This presentation explores the relationship between the funding and policy priorities established by presidential administrations and the financial resources provided to individual states and regions. Information gathered from a newly compiled database of all federal project grants from 1996-2008 helps illuminate the distribution of money across the 50 states. These data are complemented by field research in federal and state bureaucracies. Would you be surprised to learn that the executive branch delivers more money and grants to swing states than all other states? Furthermore, the proximity of a presidential election further enhances this preference to deliver funds to swing states. …

The primary purpose of this dissertation is to examine if there is a significant relationship between organizational culture and tolerance of corrupt practices among the Non-Governmental Organizations located in Kenya. Despite the fact that NGOs have been attributed with a strong organizational culture, previous literature indicates that there is a connection between the organizational culture and decisions to engage in corrupt practices. Another purpose is to investigate tolerance of corrupt practices and determine the dominant organizational culture among NGOs. The proponents of “big bang” reforms argue that the latter will bring about a fundamental shift in people’s expectations about the future by altering the existing structure of the economy. Detractors say that the resulting dislocation to the economy and uncertainty will do more harm than good. The capacity of the state to implement so many sectoral and micro-economic reforms simultaneously is limited and therefore the risks of failure are high. This study examines the effect of strain on youth drug use in Turkey. With its many unexplored fields, Turkey is a haven for social researchers. Adolescent crime and especially drug use is an important yet poorly studied subject in Turkey. Of the many correlates of youth drug use, strain as asserted by the General Strain Theory of Agnew (1985) is chosen as the main explanatory variable in this research. This paper discusses the resource curse related to the country’s oil industry and how with proper management, the oil can largely benefit the new state. Community health centers (CHCs) provided primary health care to over 20 million patients in 2011, 60% of whom are women and 25% of whom are women of childbearing age. Health centers play a central role in women's health, because of their mission to furnish a full range of primary and preventive care services, including family planning and birth control for women of reproductive age. As a result of the Affordable Care Act, which provide for historic insurance expansions, broad first-dollar coverage of family planning services, and direct investment in CHCs, it is projected that health center capacity will virtually double …

If the debt ceiling is inconsistent with existing spending and taxing laws, what must the President do? In earlier work, we argued that when Congress creates a "trilemma"-making it impossible for the President to spend as much as Congress has ordered, to tax only as much as Congress has ordered, and to borrow no more than Congress has permitted-- the Constitution requires the President to choose the least unconstitutional path. In particular, he must honor Congress's decisions and priorities regarding spending and taxing, and he must issue enough debt to do so. Here, we extend the analysis in two ways. …

The narrative describes the interactions between a local health department director and two academicians in addressing the impact of the 2008 financial crisis. In a first set of activities, practice-academic partners used Financial and Operational Ratio and Trend Analysis to identify periods of a negative total margin and the impact of that on the agency’s declining fund balance. A new report by the Peter Shin, Jessica Sharac, Carmen Alvarez, and Sara Rosenbaum examines the potential impact of sequestration on community health centers and their patients and communities. "Assessing the Potential Impact of Sequestration on Community Health Centers, Patients, and Medically Underserved Communities" estimates that the nation's 1,200 federally funded health centers will lose $120 million in grant funding, and that this funding drop can be expected to translate into 900,000 fewer patients served and 3 million fewer visits. FBI crime data show a decline in juvenile incarceration while placement patterns have not changed since 1995. The per capita youth incarceration in 2010 was more than 40 percent lower than in 1995. This databit shows the rate of juvenile crime since 1995, how incarceration trends mirror arrests and referrals, and juvenile placement patterns.

This study analyzes a carbon tax and tax shift in Oregon as a means of reducing market inefficiencies by placing a meaningful price on carbon emissions. This study shows that a carbon tax can reduce distortionary income taxes, and provide new revenue opportunities for Oregon. By taxing carbon emissions and reducing Corporate and Personal Income tax rates, Oregon can reduce the negative incentives created by income taxes while generating revenue and reducing carbon emissions. The report shows that putting a price on carbon in Oregon can result in reductions in harmful emissions and have positive impacts on the economy.

The relationship between Forest Service land managers and volunteers was studied quantitatively utilizing theoretical principles of relationship management theory and efficacy. 39 Forest Service employees completed quantitative surveys designed to compare within sample responses related to four volunteer partner types. Results showed measurable differences between mean scores for relationship quality and efficacy levels between partnership types selected as those land managers most liked and least liked working with. Partial support was found for the hypothesis stating that levels of relationship quality would predict willingness to recruit and work with volunteers, and partial support was also found for the hypothesis stating …
