People with intellectual disabilities (ID) aspire to gainful employment1. To assist them with this goal, state vocational rehabilitation (VR) agencies offer employment services based upon Individualized Plans for Employment (IPEs). A commonly used measure of outcomes is the rehabilitation rate, defined as the percentage of individuals exiting the program who have achieved an employment outcome after receiving services with an IPE. This indicator does not consider that not all eligible consumers progress to receive services after an IPE is developed. This occurs for a variety of individual, service, and systems reasons. Healthcare professionals are now more aware of the challenges they face when providing healthcare services to a culturally and racially diverse population. Cultural competency has emerged as a framework for understanding health disparities among racial and ethnic groups in particular, but also for women, the elderly, sexual orientation and gender identity, people with disabilities, and religious minorities. Although there are several definitions of cultural competency, each emphasizes the need for healthcare systems and providers to be aware of and responsive to patients’ cultural perspectives and backgrounds. Since 2009, researchers have analyzed the economic and employment impact of ARRA spending and tax policies. The current report is possible due to the efforts of Massachusetts policymakers who went beyond federal reporting requirements to require additional reporting on the number of workers who received ARRA-funded pay. ARRA workers’ demographic characteristics were also collected as part of the Massachusetts’ ARRA reporting requirements to allow for transparency and determine the fiscal policy’s impact on the state and local economy. Individuals and families experiencing homelessness in Washington County are a growing community challenge. Services provided to the homeless population have tended to focus on providing support in cases of emergency, and by doing so are unlikely to address the root causes of homelessness. There is a growing recognition nationally that concentrating on provision of emergency services might be both inefficient and unnecessarily expensive. The North Williams Traffic Safety Operations Project, overseen by the Portland Bureau of Transportation (PBOT), was proposed in 2010. With an initial budget of $370,000, the project was designed to reduce conflict between buses, bicycles and motor vehicles on North Williams Avenue and improve the overall safety and accessibility of the street. As is common practice, PBOT’s first step in this project was to organize a stakeholder advisory committee (SAC) of interested business owners, neighborhood association representatives, residents, and key stakeholders living or working along North Williams Avenue who would be tasked with advising the city on the project. The regional transportation planning process in the United States has not been easily opened to public oversight even after strengthened requirements for public participation and civil rights considerations. In the effort to improve the public review of regional transportation plans, this paper describes the construction of a proof-of concept web-based tool designed to analyze the effects of regional transportation plans on accessibility to jobs and other essential destinations. The tool allows the user to analyze disparities in accessibility outcomes by demographic group, specifically income and race, as required by civil rights-related planning directives. I also describe the business model PBMs employ to administer prescription drug coverage and the methods they use to reduce prescription drug spending. In Section II, I discuss mandatory disclosure regulations enacted in several states and at the federal level under the Affordable Care Act. In Section III, I explain why mandatory disclosure regulations are not needed to ensure that health plan sponsors pay a competitive price for PBM services. The increase in leases for surface gold mining in Ghana between 1983 and 1998 has had drastic consequences for sustainable land use and management in the country. Most of these leases were for surface mining displacing the original owners from large arable land needed for their livelihoods. This situation makes the local people vulnerable to econom-ic uncertainties. The real benefits accruing to the ordinary Ghanaian in these mining communities is simply taken, for granted as monetary compensation is paid to affected community members. The Risk Reduction Management Centre (RRMC) Replication Project, an initiative of the United Nations Development Program (UNDP), aims to take a Cuban best practice in disaster risk reduction and adapt it to the local context of five other Caribbean countries. This project differs from most development projects in that the individuals and institutions providing the assistance (in this case technical training and know-how) are themselves from a developing country (Cuba). This model, wherein developing countries provide resources, information, and training to other developing countries, is known as South-South Cooperation (SSC).

The present study utilized a mixed-methods strategy to examine the effectiveness, diffusion, and institutionalization of the Memphis Crisis Intervention Team (CIT) model. To evaluate the effectiveness of the training component of the CIT model, a panel research design was employed in which a sample of 179 law enforcement officers and 100 correctional officers in nine Florida counties were surveyed on the first day of training (pretest), the last day of training (posttest), and one month following their completion of CIT training (follow-up). The minimum wage is a legally mandated relationship between money and time. Traditionally, studies of the minimum wage have focused on the money side of this relationship (e.g. how much do minimum wage workers earn) while ignoring its temporal aspects (e.g. how long someone has to work to receive a particular income). This is a significant oversight because it overlooks the temporal investments that minimum wage workers must make in order to achieve a specific sum of money (e.g. there is a significant temporal difference if a minimum wage worker can achieve an income above a poverty threshold by working …

This article offers a detailed critique of Antonin Wagner's (2012) discussion of market, state and the intermediate institutions of civil society. It was one of 7-8 articles critiquing Wagner's previously published piece. It is argued that Wagner's perspective dissolves the third sector into a set of phenomena subordinate to markets and states; that the third sector essentially dissolves into market and state components. The article also offers an outline for a broader, multi-faceted third sector.

The recent successful ballot initiatives in Colorado and Washington to legalize recreational marijuana despite restrictive federal law continue to demonstrate the disconnect between national and state marijuana policy. In order to understand how many of these national policies were enacted, an investigation will be presented of the discriminatory history of marijuana legislation, indicating the inconsistent nature of past regulation. I inquire into Samuel P. Huntington’s clash of civilizations theory as outlined in his landmark The Clash of Civilizations. I explore conflicts starting at the end of the Cold War to 2007 in order to examine whether Huntington’s theory has been materializing (there is a marked increase in conflicts between Civilizations, and they have become more intense) or if the face of conflicts has stayed relatively similar to Cold War era clashes.
