Background:

Economic modeling and analysis can facilitate evidence-based policy and practice. Such analyses may exceed the technical capacity and mission of public health agencies, yet may be critical to sustain health protections such as tuberculosis (TB) control. The net effect of TB prevention is incompletely understood, hampering objective value judgments of national TB elimination policies. This may promote inefficiencies and threaten individual and public health protections.

Through interviews of 12 members of an expert panel – importantly, involving both practitioners and researchers/academicians – Aronson and colleagues sought to understand how evidence-based public health (EBPH) is defined, what counts as “evidence”, and what EBPH actually looks like when operationalized in a local health department. What Aronson and colleagues have shown us is how critical it is that in both creating and implementing EBPH, especially in practice-based research, practitioner and researcher/academician develop a shared understanding of EBPH before the dance begins, especially for practice-based research.

In this study, we interviewed twelve members of an expert panel to elicit their views on Evidence-based Public Health (EBPH), including how they define EBPH, what constitutes “evidence”, and what LHDs do that can be described as EBPH. Telephone interviews lasting 60 minutes were recorded and transcribed for basic content analysis. Experts differed in their definitions of EBPH and their views of what constitutes evidence. Definitions of EBPH ranged from the adoption and implementation of rigorously tested interventions to the application of evidence to decision making for population health improvement. The program, known as a universal, place-based scholarship initiative, offers full college tuition to any Kalamazoo Public Schools graduate attending a public college in Michigan. In January 2007, El Dorado, Arkansas announced the El Dorado Promise: a new program that guaranteed that high school graduates from the area can afford college thanks to a $50 million gift from the Murphy Oil Corporation. One challenge that researchers often face is the measurement of physical activity, particularly among children. This is because the sporadic nature of children’s physical activity patterns makes it difficult to recall and quantify such activities. Additionally, children’s lower cognitive functioning compared to adults prevents them from accurately recalling their activities. Cities And Sustainability: Polycentric Action And Multilevel Governance, George C. Homsy, Mildred E. Warner

Public Administration Faculty Scholarship

Polycentric theory, as applied to sustainability policy adoption, contends that municipalities will act independently to provide public services that protect the environment. Our multilevel regression analysis of survey responses from 1,497 municipalities across the United States challenges that notion. We find that internal drivers of municipal action are insufficient. Lower policy adoption is explained by capacity constraints. More policymaking occurs in states with a multilevel governance framework supportive of local sustainability action. Contrary to Fischel’s homevoter hypothesis, we find large cities and rural areas show higher levels of adoption than suburbs (possibly due to free riding within a metropolitan region).

For many years, professional baseball has enjoyed a privileged antitrust exemption apart from other professional sports. With the passing of the Curt Flood Act in 1998 this exemption was removed; however, the act may not be as influential as it seems. Court rulings were prominent in initiating and maintaining the antitrust exemption for professional baseball. These include the Supreme Court Trilogy, especially the case of Curt Flood, a baseball player who fought against the reserve clause system which limited his and other players’ employment options. The issue of human trafficking has received increased attention since the Trafficking Victims Protection Act was enacted in 2000. We assume that awareness is growing in the United States but this has not been tested. The current study measures increases in awareness about the issue of trafficking. Nearly 400 students were polled about their awareness in the spring of 2007. Attitudes towards government responses, awareness of the issue and support for victims were surveyed. Walt Disney’s work as an animator during World War II had a measurable impact on culture and in the development of government produced messages. It is important to examine this understudied area of Disney’s life and his studio’s efforts to produce wartime training and propaganda films during WWII. Although some clients enter treatment voluntarily to seek intervention for their substance abuse problems, most enter under coercive external pressures that may be perceived by clinicians as less influenced by addressing substance abuse than by appeasing mandates from the judicial system, family, or employers. Little research has examined and compared how clinicians assess clients’ extrinsic and intrinsic motivation to change as opposed to how the clients assess themselves. This project addresses messages about gender expectations in Disney princess narratives. The two films included in my project are Tangled (2010) and Brave (2012), which feature the most recently inducted princesses to the marketed Disney Princess line (Rapunzel and Merida, respectively). Using genre as an organizing principle, I argue that Rapunzel and Merida are different from the past Disney princesses (Snow White, Cinderella, Ariel, Jasmine, etc.) because their narratives reflect new ideas about gender expectations in modern society. For individuals who identify as part of the LGB community, the Internet can be seen as a tool to take control of their lives, may promote self-esteem, and foster a sense of belonging. The purpose of the study was to learn about sexting practices on college campuses. It builds on the existing body of knowledge by attending specifically to sexting rather than the previous literature about engagement in sexual behavior online (see, for example, Daneback, Cooper, & Månsson, 2005). Findings indicated that sexting is viewed as more acceptable in same sex relationships as compared to heterosexual relationships.

This study examines the birth and evolution of the social documentary genre in visual media. It suggests that a mixture of ideology, technology, and social awareness are necessary for a successful social reform. It finds that despite the limitations of technology during the nineteenth century, social documentaries were produced long before they were part of the genres of photography and film. By focusing on the work of Danish photographer Jacob Riis and tracing the emergence of film, this study demonstrates a connection between documentary film and Riis’s social documentary photography and public slide exhibitions. This research seeks to explain budgetary transparency practices of individual US counties by examining the extent of information sharing with constituents via their websites. There are 3,138 counties and county-equivalents in the United States. This study evaluates a random sample of 400 US counties where 19% of the represented counties having populations of 100,000 or more residents, matching the same ratio of counties with populations of 100,000 or more residents nationally. We create a four-level categorical dependent variable measuring budget transparency. Previous research has identified economic, governmental, ideological and infrastructural characteristics as key predictors of policy adoption and renewable energy deployment efforts (Carley, 2009; Davis & Davis, 2009; Bohn & Lant, 2009; Lyon & Yin, 2010).
