Homestead National Monument was created in 1936 to celebrate the significance of the Homestead Act of 1862, which granted 160 acres of free land to claimants. This was one of the most significant and enduring events in the westward expansion of the United States. The site is the first tract homesteaded under the act by Daniel Freemen, and encompasses 184 acres in Gage County, west of Beatrice, Nebraska.

This unique site also hosts the oldest prairie restoration in the National Park system and the second-oldest tallgrass prairie restoration known. This park unit also has a small remnant of native tallgrass …

Wolves (Canis lupus) in northeastern Minnesota cached six radio-collars (four in winter, two in spring-summer) of 202 radio-collared White-tailed Deer (Odocoileus virginianus) they killed or consumed from 1975 to 2010. A Wolf bedded on top of one collar cached in snow. We found one collar each at a Wolf den and Wolf rendezvous site, 2.5 km and 0.5 km respectively, from each deer’s previous locations.

Policy shifts over the past 20 years have created an agenda for sustained commitment to integrated employment for individuals with disabilities. But despite these clear intentions, unemployment of individuals with disabilities continues to be a major public policy issue. Labor force statistics for December 2010 indicate that 28 percent of working-age adults with disabilities are employed, compared with 70 percent of people without disabilities. Labor force data also indicate that workers with disabilities have experienced significantly higher levels of job loss and hardship during the recession of the late 2000s. From June 27 to 28, 2011, the Federal Office for the Environment of Switzerland, the Global Environmental Governance Project of the Center for Governance and Sustainability at the University of Massachusetts Boston, and the World Trade Institute at the University of Bern hosted a workshop on International Environmental Governance: Grounding Policy Reform in Rigorous Analysis. The workshop started a dialogue between academics and researchers on one hand and policymakers on the other in order to provide analytical input to the political negotiations on institutional reform in the run-up to the UN Conference on Sustainable Development in 2012.

This report reviews our findings from two and one-half years of monitoring and evaluating the activities of four alternative staffing organizations (ASOs). ASOs are worker-centered, socialpurpose businesses created by community-based organizations and national nonprofits. These fee-for-service organizations use the model of temporary staffing services to help job seekers who face labor market barriers access work experience and potential employers. They place job seekers in temporary and “temp-to-perm” assignments with customer businesses, charging their customers a wage-based markup fee. This field of practice first emerged in the 1970s and grew rapidly in the 1990s; it now includes over 50 ASOs. Alternative …

This report presents process evaluation findings and recommendations regarding the collaborative stakeholder process engaged in by the Longfellow Bridge Task Force, facilitated by the Massachusetts Office of Public Collaboration, and sponsored by the Massachusetts Department of Transportation under its bridge rehabilitation and restoration program. The purpose of the Task Force was to provide stakeholder and public input on the design of the Longfellow Bridge span cross-section, with particular focus on serving transit, roadway, bicycle and pedestrian needs effectively and safely.

The United Nations was created in 1945 without an environmental body. Almost thirty years later, in 1972, governments established UNEP. Twenty years later, in the early 1990s, when rethinking the institutional arrangements, they created the Global Environment Facility and the Commission on Sustainable Development, as well as several core conventions (on climate, biodiversity and desertification). Despite the attempts to bring about further governance reform over the last decade, however, progress has been limited. Community-based operations research is the name of a new sub-discipline within operations research and the management sciences. CBOR synthesizes previous practice and research traditions within OR/MS to address problems within the public sector that are often of a localized nature, that address the concerns of citizens affiliated through characteristics of race, ethnicity and class and other ties and that are solved using diverse qualitative and quantitative methods. Individual outcomes and barriers to program implementation for Shelter Plus Care are presented in an exploratory study investigating the impact of a permanent supportive housing program - Shelter Plus Care - in Detroit, a city that faces unique challenges and complicated needs. Individual outcomes including improved housing stability, increased income and reports of enhanced self-sufficiency suggest the program is achieving the goals projected by the U.S. Department of Housing and Urban Development (HUD). Despite positive outcomes for individual consumers, barriers to program implementation emerged as thematic problems for organizations running the program. This article explores three areas in which globalization is profoundly affecting the development of a global environmental law. First, countries increasingly are borrowing law and regulatory innovations from one another to respond to common environmental problems. Although this is not an entirely new phenomenon, it is occurring at an unprecedented pace. Second, lawsuits seeking to hold companies liable for environmental harm they have caused outside their home countries are raising new questions concerning the appropriate venue for such transnational liability litigation and the standards courts should apply for enforcement of foreign judgments. With intensifying pressure to not only solve public problems by collaborating with actors situated outside the confines of city hall but also to address complex, long-term challenges like climate change adaptation and sustainability, local government public managers find themselves working in increasingly difficult public management environments. These studies have focused on peer group characteristics such as achievement, gender composition, ethnic and racial composition, and socioeconomic composition. This case study provides an in-depth look into the campaign to retire an aging nuclear power plant located in the southeast corner of Vermont. The Vermont Yankee Nuclear Power Station (VY) began commercial operations in 1972 under a forty year operating license issued by the Nuclear Regulatory Commission (NRC). Opposition to the plant’s existence has been unwavering and has increased in intensity since the sale of the plant in 2002. The Vermont Yankee Nuclear Power Corporation (VYNPC), a consortium of local and regional utilities, sold VY to an out-of-state corporation owner known as Entergy. The company was quick to apply …

Alfred Marshall famously insisted that economics is more like biology than physics. Societies are organic ecologies that evolve and produce organized but unplanned complexity (Hayek 1979). Although no public policy reliably produces economic growth across all ecosystems, a key element unites diverse institutions and policies that do seem to work: they all are reasonably compatible with human instinct. Institutions that build on the basic instinct for self-betterment (as in markets) have a much easier time in achieving success than institutions that oppose it (as in communism). It has been over 40 years since Connecticut amended its Constitution to ensure citizens a right to a free public education. Despite the constitutionally prescribed right, dramatic inequities in educational conditions continued to characterize the state's K-12 educational system, especially between suburban/rural white and urban minority school districts. In the 1970s plaintiffs challenged the prevailing mechanism for allocating education funds with a host of court cases that tackled the thorny question of how much financial responsibility the state should assume to equalize the spending disparities between school districts. Scholarly literature on policy implementation at the street-level generally focuses on how workers act in response to external pressures. Pressures can include policy rules, organizational culture, and the identities of the clients. Academia has produced scant work, however, examining how the identities and backgrounds of street-level bureaucrats influence their approach to the discretion inherent in their jobs. This study seeks to fill that literary gap. Using semi-structured interviews with street-level bureaucrats in North Texas, the study yields two strong relationships. First, a relationship exists between the participants' socioeconomic backgrounds as children and how they approach discretion inherent to street-level bureaucracy. …
