To achieve the greenhouse gas (GHG) reduction targets that are required by California’s global warming legislation (AB32), the state of California has determined that recent growth trends in vehicle miles traveled (VMT) must be curtailed. In recognition of this, Senate Bill 375 (SB375) requires regional governments to develop land use and transportation plans or Sustainable Community Strategies (SCSs) that will achieve regional GHG targets largely though reduced VMT. Although the bill requires such a plan, it does not require local governments to adopt general plans that conform to this plan. In California, it is local, not regional, governments that have …

The Qur'anic period of Islamic history took place in a social context of significant diversity. A number of important verses in the Qur'an reflect this diversity and encourage Islamic believers to seek peaceful coexistence with those of other faiths, especially those designated as "people of the Book," specifically Christians, Jews and Sabeans. In the later classical period of Islamic history, the exegesis of Islamic jurists markedly de-emphasized peaceful coexistence in favor of interpretations encouraging conquest and religious uniformity. This paper explores two potential land use planning strategies that can be used to preserve and enhance the economic viability of agricultural operations surrounded by suburban development in Santa Barbara County’s Eastern Goleta Valley: buffers between agriculture and other land uses, and agritourism. In the case of buffers, academic literature is examined to determine how effective buffers are at various tasks (filtering runoff, mitigating dust and wind, providing habitat, etc.) and how to construct buffers to maximize their effectiveness. Child welfare social workers (CPS) and law enforcement professionals are the sole professional groups in California assigned the task of investigating child physical and sexual abuse allegations. Both professional groups report that child-well-being is the ultimate outcome desired when addressing the needs of vulnerable and “at risk” children. Despite this shared vision CPS and law enforcement professionals also described competing outcomes that are often contradictory; particularly in how each group characterizes different professional responsibilities in achieving child well-being. This quantitative study of 460 adolescents examined levels of satisfaction in a number of different domains such as general satisfaction, access to treatment, cultural sensitivity, functioning of the client, treatment planning, outcome of services, and social connectedness, of adolescents who received mental health treatment in a county's behavioral health care system. Additionally, this study accounted for the differences in age, race/ethnicity, gender, length of time in treatment, and treatment outcomes. While there were no statistical differences found based on the gender, racial/ethnic groups, and contact with the legal system, mean differences in age was observed. The pace of economic recovery slowed in the large metros of the Intermountain West in the first quarter of 2011. Widespread but slowing output growth was coupled with much slower improvement in the labor market, where for the first time the region’s unemployment rate edged above the nation’s. The weight of a still-depressed housing market slowed recovery further. In July 2008, the State of Oregon implemented SB 1080, legislation that required all applicants for an Oregon Driver License or ID card to present proof of legal presence in the United States. In 2007, some 140,000 unauthorized immigrants were estimated to be living in Oregon, more than two-thirds of whom were estimated to be members of the labor force. Approximately 97% of Oregon’s unauthorized immigrants are thought to be Latino, nearly all of Mexican origin. This paper evaluates the historical dynamics that have shaped the development of fiscal federalism in Nigeria and Canada over the years. It contends that certain contradictions have inhibited the efficient and equitable allocation of tax powers and expenditure responsibilities in Nigeria. These include Nigeria's defective federal structure, military rule, Presidential federalism, politicized sharing principles, and the parochial political culture. In the 1980s, the Chinese government started introducing environmental laws as well as seeking assistance from international NGOs, and bilateral and multilateral aid organizations. The 1990s witnessed a shift in government's focus on command and control regulation to more progressive citizen participation and market incentive laws. The focus of this paper is on the house price stress test (termed ALMO) that was designed to assess the fiscal strength of Fannie Mae and Freddie Mac and, if necessary, to trigger remedial action in order to avert a crisis. We assess whether the ALMO stress test was an adequate representation of an extremely weak housing market, given the best available information leading up to the Great Recession. A Monte Carlo simulation model is developed to estimate the severity of low probability events (i.e., severe house price declines). In this paper, we describe the design, analysis, implementation, and operational deployment of a real-time trip information system that provides passengers with the expected fare and trip duration of the taxi ride they are planning to take. This system was built in cooperation with a taxi operator that operates more than 15,000 taxis in Singapore. We first describe the overall system design and then explain the efficient algorithms used to achieve our predictions based on up to 21 months of historical data consisting of approximately 250 million paid taxi trips. Humanitarian organizations working in developing countries have gone through a transformation since the thaw of the Cold War. Their increased programming to promote justice and peace has resulted in disparate partnership configurations. Illustrative examples of these configurations show how organizational deficiencies and challenges have spawned innovation. These innovations provide insight about how similar organizations might usefully be engaged in the struggle to promote greater justice and peace in areas of the world suffering from violent conflict.

Contesting Buddhisms On Conflicted Land: Sarvodaya Shramadana And Buddhist Peacemaking, Masumi Hayashi-Smith

Buddhism in its various incarnations has both aided and hindered the peace processes in Sri Lanka. Sarvodaya Shramadana, a Buddhist development organization, stands out in the way it uses religion to promote peace through a more humanist interpretation of Buddhist teachings. While Sarvodaya's alternative approach toward the religion provides an optimistic space for promoting peace, its connections to and dependence on populism can also complicate its politics. This article argues that the most effective means of peace work can be found through the same channel of collective mobilization that hindered it, Buddhism.

Skateboarding began in California over 50 years ago and has grown internationally.  The purpose of this study was to assess the behavior of park visitors at Los Osos Skate Park.  This park was fully supervised and this study can serve as a tool for park management.  The researcher observed the skate park during operating hours throughout April 2011.  The subjects of this study were park visitors actively skateboarding, or passively watching.  The dominant demographic for skateboarders were adolescent males.  This study found peak times were weekdays afterschool, adult park visitors display the most positive behavior, and middle school park visitors …

The education system has been a quintessential state apparatus of nation-building since the emergence of the modern nation-state; however, recent comparative studies demonstrate the growing presence of cosmopolitanism in education policies and school curricula around the world. This trend indicates that the education system now operates according to two different institutional logics, nationalism and cosmopolitanism. To understand how the education system negotiates the potential contradiction between nationalism and cosmopolitanism, in this paper, I analyze the case of postwar Japanese education. The important place of the oftentimes "hidden" independent worker, or freelancer, has been acknowledged in developed countries where the creative economy has grown. These creative workers do not belong to the traditional employment set-up organized around firms. Instead, they move from portfolio to portfolio, assignment to assignment, interspersing corporation-based jobs with periods of self employment. Their work offers freedom, independence and creative space, but has also been characterized as precarious, because the securities of old working patterns no longer hold. Discussing peace-and how to get to and maintain situations, practices, and socio-political structures that build peace-is of the greatest urgency. But the first step, both psychologically and epistemologically, is overcoming preoccupation with war and resistance to thinking about peace. This article takes on these problems and lays essential groundwork for substantive discussion of peace. Attractions of war and myths of war are deconstructed, and negative views of humans' capacity for peaceful behavior are examined and rejected.
