The urban heat island (UHI) is a pervasive phenomenon that affects city dwellers. There are certain populations who are especially vulnerable to its affects. Studies have shown that the urban tree canopy helps to mitigate and alleviate the negative effects of the UHI. The research was conducted for the City of Dallas, Texas. The objective of this research is twofold: one to employ an assessment to determine who is vulnerable to the UHI affects, based on the Center for Disease Control's BRACE Framework. The happiness movement represents a new paradigm where social, economic, and environmental systems are structured to encourage human well-being in a sustainable environment. Bhutan has adopted Gross National Happiness (GNH) as a way of determining its society’s success in contrast to purely economic goals and the singular use of the gross domestic product indicator. Bhutanese policy promulgation includes use of a GNH screening tool. In the United Kingdom, happiness indicators are being used to collect data and the government is starting to explore their application to policy. Concerns have recently been raised that US federal agencies may sometimes avoid regulatory review by the White House Office of Information and Regulatory Affairs (OIRA). In this article, we assess the seriousness of such potential avoidance, and we recommend a framework for evaluating potential responses. After summarizing the system of presidential regulatory oversight through OIRA review, we analyze the incentives for agencies to cooperate with or avoid OIRA. We identify a wider array of agency avoidance tactics than has past scholarship, and a wider array of corresponding response options available to OIRA, the President, Congress, and the courts. A major shift is transforming the trade and environment field, triggered by governments’ rising use of industrial policies to spark nascent renewable energy industries and to restrict exports of certain minerals in the face of political economy constraints. While economically distorting, these policies do produce significant economic and environmental benefits. At the same time, they often violate World Trade Organization (WTO) rules, leading to increasingly harsh conflicts between trading partners.

The following paper examines the ongoing political, legal and cultural debate regarding heroin maintenance in the U.S. that emerged after the passage of the Harrison Act. Moreover, it focuses on the United States' very brief experimentation with narcotics maintenance clinics from 1914-1924 and why the clinic system was ultimately dismantled by the Treasury Department. This paper also highlights the U.S. public policy debate that emerged as early as the 1950s and continues today to develop heroin maintenance trials.

One area positioned for a marked increase in human/bear interactions is Big South Fork National River and Recreation Area (BISO). To make decisions on the best management options for the growing black bear population, BISO managers need information about park visitor beliefs and concerns. Because the city of Boston rests along the Atlantic coast and is highly vulnerable to flooding from hurricanes, local emergency planners have considered utilizing phased evacuation and contraflow strategies as a means to more effectively evacuate. This research attempted to determine whether phased evacuation or contraflow are suitable evacuation strategies that can be incorporated into Boston's evacuation plan in order to increase the evacuation rate and reduce motor vehicle congestion.

Disasters such as hurricanes disrupt the lives of everyone in their path. The preparation for and response during and after such an event can make all the difference for those involved. Past hurricanes need to be learned from, hurricanes such as Katrina and Hugo; lessons learned from events like these can be applied in future ones such as they were in Sandy and Gustav. Research is lacking on rural and small-town policing in the post 9/11 era. This is unfortunate in view of changing perceptions of threat and insecurity, the financial crisis of 2008 and curtailments placed on funding for rural and small-town police agencies. This thesis argues that the proliferation of homeland security resources and priorities has significantly shaped rural and small-town policing in recent years. Rural and small-town law enforcement agencies, often lagging behind in resources and funding as compared to their urban counterparts, have embraced homeland security agendas, priorities and technologies as a means of securing their financial goals and abilities. …

Pursuing An Answer: Bureaucratic And Legal Accountability In Local Law Enforcement Pursuit Policies, Casey Lafrance

Using qualitative and quantitative data obtained from 30 interviews with local law enforcement managers (12 county sheriffs and 18 municipal police chiefs), this study explores the decision-making processes used by these managers in the context of a pursuit-related accident involving an innocent third party. My findings suggest that: (1) managers most often conduct internal investigations to ensure that their officers’ behavior demonstrated adherence to the agency’s standard operating procedures; (2) managers use multiple mechanisms, including consultations with legal actors and professional peers, to keep their pursuit policies updated with regard to case law; (3) policy restrictiveness shares a positive, but …

During the last century, much of the prairie within the Northern Great Plains has been plowed for cropland, planted with non-natives to maximize livestock production, or otherwise developed, making it one of the most threatened ecosystems in the United States. Within Nebraska, greater than 77% of the area of native mixed-grass prairie has been lost since European settlement (Samson and Knopf 1994). The National Park Service (NPS) plays an important role in preserving and restoring some of the last pieces of intact prairies within its boundaries. As one means of tracking data about customer needs in terms of government services, the Township provides the opportunity for citizens to share their opinions on government and services, and to assess residents’ desires for the future of Miami Township. In 2014, APRI (formerly CUPA) conducted the public opinion survey for the Township.

This report summarizes the perceptions of Miami Township’s residents. Survey questions have been grouped into topical areas, such as “General Public Sentiment” and “Views of City Services,” representing the chapters in this report.

This report provides an overview of community-based care settings in Oregon. The results presented here are derived from surveys completed by 243 facilities serving 9,485 residents. Key changes between the 2008 OOHPR survey and 2014 include:

• Compared to 2008, the number of facilities increased by 13%, with the largest growth in MCCs (41%).
• The proportion of for-profit facilities and facilities managed by a third party increased from 2008 by 8%.
• The acuity level of residents increased on most measures compared to 2008.
• Compared to 2008, residents across all three community types required more assistance with ADLs and used more health …
