The growing presence and transient nature of for-profit higher education institutions in the US pose governance and regulatory challenges for bureaucratic structures, legislatures and non-profit postsecondary institutions. One such challenge is the perceived lack of governance and regulation of for-profit higher education institutions. This paper examines the impact of the higher education regulatory environment in the US on the presence of for-profit higher education institutions. Ordinal logistic regression is employed to determine whether state higher education governance structure, regulatory characteristics, and/or regional accreditation agency jurisdiction influence the prevalence of for-profit colleges and universities. This paper will present an analysis of several women’s peacebuilding movements and describe their efforts to participate in formal peace negotiations. This analysis includes the design, development and implementation of the female and community-based initiatives as well as the strategies, tactics and approaches used by these women throughout the peace negotiation process. It is important to consider the central role women’s organizations have played in ensuring women’s involvement when examining peace negotiations. Despite a lack of formal invitations to participate in negotiations, many female community-based initiatives have gained entry through efforts outside the political realm.

When asked what the best part of their service was, the large majority of Peace Corps Volunteers will light up as they describe a cross-cultural experience or relationship. Peace Corps Volunteers want to share these sentiments with Americans. I conducted a qualitative case study by interviewing three fellow Peace Corps Volunteers and evaluating 35 survey responses, in order to explore Peace Corps Volunteers’ perceptions of Peace Corps’ Third Goal- to share a host country culture with Americans. The interviews were transcribed and then compared and contrasted. From the interviews and survey findings, it has been found that the Peace Corps …

This paper examines trends in local government revenues and current challenges that local governments face in raising revenue. We also look into the future in an effort to make recommendations to local governments regarding their revenue structure. Important trends that we document include a long-term decline in the property tax and an increase in both state aid and user charges. Recent economic changes present serious challenges for local governments due to volatility of sales taxes, decreases in property values, and threats to state aid. The aim of this paper was to analyze traffic crash data by using a simplified method in determining significant factors that increase the risk of a motorcyclist being fatally injured once involved in a motorcycle crash in Ohio. The concept of overrepresentation, which is similar to relative risk, was used in identifying significant variables associated with the elevated risk of a motorcycle crash resulting into a fatality. The overrepresentation factor (ORF) was calculated for each variable of interest. China's Use Of Cyber Warfare: Espionage Meets Strategic Deterrence, Magnus Hjortdal

This article presents three reasons for states to use cyber warfare and
shows that cyberspace is—and will continue to be—a decisive element in
China's strategy to ascend in the international system. The three reasons
are: deterrence through infiltration of critical infrastructure; militarytechnological
espionage to gain military knowledge; and industrial espionage
to gain economic advantage. China has a greater interest in using
cyberspace offensively than other actors, such as the United States, since
it has more to gain from spying on and deterring the United States than

The insider threat ranks among the most pressing cyber-security challenges
that threaten government and industry information infrastructures.
To date, no systematic methods have been developed that provide a
complete and effective approach to prevent data leakage, espionage, and
sabotage. Current practice is forensic in nature, relegating to the analyst
the bulk of the responsibility to monitor, analyze, and correlate an overwhelming
amount of data. We describe a predictive modeling framework
that integrates a diverse set of data sources from the cyber domain, as well
as inferred psychological/motivational factors that may underlie malicious

The domination of Western educational systems and the capitalist market over indigenous social economic structures has been detrimental to communities all over the world. The search for foreign investment and development opportunities, along with local government’s educational structuring has spread these systems to communities in Central America. This research explores first-hand accounts surrounding these influences through the perspectives of two Nahua indigenous communities in Rivas, Nicaragua. The primary purpose of the project, as originally conceived, was to design and implement a series of applied research studies to validate the effectiveness of a blended learning ecology in the teaching of life saving medical skills to US Army combat military personnel. The project has since undergone several changes to include changing the focus to the development of a Program of Instruction (POI) for Combat Lifesaver Skills (CLS). Additionally, the CLS course content was integrated with Personal Response Systems (PRS) to promote the learning outcomes outlined in the POI, and 2 eLearning Modules were created to further reinforce content. …

Multiparty Democracies And Rapid Economic Growth: A Twenty-First Century Breakthrough?, Devin K. Joshi

This essay examines whether developing countries with competitive multiparty democracies may be just as capable of sustaining rapid economic growth as single-party states. It begins with a literature review identifying political stability and the ability to mobilize labor and capital production inputs as key factors behind sustained rapid growth. It then develops the hypothesis that under certain conditions, multiparty democracies may be strong in these dimensions, but ceteris paribus, single-party states are likely to have an advantage. I test this hypothesis by exploring historical trends in rapid growth over the last five decades. Statistical regression analysis confirms that most sustained …

It is well established that vehicles powered by carbon-based fuels (e.g. gasoline, diesel) have a negative impact on air quality, especially in urban centers. Traditionally, air quality conformity studies analyze the macroenvironmental impact of transportation corridors, as they relate to regional air quality management concerns. Urban residents spend a considerable amount of outdoor time in transportation microenvironments as pedestrians, bicycle commuters, people waiting to use public transport, residents and workers situated along roadways, and commuters within vehicles. An emerging area of research has shown that human health impacts within transport microenvironments can be considerable, but have not been well-characterized. As …

The percentage of the population that is minority (non-White or Hispanic/Latino) increased between 2000 and 2010 in each 5-year age category (under 5 years through age 85 or older). The minority population comprises more than 30 percent of those under age 5 in 2010, roughly triple the percentage in 1990. See pages 3-4. Four Nebraska counties are “majorityminority” for those under age 5, and eight counties have 40 percent or more of their youngest children being minority.
