A putative father registry represents a legal option for unmarried males who wish to secure legal notice regarding an adoption proceeding for a child they may have fathered. Putative father registries must balance the interests of the putative father against those of the child, the birth mother, and the adoptive parents. This study utilized a framework adapted from the Multiple Constituency Model and used social justice, as indicated by distributive justice and procedural justice, to determine the perceptions among primary constituency groups of the Virginia Putative Father Registry. Historically, the number of public school districts in the United States has decreased despite a dramatic increase in the number of students enrolled. Although public school district consolidation has impacted districts of all sizes, since the late 1930’s smaller rural districts facing dwindling community resources have merged or consolidated with each other, resulting in fewer school districts. When school districts consolidate, all aspects of the newly-formed district are affected. Each year, lawmakers and rural public school district officials face dwindling finances, and each year these decision makers question whether to consolidate to avoid fiscal perils. Improving the delivery of evidence-tested prevention interventions to populations at greatest risk requires strong coordination between primary care providers and public health organizations. This presentation reviews current research on models for integrated delivery of primary care and public health services, and identifies emerging research needs and opportunities. Of particular interest are the roles that practice-based research networks (PBRNs) can play in building this evidence.

Using An Equity/Performance Matrix To Address Salary Compression/Inversion And Performance Pay Issues, Peter Richardson, Steven Thomas

Pay compression and inversion are significant problems for many organizations and are often severe in schools of business in particular. At the same time, there is more insistence on showing accountability and paying employees based on performance. The authors explain and show a detailed example of how to use a Compensation Equity/ Performance Matrix (CEPM) approach to rationally and fairly address both of these issues simultaneously. The context is discussed along with the use and limitations of this approach. The CEPM approach can be used by any type of organization facing these problems.

Research Brief: "Where Did You Serve? Veteran Identity, Representative Bureaucracy And Vocational Rehabilitation", Institute For Veterans And Military Families At Syracuse University

Institute for Veterans and Military Families

This study examines the link between veteran status of program counselors and veterans’ views of the VA vocational rehabilitation programs. Researchers interviewed 11 veteran rehabilitation counselors (VRCs), and examined a sample of veterans who had utilized veteran rehabilitation and employment services. In practice, Veterans appear to associate more positive attributes with veteran counselors, including more positive counselor behaviors and more satisfaction with the rehabilitation program overall. In policy, VA administrators may wish to observe common practices among vocational rehabilitation counselors to identify any systematic differences in behavior between these two populations. Suggestions for future study include going beyond investigating the …

While providing references to students, business professors have to meet dual demands of giving sincere references to prospective employers while avoiding any potential litigation claims of “defamation” and “violation of privacy” from the students. While the approach of providing bare minimum information may seem to mitigate the risk of litigation claims of defamation from former students, it might serve as a potential pitfall for facing “intentional misrepresentation” liability from the prospective employer. A multilevel approach is adopted to analyze how individual-level and community-level predictors interact to affect support for a specific growth management instrument. The multilevel model specification controls for respondent’s perceptions of local government’s general efficacy in managing growth and local growth rates. Results suggest that support for a specific growth management instrument increases amongst residents who generally support local government efforts to management growth and who live in high-growth communities. BACKGROUND: In the past two decades, the LGBT community in the United States has been more visible, active, and positively accepted by society. As acceptance progresses, research interests on the LGBT population have increased, driving the need for standard language for researchers to share for comparative and community-based participatory research. "What term is right?" is often the question researchers ask a very diverse LGBT community. Expanding the delivery of efficacious public health and prevention strategies holds considerable potential for improving health outcomes and constraining costs across the U.S. health system. Unfortunately, lingering certainties about the costs required to expand public health delivery systems and about the health and economic effects of such expansions has muted private and public support for increased public health expenditures. This lecture examines recent evidence from public health services and systems research studies that examine the health and economic value of public health delivery, and identifies remaining research needs for the field.

This semester I worked with Aldea Infantiles SOS, an NGO aiming to place children without a concrete home or security into secure housing with a loving family. Founded in 1949 by a WWII veteran from Austria, this program has grown internationally with 119 autonomous members active in one hundred and thirty-three countries and governs itself through a system similar to the United Nations. Twice a week I traveled to the school, Ave Maria las Vistillas, where I volunteered with two groups of kids participating in the sports program, aiming to teach teamwork skills and improve integration into society.

Transportation options provide the buyer the right, but not the obligation, to buy or sell transportation capacity at a future date. These options can provide shippers, carriers and logistics companies a significant opportunity to reduce risks and increase capacity flexibility. This paper summarizes some of these benefits, describes a number of issues to be resolved before trading transportation options can become a reality, and presents possible resolutions for these issues.

In view of the increasing concerns for escalating energy costs, healthier living, and environmental degradation, sustainable building initiatives are being pursued with both public and private support, although with significant misperceptions. The purpose of this study is to identify homeowner perceptions of renewable energy sources and to identify the causes of apprehension towards using renewable energy technology in affordable housing. The methodology of this study uses a non-experimental, descriptive designed, random survey. This past January, I spent a cold, wet, and fabulous week in Paris. One evening while strolling along the Left Bank, sauntering in the shadows of the imposing grandeur of L’Hôtel national des Invalides, I found myself caught up in a massive wave of protesters, who were dispersing from a demonstration in front of the Eiffel Tower. The crowd moved like a protean organism through the narrow Parisian streets, growing in immensity as other protest groups siphoned into the throng from criss-crossing thoroughfares.

This guide focuses on transitioning mine action programmes1 to national ownership. The GICHD and United Nations Mine Action Service (UNMAS) commissioned case studies of transition in nine mine/ERW-affected countries to provide the evidence base for this guide. The case studies document programme implementation in very different environments – from least developed to developing countries and from low to very high levels of landmine/ERW contamination. Regardless of context, mine action programmes in all nine countries have achieved significant progress in clearance, stockpile destruction, Mine Risk Education (MRE) and even victim assistance. Transport is associated with environmental problems, economic losses, health and social inequalities. A number of European and US cities have implemented initiatives to promote multimodal modes of transport. In Latin America changes are occurring in public transport systems and a number of projects aimed at stimulating non-motorized modes of transport (walking and cycling) have already been implemented. Based on articles from peer-reviewed academic journals, this paper examines experiences in Bogota (Colombia), Curitiba (Brazil), and Santiago (Chile), and identifies how changes to the transport system contribute to encourage active transportation. The proposed Coral Sea Marine Reserve covers approximately 989,842 square kilometers and is in an area that is internationally recognized for rich biodiversity, unique species and important heritage values. The reserve was established to protect and maintain biodiversity and to contribute to international (UNCED) and national obligations (EPBC, NRSMPA). This spatial protection is an ecosystem-based management approach calling for ecologically sustainable use of marine resources, as well as protection of many vulnerable and endangered species.
