This article provides a synthesized, workable framework for analyzing national energy security policies and performance. Drawn from research interviews, survey results, a focused workshop, and an extensive literature review, this article proposes that energy security ought to be comprised of five dimensions related to availability, affordability, technology development, sustainability, and regulation. We then break these five dimensions down into 20 components related to security of supply and production, dependency, and diversification for availability; price stability, access and equity, decentralization, and low prices for affordability; innovation and research, safety and reliability, resilience, energy efficiency, and investment for technology development; land use, …

As state governments shrink their budgets, more school districts are debating consolidation. In considering school consolidation, governments must evaluate costs per pupil and student achievement. Factors associated with costs per pupil include schools per district, district enrollment, income per individual, percent of pupils eligible for free lunch, pupil-teacher ratio, and average teacher salary. Factors associated with achievement include school enrollment, percent of pupils eligible for free lunch, suspension/expulsion rates, pupil-teacher ratio, and average teacher salary. One day after the Arkansas Department of Education (ADE) released the results from the spring 2011 Arkansas Benchmark exams, the OEP received a call from a local constituent asking how districts in Northwest Arkansas compared to the rest of the state. Surprisingly, this type of question - often asked by educators, policymakers, researchers, parents, and concerned citizens - is not that easy to answer by simply glancing at the ADE-provided data. 1 Therefore, we put together a little policy brief to make the data more clearly understood.

This multi-level study examined a proposed framework of psychological net worth that builds on the current psychological capital conceptualization of positive psychological assets provided to an organization by articulating the construct of psychological debt or those psychological liabilities in an organization. By describing psychological debt as a collection of negative attributes that occur at the individual level for individuals that hamper productivity, morale, and effectiveness in organizations, this framework of psychological net worth proposes the need to create a psychological balance sheet of psychological capital and debt. Abductions of deminers in Afghanistan have placed the safety and lives of those working to clear mines at risk. At the end of 2010, two separate incidents drew attention in the landmine community to this alarming safety concern for which the Taliban and other organized criminals are responsible. The Mine Action Coordination Centre of Afghanistan and other mine-action organizations have been working to protect the deminers’ safety, which sometimes means restricting mined areas; however, this has not hindered dedicated deminers from continuing their demining efforts in Afghanistan.

Peer support is becoming an important strategy to help survivors of war-related violence recover from psychological trauma. After a short training in counseling techniques, peer-support workers seek out trauma survivors in the community and help them reintegrate into society, find work, engage in sports and come to terms with their traumatic memories. Peer-support programs incur costs related to transportation and communication, but support groups may recover some costs through income-generating projects.

As a result of operations conducted during the Balkan Wars, World Wars and Yugoslav Wars, Serbia remains affected by numerous pieces of unexploded ordnance. The author explores the extent of UXO contamination and reveals the extensive process by which it is removed from and destroyed within southern Serbia, areas that have been plagued by explosive remnants of war for the past century.
