Nebraska Rural Poll

Many rural Nebraskans say they already recycle a lot and face no barriers. However, many rural Nebraskans cite lack of programs and difficulty getting materials to drop-off sites as barriers to recycling. Persons living in or near smaller communities are more likely than persons living in or near larger communities to say their community doesn’t offer recycling. However, most rural Nebraskans say their community offers either curbside pickup or drop-off recycling for all of the materials listed with the exception of glass bottles.

Public participation is an important component of Michigan’s Part 632 Nonferrous Mining law and is identified by researchers as important to decision-making processes. The Kennecott Eagle Project, which is located near Marquette, Michigan, is the first mine permitted under Michigan’s new mining regulation, and this research examines how public participation is structured in regulations, how the permitting process occurred during the permitting of the Eagle Project, and how participants in the permitting process perceived their participation. Most rural Nebraskans are positive about their current situation. And, they continue to be generally positive about their future situation. Over one-half (51%) of rural Nebraskans think they are better off than they were five years ago and just under one-half (45%) think they will be better off ten years from now. Certain groups remain pessimistic about their situation. Persons with lower household incomes, older persons, and persons with lower educational levels are the groups most likely to be pessimistic about the present and the future.

Community educators have long known the value of direct experience in the learning process. Participatory action research extends this philosophy to the realm of research. This article examines the value of involving front line camp staff, members of the camp community in Appalachia as practitioner researchers with university scientists in studying the type and conditions of transformative learning in young adult camp staff. A young adult who was a camp community member assisted the researchers with methodology, data analysis, data interpretation, and dissemination of findings. During the nineteenth century, legislatures proved “excessively generous” in granting railroad corporations property rights in publicly owned, commercially vital municipal streets and harbors. Jacksonian jurists, suspicious of corporate influence, invoked the public trust doctrine to rescind grants of privilege inconsistent with the public interest. In Illinois Central Railroad Co. v. Illinois, the “lodestar” of the modern doctrine, the Supreme Court refused to recognize the Illinois legislature’s authority to convey the submerged lands of the Chicago Harbor to a railroad corporation, a conveyance that empowered a private enterprise to “practically control . . . for its own profit” a publicly …

Previously, scholars have implied that leadership theory is “universal” enough and can be applied systematically regardless of cultural influences in subcultures. Leadership research has limited its scope of discernment to dominant society, implying that nonmainstream individuals will acquiesce and that cultural differences are inconsequential. Therefore, the intention of this study was to address the disparity between current leadership theories and a subgroup perspective. Specifically, this study explored leadership from a Lakota Sioux perspective. The alignment of Medicaid and State Health Insurance Exchange (Exchange) policy and practice is a basic tenet of the Patient Protection and Affordable Care Act (ACA). Through both legislative provisions and implementing regulations, the ACA addresses this relationship. At the same time, the federal framework provides states with considerable discretion to flesh out the fuller dimensions of system interaction.

In recent years, states have looked to reforms in advanced practice nursing scope of practice (SOP) barriers as a potential means to increase access to primary care while reducing costs. Currently, 16 states and the District of Columbia permit advanced practice registered nurses to practice independently of physicians, allowing them to perform functions such as diagnosing and prescribing under their own authority within the primary care setting. Given the resistance of many physician associations to these reforms, we asked whether the economic interests of primary care physicians might be affected by reforms. This study examines the effects of health information technology (IT) on nursing staff efficiency. Specifically, the impact of clinical health IT applications on nursing staff efficiency is considered, along with the impact of health information exchange on nursing staff efficiency in those facilities with that utilize clinical IT. In an effort to elucidate these effects, I use data from the 2010 National Survey of Residential Care Facilities (NSRCF) to estimate six ordered logit models. The results indicate that clinical IT sophistication is positively associated with registered nurse (RN) HPPD. The effect on licensed practical nurses (LPN)/licensed vocational nurses (LVN) and …

Having served their sentences, record numbers of offenders who were sent to prison in the 1990's are now flooding the streets. At the time of their release, some of these offenders will have unmet needs, such as a lack of food, housing, and clothing. Others may need help enrolling in school or finding a job. The issue of available and affordable housing in Sub-Saharan Africa poses an overwhelming problem, and yet receives weak policy responses. Since independence, housing policies have shifted from ambitious schemes of state intervention to increasing emphasis on the private market. This shift coincided with the global economic trend that advocated for escalating privatization. The 1993 World Bank's housing "Enablement" policy became the blueprint for planning in developing countries. Despite decades of policy shift, housing outcomes foreshadow derelict housing structures, poorly structured mortgages and increased unaffordability for the urban poor.
