In 2011, Handicap International responded to complex crises in Libya, Pakistan, Haiti, and other countries with speed, efficiency, and life-saving results. In developing countries our teams ensured that people who are otherwise excluded had access to the services, education, and employment opportunities. In 60 countries, 4,000 staff members put their expertise into action, helping Handicap International reach more than 1 million beneficiaries.

This chapter reviews social neuroscience research that links social psychological attitudes and evaluative processes to their presumed neural bases. The chapter is organized into four parts. The first section discusses how attitude representations are transformed into evaluative states that can be used to guide thought and action. The next two sections address the related processes of attitude learning and change. The final section discusses applications of these concepts for the study of prejudice and political behavior.

Program evaluation does not take place in a vacuum. Its context is the interaction of political, economic, and technological developments that influenced the formation of federal policies for mandated evaluation requirements. The Elementary and Secondary Education Act (ESEA) of 1965 established policies to provide “financial assistance to local educational agencies serving areas with concentrations of children from low-income families to expand and improve their educational program” (Public Law 89-10—Apr. 11, 1965). This legislation also had another consequence: it helped drive the establishment of educational program evaluation and the field of evaluation as a profession.

This study sought to determine the extent to which learning organization constructs influence performance in state government. The overarching purpose was to examine the relationship between Peter Senge’s five learning disciplines and organizational performance.

The study utilized an ex post facto survey design. The sample population was composed of supervisors and professional and administrative staff within the 19 agencies of a Midwestern state government. Participants were administered an instrument that asked them to rate their perception of the organization and its performance along seven dimensions of learning. Of the randomly selected 381 participants, 110 (or 28.9%) returned the survey instrument. …

Kentucky State Senator Tom Jensen recently sponsored Senate Bill 45, which would change pseudoephedrine (PSE) from an over-the-counter to a schedule V prescription-only drug. The bill failed, but the debate continues as to whether Kentucky should make PSE, a precursor required to manufacture illicit methamphetamine, a controlled drug that is available by prescription only.

Each year, U.S. community foundations are responsible for billions of dollars in philanthropy, yet the outcomes associated with these efforts often remain unknown. Previous research supports the importance of evaluating philanthropic activities and shows that community foundations express a strong interest in evaluation; however, the limited available evidence suggests that evaluation practice is still not widespread.

This study reports the findings from a national survey of community foundations on evaluation practice. A project from the Population Council’s USAID-funded FRONTIERS program found that integrating HIV counseling and testing into family planning (FP) services was feasible and acceptable to clients and providers, and led to significant improvement in the quality of care provided. However, a major limitation was that FP clients who tested HIV-positive were not actively linked to care and treatment services, including antiretroviral treatment, and screening and management of sexually transmitted infections. The regulatory pharmaceutical approval process is flawed in that industry clinical trials (ICTs) are always powered for efficacy and rarely powered for safety. The key safety parameter is the adverse event (AE). This practice may result in efficacious products with confounded safety. An ICT’s ability to be powered for detecting AE trends may improve patient safety. Therefore, this dissertation’s purpose was to determine if power analysis resulted in feasible sample sizes for substantiating AE hypotheses. AEs were modeled with three Bayesian 2PL IRT models. This paper addresses two questions about the morality of warfare: (1) how much risk must soldiers take to minimize unintended civilian casualties caused by their own actions (“collateral damage”), and (2) whether it is the same for the enemy's civilians as for one's own.

The questions take on special importance in warfare where one side is able to attack the other side from a safe distance, but at the cost of civilian lives, while safeguarding civilians may require soldiers to take precautions that expose them to greater risk. Founded in 1995, PeaceTrees was the first international non-governmental organization given permission to engage in humanitarian demining work in Vietnam after the war.

This past year has been one of accomplishment and growth for the Marshall Legacy Institute. We provided critically needed assistance to some of the most landmine-affected regions of the world. Our Mine Detection Dog Partnership Program (MDDPP) put 22 lifesaving dogs into service in Afghanistan, Angola, and Sri Lanka. Our Children Against Mines Program (CHAMPS) engaged thousands of American schoolchildren on an important global humanitarian issue and linked them with their peers in mine-affected communities. Dozens of landmine survivors received medical assistance and vocational training through our Survivors’ Assistance programs in Afghanistan, Iraq, Vietnam, and Yemen, while at-risk populations in …

The Elder Index benchmarks basic costs of living for elder households and illustrates how costs of living vary geographically and are based on the characteristics of elder households, including household size, home ownership or renter status and health status. Driving is related to our identity and independence as well as allowing us to get needed goods, services, and social opportunities that enrich daily life. Yet with increasing age, the risk for developing threats to medical fitness to drive increases. Driving cessation is related to a long list of negative outcomes, such as: depression, social isolation, diminished access to health care, and diminished quality of life. In this study, I examine the factors that influence school districts’ commitment to implement ESL (English as a Second Language) education in compliance with the federal Bilingual Education Act of 1968. To explain variation in implementation effort, I focus on several features of the local implementation environment, including the role of Latino descriptive representation. Public K-12 education is a large enterprise in the United States. Through local, state and federal sources, the U.S. allocated over $610 billion to K-12 public education in 2009 (NCES). Not only is the commitment of public funds for education substantial, the provision of K-12 education is primarily administered by the government in non-market settings through local school districts. It is this institutional environment that generates the impetus for evaluating how those in education make choices in the absence of markets.
