Portland State University, Hatfield School of Government (PSU), and Northwest Energy Efficiency Alliance (NEEA), has formed a partnership to develop Sustainable Municipal Operations Plans that documents sustainability and energy management best practices. The goal of this partnership is to determine how a City/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. Evaluations of Public-Private Partnership arrangements as alternatives to traditional government procurement methods for the delivery of public infrastructure projects have been anecdotal at best. This paper proposes a framework to evaluate a public university's infrastructure asset management performance and a specific measure based on a new concept of the elapsed time required for services to be delivered (i.e., Project Completion Time). The results suggest that the choice to use a public-private partnership as a project delivery method for student housing at a public university can dramatically shorten the overall schedule. "CHOICES" Florida's version of ObamaCare was a unique case voted in by the public in Alachua County Florida. A mixed methods research design was utilized and provided context in which policy entrepreneurs operated, as well as an explanatory model of internal determinants. Social, economic and political factors were examined to determine the predictor variable in the adoption of the "CHOICES" health services program. The results revealed that voters 51 years of age and older had a greater probability of voting for the Alachua Referendum. "CHOICES" legality has not been under contention but its effectiveness has. Using inferential statistics, this thesis examines whether college experiences, pre-college experiences, and the institutional factors affect college success at the University of Texas-Pan American in Edinburg, Texas. Secondary data were used from the Graduating Student Survey administered by the Office of Institutional Research and Effectiveness at the University of Texas-Pan American for the years 2008-2009, 2009-2010, and 2010-2011. The findings indicate that college experiences do have an effect on college success (significant at .05 p-value); job after graduation serves as a better predictor of college success than competency; institutional factors also have a significant effect on college success, especially in …
