The NGO-donor relationship has become understood as exceptionally volatile. Non-governmental organizations (NGOs) in developing countries rely heavily on foreign donor funding and potential over-reliance on donors becomes apparent. The research at hand concentrates on the relationship between environmental non-governmental organizations (NGOs) and international donor agencies in the local setting of a developing country. It explores the potential impact of changing funding priorities on NGO behavior and decision-making. It raises two questions: How do NGOs respond to changes in donor funding objectives? Why do NGOs react the way they do?

In his opinion piece, Ian Paisley takes to task the International Criminal Court (ICC) for, as he sees it, intervening in domestic processes of reconciliation at the expense of long-term prospects for peace. The "peace versus justice" paradox is not a new one and Paisley expresses a common criticism of justice mechanisms as disruptive of post-conflict, societal healing and the overwhelming hurdle of governing in the aftermath of violence. Missing from his analysis is a broader understanding of trends in international justice and accountability, of which the ICC is only one component. While the ICC is certainly not immune from …

Peace, reconciliation, and restorative justice: these are the albatrosses that international criminal law (ICL) must (unfairly) bear. Ian Paisley, MP from Northern Ireland and former United Nations and European Union peace envoy, echoes in a New York Times op-ed contribution the aspirations heaped onto the International Criminal Court (ICC). In March, the ICC convicted Thomas Lubanga for war crimes and the conscription of children as soldiers; justice has been done, Paisley claims. Yet the ICC was "intended as an instrument of peace," and "there is no peace" in the Democratic Republic of the Congo (DRC). On this ground he concludes, …

A new trend is emerging, seeking to recognize the benefits of and encourage the use of public transportation. In the past, public transit agencies have not directed much energy or focus at marketing, seeking to use limited funds elsewhere. “The common perception is that money spent on marketing would be better spent on transit systems themselves…over time, a sustained investment in marketing increases the number of people who use transit. Increased ridership leads to increased revenue, and ideally, an increase in service to match the new demand” (Arpi, 2009).

As the national economy inches toward recovery, risk-averse employers are increasingly turning to temporary workers to fill their hiring gaps. In fact, the temporary staffing industry has been a fixture of the US economy for decades. But the industry added a striking 557,000 jobs from June 2009 to November 2011 — more than half of the jobs created during that period. Growth is likely to continue: A 2011 McKinsey survey of 2,000 firms of differing sizes and across various sectors found that more than a third foresaw their companies increasing their use of temporary workers over the next five years. …

Investigating The Role Of An Understudied North Atlantic Right Whale Habitat: Right Whale Movement, Ecology, And Distribution In Jeffreys Ledge, Kathryn Longley

The critically endangered North Atlantic right whale (Eubalaena glacialis) consistently visits five major habitats throughout the year; however, they are known to visit additional habitats. This project examines the role of Jeffreys Ledge as an additional habitat of importance for this species by investigating three aspects of its distribution and ecology. I first addressed the relationship of Jeffreys Ledge to a known significant right whale feeding ground, Cape Cod Bay, by quantifying the movement of right whales between the two habitats and comparing demographic characteristics of right whales seen in these habitats. This brief examines the strengths and weaknesses of existing instruments and institutions and addresses the efforts to improve coordination among the international sectors of environmental emergency response. Potential operational, capacity-building, and legal options for strengthening prevailing mechanisms are identified and discussed, including the need for stronger political mandates, the need for a stronger framework to address fragmentation, and the need for procedures to support and facilitate environmental emergency responders. The lessons from this discourse can improve the field of environmental emergency response, while also informing advancements in broader context of international environmental governance.

This report presents the results of the management assessment of the Lowell Public Works Department conducted by the University of Massachusetts Boston’s Collins Center for Public Management.

The project team conducted a comprehensive organization and management analysis of the Department's existing operations, service levels, infrostructure management, organizational structures and staffing levels. The analysis was to be fact-based and include all aspects of service provision by the Department.

A global coalition of civil society and academics recently launched the Joint Action and Learning Initiative on National and Global Responsibilities for Health (JALI), which is developing a post-Millennium Development Goal (MDG) framework for global health. JALI’s mission is the achievement of a global health treaty based on the right to health—a Framework Convention on Global Health (FCGH). The FCGH proposes establishing fair terms of international co-operation, with agreed-upon mutually binding obligations to create enduring health system capacities, meet basic survival needs, and reduce unconscionable inequalities in global health. From our earliest beginnings and to present day, the social fabric of the United States continues to be shaped by immigration. Americans are generally aware of their families’ personal stories and the inextricable link to immigration, but they are likely less familiar with historical and current trends. Focusing in Oregon and more specifically, the Portland metropolitan area, we provide a statistical portrait of the foreign-born population by examining recent growth patterns, identifying geographic origins, and describing individual-level characteristics.

This paper chronicles some of the key policies pertaining to the arts and culture in post-independent Singapore. A brief summary is first provided of the early (1960s and 1970s) cultural policy focusing on the harnessing of arts and culture for nation-building purposes, followed by the subsequent (1980s) recognition that the arts and culture had tourist dollar potential. The paper then expands on the cultural/creative economy policy of the 2000s, in which arts, heritage, media and design are recognized for their economic value (beyond their role in tourism to include their export value and their importance in attracting global workers). Up to very recently, Ireland was spoken of in very adulatory terms, to the point of being dubbed the ‘Celtic Tiger.’ However, the tiger is no more, having been consumed by a property-led boom, the collapse of which was compounded by the global financial crisis. Taking path dependence as lens, this paper looks at an early sequence of events that shaped the country’s path to ‘tiger hood’, i.e., the policy shift from protectionism to outward-looking economic development. A research framework, or construct, provides researchers with generally accepted guidelines to organize scholarly efforts and foster methodological rigor. Over time, many qualitative research frameworks have become fully vetted and recognized, including action research, grounded theory, and phenomenology, among many others. The Policy Research Construct has also evolved over the last decade into a refined framework for use in qualitative and mixed method studies. This paper continues to define the PRC and includes a meta-review of multiple applications of the PRC to examine policy-related research questions, as well as organizational change and program effectiveness research.
