vitality measured by the Mountain Monitor: employment growth, output growth, unemployment, and house prices. In the three months ending in September, the country’s large metropolitan areas were anticipating the rapid uptick in national economic growth that took hold at the end of 2014. Mountain region metro areas led the way.

Purpose: Different travel behavior, particularly the choice of commuting modes, will have different impacts on students. On one hand, it has been suggested that active commuting (walking, cycling, and taking transit) will add routine daily exercise. Moreover, health benefits (improved cognitive function and reduced anxiety) from physical activity might increase students' academic performance. Nevertheless, too much physical activity may reduce the time for students to study. Travel time may shorten study time, and study time has been identified as positively contributing to academic performance. The individuals who staff the nation's 4,600 Community Development Corporations (CDCs) represent the front line in production of affordable housing for America's poor. CDC staff members work within chronic funding uncertainties, applying complex and often ambiguous policies, under pressure to address shortfalls in affordable units. As such, they represent a prime example of Lipsky's (1980) street level bureaucrats (SLBs): agency workers with no formal policy role, who nevertheless shape policy by exercising discretion in the course of implementing ambiguous directives under stressful and alienating conditions.

This research studies the effects of state laws banning access to in-state resident tuition (ISRT) rates and other educational benefits for unauthorized immigrant students (UIS) in five states: Arizona, Colorado, Georgia, Indiana, and Ohio. It measures the overall effect of policies denying ISRT that were implemented between 2005-2012 in the United States.

Three potential effects are evaluated. First, the study estimates the policy effects on the college enrollment of UIS. Because the policy does not deny access to higher education institutions, the possibility exists for this population to attend public or private colleges. According to the Traveler Opinion and Perception Survey of 2005, about 107.4 million Americans regularly use walking as a mode of transport during their commute, which amounts for 51% of the total American population. In 2009, 4092 pedestrian fatalities were reported nationwide, out of 59,000 pedestrian crashes. This amounts for 12% of the fatalities in the total traffic accidents recorded, and shows an over-representation of pedestrians incidents. This review essay on the literature on creative cities pays particular attention to the ways in which transnational mobilities contribute significantly to the making of such cities. The paper reviews critically both the literature and phenomena of creative cities and their transnational flows by framing the discussion around the mobility of ideas (creative economy/creative city discourse), the mobility of people (the migration of the creative class), the mobility of technology (the travel of the creative cluster and architectural iconism phenomena), the mobility of finances (capital and investment flows), and the mobility of images (transnational artistic collaborations and products).

Drawing on interdisciplinary research theories and methodologies, the aim of this paper is accomplished in four progressive parts. First, it identifies the psychological processes and biases that propel “enemy image making,” a sociological concept. Second, it identifies Tibetan Buddhist teachings that may function as tools for combating these psychological phenomena.
