The Federal Government enacted the Heath Information Technology for Economic and Clinical Health Act (HITECH) in 2009, which incentivized providers to use electronic health records (EHR) for meaningful use (MU); the Patient-Centered Medical Home (PCMH) stems from the Act. Research by the National Council on Quality Assurance (NCQA) shows that primary care practices have a positive influence on the health of patients, families and communities. These positive influences are related to their ability to deliver first-contact access, and to develop long-term therapeutic relationships that focus on the person rather than the disease, improving patient health outcomes and reducing health care …

More than 90 percent of bills introduced in the U.S. House never make it to a floor vote, and far fewer are enacted into law. Since legislative gridlock is much more common than legislative action, in order to understand policy outcomes, it is critical to know why bills are obstructed. Gridlock occurs when a legislator (or group of legislators) wants to block a bill, and has the procedural right to do so. Using new data on the procedural rules in the U.S. states, this presentation will identify the chambers in which legislators can block bills from the legislative agenda. Then, …

New Zealand's Pharmaceutical Management Agency (PHARMAC) has been highly successful in facilitating affordable access to medicines through a combination of aggressive price negotiations, innovative procurement mechanisms, and careful evaluation of value for money. Recently the US government, through the establishment of a series of bilateral and plurilateral “free” trade agreements, has attempted to constrain the pharmaceutical access programs of other countries in order to promote the interests of the pharmaceutical industry. The Trans Pacific Partnership Agreement (TPPA) represents the latest example; through the TPPA the US is seeking to eliminate therapeutic reference pricing, introduce appeals processes for pharmaceutical companies to …

Public Historically Black Colleges and Universities (HBCUs) continue to receive inequitable funding at state-levels (Gasman, 2010; Minor, 2008). The Higher Education Act of 1965 designates an HBCU as an “institution whose principal mission was and is the education of black Americans, was accredited and was established before 1964” (UNCF, 2013, para. 1). The current funding situation is problematic because HBCUs have successfully educated African Americans, low-income, and underprepared students (Gasman, 2010). Perhaps with equitable state support, the educational gains of HBCUs may improve. The purpose of this article is to analyze three policy alternatives that would improve resources at HBCUs. …

The Docking Institute of Public Affairs at Fort Hays State University conducted the 2013 Kansas Speaks survey from May 23 to September 18, 2013. A random sample of adult residents of Kansas age 18 and older was surveyed by telephone to assess their attitudes and opinions regarding various issues of interest to Kansas citizens.

As part of the Terrorism and Extremist Violence in the United States (TEVUS) database integration effort, researchers at the Terrorism Research Center in Fulbright College at the University of Arkansas and the University of Oklahoma have been adding: 1) federal terrorism court cases and associated data and 2) incident and antecedent geospatial data from these court cases to the American Terrorism Study (ATS). The goal of the project is to examine geospatial patterns in perpetrator behavior and determine if the patterns identified in earlier studies have changed significantly. The ATS allows examination of a number of different units of analysis. …

A demand for nonprofit management training and organizational capacity building exists in Latin America. However, few nonprofit management education (NME) programs in Latin America exist, and there is limited content related to ethics, transparency, and accountability. Using the case of Ecuador, we identify three strategies implemented by nonprofit leaders to cope with limited NME. We find that first, organizations engage in a process of collectivity that seeks to explore and give meaning to civil society in Ecuador. Second, this process leads to the production of knowledge about civil society in Ecuador. And third, based on both the process of collectivity …

Background: When a person has cataracts his or her lens becomes clouded by proteins, causing diminished vision. Though cataracts cause poor vision or in more serious cases blindness, what is special about cataracts is that they are treatable. Surgery replaces the clouded lens with a new artificial lens called an intraocular lens. Climate change remains a prevalent problem for today’s international community, particularly for Pacific Island countries. This study examines the current influence of climate change on Samoa by looking at the three tenets of vulnerability: exposure, sensitivity, and adaptive capacity. These aspects of climatic change correlate and build off one another, ultimately elucidating the basic vulnerability of any given region. It also analyzes how environmentally secure Samoa is and will be, using Thomas Homer- Dixon’s theory on climate change and conflict. Public investment in transit and streetscape improvements can encourage private development, and subsequently increase transit ridership and reduce pollution. Portland, OR’s Metro regional government has developed investment scenarios designed to reduce light vehicle carbon emissions. Adopting a regional scenario requires public review and consultation with local governments who will implement the comprehensive plans and land-use regulations. Decision makers and residents need to understand potential benefits: ways in which targeted investment could generate more livable urban spaces while reducing greenhouse gases. Illustrations can show how the investments could shape the pedestrian experience through trees, street furniture, buildings, open spaces, etc.

Overview: Green Lite Motors is a Portland-based company building a hybrid commuter vehicle targeted for urban and suburban areas. The vehicle is a front/back, two-seat configuration with three wheels (two front and one rear-drive wheel). The vehicle is classed as a motorcycle, giving it all the advantages of a smaller footprint in parking and highway travel; however, the advanced roll-cage design and fairing give the vehicle safety and comfort advantages of a standard passenger car. In 2011, Mohawk Valley EDGE became the lead organization for the Mohawk Valley Regional Economic Development Council (MVREDC), one of the ten Regional Councils established in New York State. Public participation has been stressed as an essential function of all Regional Council processes. But throughout the 2012 Regional Council process, the MVREDC and EDGE had difficulty in soliciting feedback in implementing the regional strategic plan. This study examines how EDGE can foster more public engagement in local economic development.
