Research Brief: "Military Marriages: The Aftermath Of Operation Iraqi Freedom (Oif) And Operation Enduring Freedom (Oef) Deployments", Institute For Veterans And Military Families At Syracuse University

This research studies military families and personal relationships after returning from conflict. The study found that couples with open communication increase the ability to bond and build empathy, therefore policies supporting family communitation are reccomended. In future studies, researchers should include a more diverse sample of military families and also service members with and without war-related trauma.

The focus of this research is Virginia’s Secondary Highway Construction System funding allocations and its impact on statewide deficient lane miles reduction. The research question guiding this study is: “Which of the four allocation models -- the current Secondary Highway System allocation model or one of three alternatives of this model based on Brian D. Taylor’s geographic equity categories (outcome, opportunity, and market) best maximizes statewide deficient lane miles reductions?” Taylor defines each of these geographic equity categories (independent variables for this study) for all levels of government. The Department of Defense asked the Clark County Health District (CCHD) to participate in the disaster drill entitled Determined Promise ’03 (DP ‘03) from August 18 -23, 2003. The purpose of this exercise was to test the capacities of the U.S. Northern Command (U.S.Northcom) Homeland defense/homeland security mission and integration of the Joint Task Forces-Civil Support (JTF-CS) with state and local responders. Part of the JTF-CS mission was to coordinate military support to civilian state and local authorities when it was requested.

The Broadband Digital Divide And The Economic Benefits Of Mobile Broadband For Rural Areas, James Prieger

Broadband is becoming increasingly important to national economies and the personal lives of users. However, broadband availability and adopation are not diffusing in rural and urban areas at the same rates. This article updates the rural broadband digital divide, with special attention paid to mobility. Empirical estimations of broadband provision and usage in the US show that rural areas have fewer high-speed fixed and mobile providers but more slower-speed fixed providers than urban areas. While rural availability of mobile broadband is lower than in urban areas, it still helps fill in gaps in fixed broadband coverage in rural areas. The …

This brief is about the health differences between veteran men, active duty men, National Guard/Reserve men, and civilian men. In policy and practice, organizations besides the VA should expand their preventative health services and health education for veterans, and policymakers should push health and healthcare access initiatives for veterans and service members. Suggestions for future research include collecting data over time, accounting for deployment and combat experience, and adding more thorough measures of health conditions within both veterans and civilians.

To combat the possibility that retirees might outlive their assets, Singapore’s Central Provident Fund (CPF) – the national compulsory savings and social security scheme – made the bold move of mandating annuitisation. Whereas the values, attitudes and motivations of soldiers serving in their countries’ armed forces have been widely studied, to date we know very little about the motivations and self-conception of individuals working for the private security industry. Using data obtained through an online survey, this article explores the values, attitudes and identity of more than 200 private security contractors with law enforcement backgrounds and operational experience with a security firm in Iraq. Contrary to media dominating images of ruthless, money-grabbing mercenaries, respondents in this sample adhered to attitudes and values very similar to those of professional soldiers serving in Western …

To better understand the nature of the residential facilities serving more than 19 percent of Maine’s Long Term Services and Supports (LTSS) population, the Maine Department of Health and Human Services commissioned the Muskie School to conduct a survey of residential facilities as part of its update to Maine’s LTSS profile. The goal of the Maine Residential Settings Characteristics Survey, conducted between July and September 2010, was to measure the "homelike" characteristics of residential settings.

The survey sample comprised a total of 636 facilities which included all licensed residential care facilities or private non-medical licensed institutions. The survey response rate …

Network Facilitation And Social Capital, Toran Hansen

This paper empirically demonstrates that networks of organizations working together can be facilitated by individual network members, even when no facilitators are formally designated by the network members. Regression analyses also revealed statistically significant relationships between the frequency that facilitation functions were facilitated in the inter-organizational network studied and both the level of trust that the network members had for their inter-organizational network and the level of work coordination experienced by the members of the network. These two dependent variables were utilized as indicators of social capital, which was therefore found to be enhanced by inter-organizational network facilitation in this …

The Patient Protection and Affordable Care Act (ACA) provides an unprecedented opportunity for millions of poor men and women to obtain insurance coverage to address their substantial acute, chronic, physical and behavioral health care needs. The ACA raises Medicaid eligibility levels to 133 percent of poverty, thereby enabling adults with or without children to qualify for coverage. A substantial percentage of the newly eligible population will be jail-involved individuals – people who have had interactions with the legal system over the course of a year, including as an inmate at a county or city jail. Violent Youth Crime Plummets To A 30-Year Low, Jeffrey A. Butts

FBI crime data show a considerable drop in violent youth crimes between 2010 and 2011, with arrests for murder and nonnegligent manslaughter dropping 20 percent in one year. Violent crime arrest rates in 2011 were 30 percent lower than in 2008. This databit shows the percent change in violent offenses charged against youth under 18 between 2010 and 2011 and the youth violent crime rate since 1981.

As urban agriculture grows in popularity throughout North America, vacant lots, underutilized parks, and other open spaces are becoming prime targets for food production. In many post-industrial landscapes and in neighborhoods with a high density of old housing stock, the risk of lead (Pb) contamination at such sites is raising concerns. This paper evaluates the extent to which soil Pb contamination may be an obstacle to the expansion of urban agriculture in Oakland, California. Using a combination of soil sampling at 112 sites, GIS, “hot spot” analysis, and reconstructed land use histories, the research reveals that soil Pb concentrations are …

Data released in August 2012 from the U.S. Census Bureau’s Small Area Health Insurance Estimates (SAHIE) program show that Oregon continues to have one of highest rates of uninsured residents in the U.S. According to Census estimates, 639,710 or 19.7 percent of Oregonians under age 65 were without health insurance coverage in 2010. For the under-65 population, Oregon’s uninsured rate ranks as the 15^th highest rate in the country.

Compared to 2009, the 2010 data show no statistically significant change in the overall uninsured rate for Oregon. Similarly, there were no statistically significant changes for Oregon between 2009 and …

Linking Process To Outcome: Implicit Norms In A Cross-Cultural Dialogue Program, Karen Ross

This paper examines the link between dialogue mechanisms and potential outcomes. Using the “Soliya Connect Program” as a case study, I focus specifically on dialogue norms, distinguishing between explicit and implicit norms of dialogue, and examine how these norms shape the dialogue space. My analysis suggests that as dialogue mechanisms, these norms both enable and constrain participants’ comfort in expressing themselves, and thus can significantly affect the outcomes of the dialogue process.

This article examines the potential of the Organization of Islamic Cooperation (OIC) to contribute to mediation of conflicts in the Muslim world. Based on interviews with OIC senior officials and government officials from Iraq and the Philippines, as well as research involving other primary and secondary sources, the author analyzes four cases in which the OIC participated in mediation efforts: the Philippines, Thailand, Iraq, and Somalia. The ongoing processes of peacebuilding involve dialogue (Lederach 1997) and co-discovery (Freire 1970), which can sometimes be facilitated through academy-initiated research. Qualitative research provides opportunities to move from a positivist approach to a more equal, participatory, interactive exploration that benefits all participants, including the researcher in a “co-production of knowledge” (Karnieli-Miller, Strier, and Pessach 2009 p. 279). Cross-cultural, cross-language research (where researchers and participants do not share the same language), with all its riches, brings particular challenges for all involved.
