This OTREC educational proposal links experiential and transportation education from the University of Oregon with minority youth during the Summer ‘08 two-week session of the Oregon Young Scholar’s Program (OYSP). The grant provides OYSP an opportunity to create a transportation based curriculum during the Summer ‘08 program with the ultimate purpose of increasing minority interest and hopefully eventual employment in transportation related fields. The goal of this grant was to take the technological innovations for deploying survey instruments to mobile phones, developed under a previous OTREC grant, and publish them as globally accessible mobile applications (apps) for use in a variety of transportation planning settings. This study represents a first attempt to answer a few of the questions that have arisen concerning multimodal transportation investments and the impacts of mode shifts on the business community. This research aims to merge the long history of scholarly work that examines the impacts of the built environment on non-work travel with the relatively new interest in consumer spending by mode of travel. This empirical study of travel choices and consumer spending across 89 businesses in the Portland metropolitan area shows there are important differences between the amounts customers spend on average at various businesses by their mode of …

This issue brief considers the role and nature of existing and potential international dispute resolution fora in relation to international environmental law. It addresses impediments at the international level, such as limited access to justice by non-state actors and the lack of technical and scientific capability. As a conceptual paper, it highlights two possible remedial options: an international environmental tribunal and an international environmental court.

The YouthBuild AmeriCorps program serves youth facing a multitude of challenges, including a lack of education and job skills, community disengagement, and economic disadvantage. This program assessment found that after engaging with the YouthBuild AmeriCorps model, participants made significant, positive changes in their outlook on service, personal responsibility, and community orientation. More specifically, after participating in the program, they deepened their personal commitments to service, began to develop a sense of personal worth and reliability, became more connected with their communities, and started to develop more trust in larger social institutions. These encouraging findings suggest that YouthBuild AmeriCorps is succeeding …

The 2013 legislative session is underway, and there are a number of policy changes under consideration. One hotly-debated issue involves whether the state should allow for multiple authorizers for charter schools (currently, only the State Board of Education may authorize charter schools). Moreover, several charter schools will testify before the State Board of Education in spring 2013 seeking charter reauthorization. As the issue of charter schools again takes center stage, we present an extension of our 2012 policy brief focused on charter schools. Jaminan kesehatan adalah salah satu cara untuk mengurangi beban pembiayaan kesehatan yang dikeluarkan masyarakat. Sebagian besar masyarakat perdesaan di Kabupaten Banyumas yang mempunyai tingkat kemampuan membayar pelayanan kesehatan rendah belum mempunyai jaminan kesehatan. Penelitian ini bertujuan untuk menganalisis kebutuhan jaminan dan faktor-faktor yang memengaruhi kesehatan masyarakat daerah. Penelitian ini merupakan penelitian observasional dengan desain studi cross sectional. Populasi penelitian adalah seluruh kepala keluarga diKabupaten Banyumas dengan jumlah sampel 130 orang. Metode analisis yang digunakan meliputi analisis univariat, bivariat, dan multivariat. Penelitian menemukan bahwa sebagian besar masyarakat Kabupaten Banyumas (72,3%) membutuhkan jaminan kesehatan daerah (Jamkesda). Terdapat hubungan antara pendidikan, pengetahuan, pendapatan, …

The Patient Protection and Affordable Care Act (ACA) revises federal tax exemption standards for nonprofit hospitals by clarifying and augmenting their community benefit obligations. The ACA amendments followed the 2009 launch of Schedule H – the form on which hospital community benefit, financial, and institutional activities are reported and which must be appended to each facility’s annual Form 990 nonprofit institution information return. Schedule H effectively creates a nationwide, standardized, facility-specific, transparent, and fully publicly accessible reporting system covering the nation’s more than 2,900 nonprofit hospitals. Schedule H delineates financial assistance and bad debt, and requires identification of community health …

This study examined specific barriers to education in a sample of seven student veterans, which included veterans with post-traumatic stress disorder (PTSD), and found some professional adjustment issues, social interactions, behavioral and emotional challenges, and life changes. In practice, student veterans expressed impairments in developing close relationships, concerns about feelings of isolation, and heightened anxiety when asked insensitive questions about their military service. In policy, educational policies regarding course transferability may need to be revisited so that veterans seeking to further their education can take steps to do so both during and after their military service without repeating coursework. The paper explores the question, “What global core competencies can public administration glean from the field of borderlands studies?” Borderlands studies have traditionally focused on the geographic area on or near the frontier demarcation between nation states. Borderlands also function as buffering or mediating zones where often markedly different countries develop complex networked administrative systems to permit the passage of peoples and products across territorial boundaries. Research Brief: "Combat Exposure And Suicide Risk In Two Samples Of Military Personnel", Institute For Veterans And Military Families At Syracuse University

Institute for Veterans and Military Families

This brief is about the relationship between suicide risk and combat exposure among veterans who are receiving mental health care and those not receiving mental health care. For policy and practice, veterans who are not receiving mental health care should be monitored for depression and PTSD; mental health professionals should understand the relationship between risk factors and suicide, and the VHA should encourage post-9/11 veterans to use their mental health care benefits provided to them by the VA. Suggestions for future research include using a more representative sample, analyzing the sample over time, and relying on methods other than self-reporting.

Structural inequalities in American public education are inextricably tied to deep-seated patterns of racial and economic segregation. Children in poor neighborhoods are less likely to have the household resources, neighborhood institutions, or school amenities necessary for a good, challenging education. In response, a growing number of organizations have launched initiatives to simultaneously revitalize neighborhoods and improve public education, emphasizing youth participation as an essential component in their efforts. We draw upon ethnographic data from two such organizations to examine their practice of place-based critical pedagogy in community development. We focus on how they engage marginalized, “hard-to-reach” youth via (1) experiential …
