Verifiable And Non-Verifiable Anonymous Mechanisms For Regulating A Polluting Monopolist, James Prieger, Nicholas J. Sanders

Optimal regulation of a polluting natural monopolist must correct for both external damages and market power to achieve a social optimum. Existing non-Bayesian regulatory methods require knowledge of the demand function, while Bayesian schemes require knowledge of the underlying cost distribution. We introduce mechanisms adapted to use less information. Our Price-based Subsidy (PS) mechanisms give the firm a transfer that matches or approximates the incremental surplus generated each period. The regulator need not observe the abatement activity or know the demand, cost, or damage functions of the firm. All of the mechanisms induce the firm to price at marginal social …

In this essay we summarize early findings of our work in progress on mapping the human rights movement in Kenya. We begin with a brief history of the human rights movement in Kenya, and then present our preliminary findings on the number and main objectives of human rights non-governmental organizations (HRNGOs) in Kenya today. Two types of state takeovers have been in the news this summer. The news extensively covered the state takeover of Helena-West Helena School District and Pulaski County Special School District due to fiscal issues. At their August meeting, State Board of Education members discussed amending the Academic Distress Rules in a manner that would more easily enable state takeovers on the basis of academic distress. This policy brief discusses the various classifications that might lead to a state takeover and the subsequent implications of such classifications. People who decide to disclose their HIV status may have various reasons for doing so, but most do it for emotional support and for prevention of spreading the disease. North Carolina is known for innovative practices in primary care delivery and education, and accordingly one might expect to see greater efficiencies overall in care delivery, and less direct, measurable impact by community health centers on cost and outcome. This study examines why few municipalities in Ontario have adopted the Development Permit System (DPS). In attempting to identify what relationships exist between organizational behaviours and the consideration of DPS, a survey pre-test and a full survey were administered to various municipalities in Ontario, in addition to a case study of DPS in Carleton Place. The findings reveal that larger municipalities and municipalities with a higher number of Registered Professional Planners tend to consider DPS more often, with statistically significant relationships found between the consideration of DPS and the individual interest of planners, challenging development projects, and male planners.

This study examines “spatial interventions”: street art, guerrilla gardening, public space invasions, and other unauthorized practices of place-based, site-specific art or activism that challenge the normative uses or meanings of particular urban spaces. In recent years, a growing number of individuals have taken up these forms of site-specific direct action. Some argue that they represent new strategies of political expression, even “resistance”; others, that it is little more than vandalism or pointless juvenile acting out. Yet my research suggests that many of these actions are rather connected by something more subtle, a simple willingness to reimagine the built environment on …

Broadband deployment in the United States is expanding rapidly but unevenly. Using new FCC census data on wireline and wireless broadband providers, we study mobile broadband provision within the United States. Although rural areas lag non-rural areas in the availability of residential access to both mobile and fixed broadband, mobile broadband is at least partially filling in geographical gaps in fixed-line broadband coverage. Multiple regression results indicate that population density and growth, and the fraction of blacks, Hispanics, and youth in an area are positive predictors of the number of mobile broadband providers. The purpose of this study was to investigate the difficulties and opportunities that Chinese transfer students encounter in learning in one American university. The researcher also explored the strategies that transfer students used to deal with the difficulties and opportunities.

The study employed qualitative survey and interview methods. Ninety-seven students who transferred from Zhejiang University City College and Xi’an Jiaotong University City College to the University of Nebraska-Lincoln were invited to participate. These students came to the University of Nebraska-Lincoln through the Partner Degree Program (PDP). Forty-one individuals completed the online survey and two students participated in interviews. This paper examines whether provincial and municipal government actions are sufficient to reduce and eventually eliminate corruption in order to preserve integrity within Ontario municipalities. A case study analysis of the incidents and allegations of corruption highlighted in the City of Toronto’s Bellamy Inquiry Report was conducted. The findings reveal that the preventative measures currently in place to guide the municipal decision making process are insufficient to prevent corruption and municipal staff, the general public, police, and the private sector can help maintain integrity within municipalities.

Deliberative Democracy And Empowerment: An Analysis Of The Toronto Community Housing Corporation’S Tenant Participation System, Sewit Tamene

This paper examines whether programs that adopt the principles of deliberative democracy can evoke feelings of empowerment among participants. Interviews with residents of the Toronto Community Housing Corporation (TCHC) were conducted to determine whether tenants who participate in the Tenant Participation System, specifically the participatory budgeting program, become empowered. The findings reveal that deliberative democracy is consistent with high levels of empowerment and tenants felt that empowerment was derived from a decision-making process that they were able to control.
