This chapter will provide an overview of adversary weaponry that will be utilized by criminals and opposing forces (OPFORs) which U.S. law enforcement personnel may encounter domestically. The projected time frame will cover the futures period from 2009 through 2025. Criminal weaponry use will be analyzed using a criminal threat continuum that starts with minimal threats and increases in severity. OPFOR weaponry use will be analyzed using a similar continuum. It should be noted that OPFOR threats, like criminal threats, are illicit in nature and derived from individuals and groups that can be designated as engaging in criminal behavior or …

This study examines the relationships between interorganizational network development and sustainability, organizational capacity for emergency management, technology utilization, and community disaster resiliency. It is proposed that cross sector and interorganizational collaboration (i.e., network development and sustainability), information communication technology (ICT) utilization, and organizational capacity have a positive impact on disaster resiliency. Disaster resiliency is measured with a three dimensional metric which includes effectiveness of disaster response, effectiveness of disaster recovery, and adaptive capacities. With the rapid growth of juvenile offender diversion programs, which use many nontraditional sanctions, the effectiveness of sanction combinations in juvenile diversion programs and in each individual program needs to be evaluated. Those making sanctioning decisions currently do so based on intuition rather than using an evidence- or theory-based approach. Considerable research has examined the relationship between offender risk factors and recidivism (who is more likely to reoffend?) and between offender risk factors and sanctions (who is more likely to receive what sanctions?), but little is known about the relationship between sanctions and recidivism (which sanctions best reduce recidivism and …

This article examines the effectiveness of using different kinds of written reminders to reduce misdemeanor defendants’ failure-to-appear (FTA) rates. A subset of defendants was surveyed after their scheduled court date to assess their perceptions of procedural justice and trust and confidence in the courts. Reminders reduced FTA overall, and more substantive reminders (e.g., with information on the negative consequences of FTA) were more effective than a simple reminder. FTA varied depending on several offense and offender characteristics, such as geographic location (urban vs. rural), type of offense, and number of offenses. The reminders were somewhat more effective for Whites and …

This essay briefly recounts the evolution of the gangs that occupy failed communities and states, further discusses and updates the model of third generation street gangs discussed in an earlier Journal of Gang Research article—typically described simply as third generation gangs (3 GEN Gangs), and suggests strategies for coping with and mitigating this evolved form of gang violence. The character of state interaction matters. This dissertation quantifies this interaction from 1960-2001 and then forecasts it from 2010-2050. I contribute to the field of International Relations by improving traditional measures of Realism and Liberalism, quantifying new perspectives sensitive to cultural interaction, and statistically evaluating these indices relative to the occurrence of conflict. It is the first step in an academic research agenda that desires to expand the scope of possibility regarding the modeling of International Relations theory for the purpose of theory evaluation and policy analysis.

This paper examines the question, "How can the US best engage authoritarian governments in Africa militarily, in order to facilitate more positive outcomes for that country's citizens?" In order to answer this, it is necessary to examine the presumption that authoritarian governments do not promote positive outcomes for their constituents. If this is not the case, then it may be possible to use different, non-traditional means in order to identify positive performance indicators. This can lead to a more holistic assessment, and allow the US to leverage the resources of the military to further promote these outcomes.

This thesis introduces a theoretical model explaining non-state actors' use of cultural agents to mobilize target population. It is this thesis of this study that non-state actors utilize such cultural symbols to mobilize target population into a collective action movement. The methodology used in this thesis project is a case study approach. The case study focuses on Al Qaeda and its use of the cultural symbol of Palestine.

The chapters in this volume cover a wide range of women’s post-conflict peacebuilding experiences in different parts of the world. Post-conflict situations are windows of opportunity during which gender relations can and should be rethought and which, if properly utilized, can serve as the right moment to “rewrite” the rules and practices that previously served as obstacles to the participation of women in society. The United States military has set up a unique platform in which to research organizational policies that help balance their employees' work and family lives. The goal of this study was to research the indirect effects of work-family conflict (both work-to-family and family-to-work conflict) with the predictors family organization fit, family supportive organization perceptions, and perceptions of organization benefits offered on the outcomes of organizational commitment, turnover intention, and marital tension.

In recent years, there has been increased reliance on the use of risk assessment in the juvenile justice system to predict and classify offenders based on their risk to reoffend. Over the years, the predictive validity of risk assessments has improved through the inclusion of actuarial assessment and dynamic risk factors. The predictive validity of certain assessments, such as the Youth Level of Service/Case Management Inventory (YLS/CMI), has been well established through numerous replication studies on different subgroups of the population. Direct And Indirect Controls As Measures Of Attachment: Gender, Delinquency, And The Parental Social Bond, Rebekah Hazlett-Knudsen

Research specific to gender and violent juvenile delinquency is sparse due to two factors: a substantially higher incidence of delinquent male violence and the cost associated with drawing adequate female samples is frequently prohibitive (Howell, 2003). Gender-differences are explored in a sample of arrested juveniles using an expanded measure of parental attachment [bond]. The dimensions of emotional attachment, supervision, and time-involvement with a selfreported caregiver are explored for between group differences and association with recognized risk factors for juvenile delinquency. Findings indicate that while statistically significant between-group differences are not found in the presentation of attachment, descriptive differences do exist. …

This study builds on the small but growing body of research examining the antecedents and effects of burnout on police and corrections officers. A review of the extant literature on burnout in general and on the literature exploring police and correctional officer burnout in particular identified several variables that contribute to the social-psychological condition of burnout. The protection of civilians against all types of explosive weapons is at the core of the GICHD mandate. I am pleased to see that the United Nations Secretary-General, in his latest report on the protection of civilians in armed conflict of 22 May 2012, has urged relevant actors to undertake and support further collection and analysis of data related to the humanitarian impact caused by explosive weapons. In this vein, the GICHD has started to work on a classification scheme for explosive weapons.
