Politicians often make decisions that lead to contradictory outcomes from situations with seemingly similar circumstances and related factors. Recent examples include the U.S. reaction to the uprising in Iran contrasted with the call for the ousting of president Hosni Mubarak after the 18 Day Revolution in Egypt.

This frustrating reality, frequently based on perceived risks of publication of state secrets, has various far-reaching effects. Two effects of this reality include the loss of trust in government and government officials to do the right thing as well as the frequency of market fluctuations.

On March 31, 2011, the Centers for Medicare and Medicaid Services (CMS) released proposed regulations implementing the Medicare Shared Savings Program (MSSP). The thrust of the MSSP is to promote savings to Medicare as well as the greater clinical integration of health care through incentive payments to accountable care organizations (ACOs) that meet Medicare standards for structure, performance, and health care outcomes. The effort to spur greater clinical integration through the MSSP was part of a broader set of reforms contained in the Affordable Care Act (ACA) whose aim was to improve health care quality and efficiency. This dissertation examines the correlation between incivilities, indicators of urban blight, and single-family residential property values in the City of Richmond, Virginia. Through the utilization of a mixed methods research methodology, this dissertation assesses whether specific incivilities, structural characteristics of properties, or community demographics have an adverse influence on property values. Three separate methodologies were utilized in this research including a time series assessment, focus group and individual interviews, and a cross sectional design. The findings from the time series analysis indicate that property values increased every year over a five year period and that there were variances in property …

A nationwide survey conducted by the Center for Disease Control in 2007 reported 65% of high school students did not meet the recommendation that youth participate in at least 60 minutes of physical activity most days of the week (CDC, 2008). While research has focused its attention primarily on bodily health, growing evidence supports the benefits of physical activity on brain health (Ratey & Hagerman, 2008). This study examines the deployment of Wireless E9-1-1 Phase One and Wireless E9-1-1 Phase Two as a diffusion of innovation. The research method used in this study is a cross-sectional study employing secondary data in a discriminant function analysis. The study population is Virginia units of local governments (95 counties and 39 cities) that had not deployed Wireless E9-1-1 Phase One or Wireless E9-1-1 Phase Two as of January 1, 2001. They argue neighborhoods should be compact, pedestrian-friendly, with mixed-usage of housing and activities, and available public spaces. These design elements foster and encourage social interaction among residents which creates and enforces neighborhood community. I tested New Urbanism Theory by performing ethnographic fieldwork to assess the quality of neighborhoods in Las Vegas.
