The five modes of freight transportation are normally characterized as motor carriers, railroads, airlines, water carriers, and pipelines. This paper will attempt to position the Internet as the sixth mode of transportation. This paper compares the strengths and weaknesses of the traditional five modes of transportation against the proposed 6th mode of the Internet. Without including the Internet as a mode of transportation, and tracking the economic value that it adds to the economy, the economic impact of the Internet as a mode is not considered. The manuscript examines individual ethical decision making for common scenarios faced by transportation brokers, including unauthorized double brokering, booking and bouncing, and a failure to disclose all terms to a shipper. The results indicate significant discrepancies between what actions a broker would engage, what brokers perceive that others in the same industry would do, and what industry leaders perceive to be ethical.

This paper studies the identification and estimation of treatment response with heterogeneous spillovers in a network model. We generalize the standard linear-in-means model to allow for multiple groups with between and within-group interactions. We provide a set of identification conditions of peer effects and consider a 2SLS estimation approach. Large sample properties of the proposed estimators are derived. Simulation experiments show that the estimators perform well in finite samples. The model is used to study the effectiveness of policies where peer effects are seen as a mechanism through which the treatments could propagate through the network. When interactions among groups …

Facing The Apocalypse: Bomb Shelters And National Policy In Eisenhower’S Second Term, Angela A. Badore

This paper explores the issues of civilian defense from a federal perspective during Eisenhower’s second term, particularly focusing on the issue of bomb shelters during the period from 1956-1958. Despite widespread efforts to promote bomb shelters, or fallout shelters, during this period, no significant progress was made toward a federal program. By examining federal efforts such as the Holifield Committee, the Gaither Committee, Operation Alert, and the National Shelter Policy, this paper shows that efforts to set up shelter programs actually made the public and the Eisenhower administration less likely to trust such programs at all.

“Little Soldiers With Big Guns”: The Language Of Child-Soldiering In Africa, Karen J. Norris

This project examines the language of child-soldiering in Africa, specifically in Sierra Leone, Rwanda, and Uganda, comparing its use between Western observers and the Africans who experienced the conflict first hand. It concludes that Westerners unilaterally display ethnocentric conceptions of the sanctity of childhood in their admonitions of child-soldiering, while former child-soldiers, perpetrators, victims and local aid workers exhibit more diverse perspectives that more accurately reflect the complexity of the conflicts. Furthermore, it concludes that the use of rhetorical, monolithic language regarding child-soldiering perpetuates stereotypes about African conflict and state-failure while diverting attention from underlying root causes of conflict, and …

The importance of accurate Child Welfare Data cannot be underscored, if we can predict with great accuracy which children will likely be victimized, then we should be able to design targeted abuse prevention programs that will have a greater impact. The purpose of the “Freight Down the Middle” study is to assess the potential outcomes for New Orleans neighborhoods Hollygrove and Dixon residents if the Middle Belt option is implemented. The study analyzes current regulations, established data on health impacts, engineering specifications, demonstrated mitigation measures, and case studies to illustrate possible impacts on the neighborhoods. The study area focuses specifically on Hollygrove and Dixon, and statistical data at the census tract level is used to give context to the risk factors inherent to the population groups in the area.

Purpose: This study assessed the oral health knowledge, confidence and practices of Virginia personnel in the Special Supplemental Food Program for Women, Infants and Children (WIC).

Methods: In 2009, 257 WIC personnel were electronically emailed via an investigator-designed 22-item Survey Monkey® questionnaire. Descriptive statistics, Chi-square and Fishers Exact tests compared personnel demographics and oral health knowledge, confidence and practices at the p≤0.01 and 0.05 significance level.

Results: Response rate was 68%. WIC personnel were knowledgeable about basic oral health concepts. More than half of those reporting were not confident assessing for visual signs of dental decay and do not routinely …

This dissertation answers the question of whether or not democracies can win counterinsurgency conflicts. This is done first through an analysis of the arguments made by those who claim that democracies are uniquely incapable of doing so due to various limitations imposed by public opinion as well as the arguments of those who argue that democracies can win such conflicts given the correct strategy. Secondly, the question is investigated through an examination of three case studies: Malaysia, Vietnam, and Iraq. In this study, I propose a systematic method of detecting aircraft deviation due to air traffic controller (ATC) intervention. The aircraft deviations associated with ATC interventions are detected using a heuristic algorithm developed from analyzing the actual positions of an aircraft to its filed flight plan when the aircraft trajectories were identified as having an encounter in a loss-of-separation incident. An actual (closed-loop) flight trajectory of the Cleveland Air Route Traffic Control Center (ZOB ARTCC) was collected from the FlightAware database.
