Virtual worlds, or 3D simulations through which an avatar can travel, is becoming a common means to display products or provide training in new environments. This paper describes the steps in producing the 3D virtual simulation of Snowy River in Fort Stanton Cave, New Mexico. A traditional cave survey and map with cross sections was used to produce a 3D meshed surface of the cave walls using the Blender software package. Photographs were taken of the walls, ceiling, and floor and merged together. The merged montage was applied to the 3D mesh walls as a “texture”. Unity3D was used to …

The Childcare and Youth Training and Technical Assistance Project (CYTTAP) works to improve the quality and quantity of child care in states with high densities of off-installation military families. From November 2011 through October 2013, childcare providers and early childhood education professionals attended face-to-face trainings, train-the-trainer events, and low- or no-cost online trainings. Trainings included Better Kid Care (face-to-face trainings covering a wide range of topics including partnerships with parents, health and safety, nutrition and physical activity, and curriculum planning); I Am Moving, I Am Learning (face-to-face training to prevent childhood obesity); and Rock Solid Foundations (a series of programs …

The Baltic Sea is one of the world’s busiest waterways. An estimated 9% of the world trade and 11% of the world oil is transported through Baltic waters. Data show a 20% increase between 2005 and 2011 through the Skaw. However, shallows and narrow passages make parts of the Baltic Sea difficult to navigate. There are around 130 accidents each year, with 10 of these leading to pollution. The brackish water of the Baltic Sea coupled with long water retention, makes the ecosystem particularly sensitive to pollution. Sweden has a 11 500 km coastline, which makes it vulnerable to oil …

The United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), along with treaties, instruments, and decisions of international law, recognizes that indigenous peoples have the right to give "free, prior, and informed consent" to legislation and development affecting their lands, natural resources, and other interests, and to receive remedies for losses of property taken without such consent. This report presents the results of the 2013 Taking Charge initiative sponsored by the City of Lincoln. This was the sixth year of Taking Charge activities, and included an online survey and a half-day, face-to-face, Community Conversation. Unlike previous Taking Charge activities, which focused narrowly on the immediate concerns of an impending budget proposal (e.g. which specific programs should be funded or discontinued to maintain a balanced budget), this year’s efforts focused more broadly on strategic planning for the City’s future budget policy priorities.

The Impact Of Research And Development On Economic Growth And Productivity In The Us States, Luisa Blanco, James Prieger, Ji Gu

School of Public Policy Working Papers

We estimate the impact of R&D on TFP and output in the private sector at the state level in the US from 1963 to 2007. R&D has a large effect on both output and TFP at the state level in the long run. The R&D elasticity in a state averages 0.056 to 0.143, implying returns to state GDP from R&D spending of 83% to 213%. There are also positive R&D spillovers, with 77% of the total returns accruing to other states. The R&D elasticities are either stable or increase slightly after 1993. The effects of R&D are dependent on the …

This study examines fourteen conversations from observations conducted on bullying among 8th graders in 2002, in a Middle School in Virginia in the United States of America to: (1) identify power disparity in verbal bullying between bullies and targets, (2) examine how power disparity in verbal bullying empowers the perpetrator against silent targets, (3) explain how targets’ verbal responses neutralize bullies or stop bullying, and (4) design an approach to counteracting verbal bullying –the “agere contra” approach to bullying, which demonstrates how words could also be used, not only to counteract bullying, but also to heal both the perpetrator and …

Despite the ongoing conflict and the general neglect by the media, power brokers, and the public, grassroots organizations in the Middle East persist in their dedication to “people to people” diplomacy between Israelis and Palestinians. The Parents Circle-Families Forum is a bi-national NGO committed to peacebuilding and reconciliation between Jewish Israelis and Palestinians from East Jerusalem and the West Bank. Its most distinctive features are its membership, composed of 300 families from each side who have lost a close relative to the conflict, and its use of storytelling to connect the two sides. This research proposal addresses issues of livability at the transit stop. American transit systems have historically been “shoehorned” into existing street networks designed predominantly for cars and trucks. While much research exists on livability and walkability in the context of urban and suburban streets and blocks, bus stops are greatly understudied. This research focused on bus stops and aimed at analyzing their performance in terms of livability, with particular emphasis on perceptions. Our definition of livability was expanded to include considerations of safety and maintenance, cleanliness, imageability and vitality, which have been shown to affect people’s perceptions of livability and …

One of the techniques used by municipal administrators to evaluate their spending is the Service Delivery Review (SDR), for which a “how-to” manual, known as the Guide to Service Delivery Review for Municipal Managers, was created. This paper examines the Guide to determine whether it proposes a useful SDR structure that has adequate provisions for public participation. It analyzes the literature pertaining to the SDR process and public participation and it also provides an examination of public participation using case studies of six municipal SDRs in Ontario: Brockville, Port Hope, Brantford, Halton Hills, Barrie, and Hamilton. The estimation of the “dark figure” for any crime (the number of actual instances of a specific crime committed minus the reported cases of that crime within a population) has primarily rested on the ability to conduct random sample crime surveys. Such surveys are based on the assumption that victims experience crimes that are discrete, time-bound, and of relatively short duration. The crime of enslavement, however, presents a special challenge to estimation because it is of indeterminate duration. This challenge is compounded by the fact that victims of slavery are also often isolated by the stigma linked to sexual assault, …
