We explore pedagogical moments reflecting the social justice inspired servant-leadership of Dr. Elam in her journey as a public intellectual. Using auto/biographical methods we examine critical moments in her work across contexts: conducting diversity workshops, providing professional development for principals and teachers, and leading district and regional interventions in response to court orders to racially desegregate. We focus her leadership through the lens of critical pedagogy. In the journey of Elam we find an expression of critical social justice leadership that is inspired and empowered by the values of public service, spirituality, and humanitarianism. In an Academy partnership with the Kettering Foundation, National Academy of Pubic Administration Fellows Melvin J. Dubnick and H. George Frederickson have completed a study of accountability. The study, Public Accountability: Performance Measurement, The Extended State, and the Search for Trust, is a treatment of the strengths and weaknesses of contemporary applications of accountability to public affairs. The working title of the study was Public Accountability: From Ambulance Chasing to Accident Prevention, but that title was thought to lack the dignity such an important subject deserves. This report by the Nigerian Federal Ministry of Health highlights the findings of an integrated biological and behavioral surveillance survey (IBBSS) in Nigeria among groups whose behaviors or occupations often place them at higher risk of contracting sexually transmitted infections, including HIV. The main objectives of the study were to assess the knowledge and beliefs of high-risk groups about STI and HIV, determine the prevalence of HIV infection among these groups, and obtain data that will permit identification of trends over time. Since the 2007 IBBSS survey report, a considerable number of interventions have commenced among the study groups.

Latin America’s indigenous women are as diverse as the land they inhabit. Their uniqueness is shaped by belonging to groups that have their own distinct history, traditions, and identity. Yet despite this diversity, indigenous women confront the same human rights challenges: racial, gender, and socio-economic discrimination. Without ignoring the diversity of indigenous women, a better understanding of their fundamental struggles can be gained by weaving these issues together in a comprehensive narrative.

Absconded by airport security to middle-of-nowhere Russia, Nikolai Alexeyev sat for several days in early September 2010 unaware of his infractions or of his fate. Like a page from a Cold-War spy novel, the point of his abduction was to terrorize; Alexeyev’s abductors psychologically tortured and berated him with homophobic remarks. Nikolai Alexeyev is the leading gay rights activist in Russia and has been a twisting thorn in the side of local and national government for several years. How should we make interpersonal comparisons of well-being levels and differences? One branch of welfare economics eschews such comparisons, which are seen as impossible or unknowable; normative evaluation is based upon criteria such as Pareto or Kaldor-Hicks efficiency that require no interpersonal comparability. A different branch of welfare economics, for example optimal tax theory, uses “social welfare functions” (SWFs) to compare social states and governmental policies. Interpersonally comparable utility numbers provide the input for SWFs. But this scholarly tradition has never adequately explained the basis for these numbers.

Currently, there is a paucity of research examining the extent to which Evidence-Based Practice (EBP) is being used by the Certified Therapeutic Recreation Specialist (CTRS). The purpose of this study was to examine the prevalence of EBP used by the CTRS in the National Recreation and Park Association (NRPA) southern district of the United States. This observational study investigated the use of EBP in the intervention planning process for client treatment. A sample of five hundred randomly selected CTRS from the National Council for Therapeutic Recreation Certification (NCTRC) were surveyed, and 102 completed the survey, yielding a 20.4% response rate. …

With ongoing operations in the Middle East, military families face a large amount of stress surrounding deployment. While many studies have been conducted on soldier mental health, few have been published on the health of their families and even less on their children. The present case studies examine the mental health of military children, the change in family environment, and the social supports dependent spouses use during deployment. Two families are presented in this study. One family represents an Army Reserve family and the other an Air Force family. By comparing scores to standardized scores, it was shown that mental …

Rhetorical Analysis Of Public Policy Rhetoric: Child Nutrition Reauthorization Act Of 2004 And 2010, Julie Ann Stella

In this research, I employed content analysis using the constant comparative method to examine and comment on the rhetoric of public policy and its audiences of specialists and generalists in the context of participative government. I examined the specific case of the Child Nutrition Reauthorization Act (CNR) by comparing technical report texts from 2004 and 2010 to reveal and contrast their specialist and generalist features. Unique attributes of the rhetoric of public policy are discussed, particularly authorship and recursion. I organized the research findings into physical features, affective features, and cognitive features according to Carliner's framework of information design (2000). …

The sporadic and often dismal voter turnout of the American public is often regarded as a hole in the democratic model. This research examines the influence of an individual‘s attitude about their government and how it affects their voting habits. Literature in the past has isolated demographic makeup as the reason for nonvoting, i.e. education or income. When Haitian President René Préval early in January 2011 lambasted the international community for riding roughshod over his country’s sovereignty and his government, and called for greater Haitian ownership over the aid and recovery effort in his country, he highlighted a frustration which has been noted by so many other nations before: while international aid efforts are welcome and usually do provide critical relief to the targeted populations in the short term, they generally tend to undermine governments (and the faith of the people in their government) over the long term.
