At the close of the nineteenth and the commencement of the twentieth century, socialism began to gain momentum as a large-scale movement in Europe and the United States. This popularity was supported by an increased influence of the working class in society, which put pressure for representation upon European parliaments and began to secure concrete improvements in labor protection laws. Moreover, socialist proponents looked hopefully towards the living example of the Soviet Union, which began its socialist experiment in 1917 following the success of the Bolshevik Revolution. John Hughes May Be Onto Something: Anti-Authoritarianism In Education, Film And Policy, James M. Iddins

In this article, I use two popular anti-authoritarian films to explore often-overlooked options for the education reform debate and general issues related to educational public policy. Bringing in sources from many disciplines, including anthropology, sociology, and economics, I argue for a second look at the issues revealed in the films and action on our part toward creating a more sustainable educational and economic reality. I contend that if we take into account our historical context, we come to a much different conclusion regarding these issues than we might have otherwise.

In 2011, APRI (formerly CUPA) conducted a community health assessment for the Darke County Health Department (DCHD). The survey was based upon the Behavioral Risk Factor Surveillance System (BRFSS) conducted by the Centers for Disease Control and Prevention (CDC), as well as health assessments conducted by neighboring counties and priority health needs within the county. Despite the struggling economy and the challenges that have plagued the commercial aviation market, the national Aerospace and Aviation industry has experienced growth from 2005 to 2009. U.S. Aerospace sales increased by 21 percent and profits increased by 29 percent. However, at the same time, aircraft production lines have contracted as a result of decreased defense spending over the past 15 years. This contraction has limited production surge capacity, an event that is looming as a result of aging aircraft in both the commercial and defense fleets.

This paper examines the conditions under which Congress passes jurisdiction-granting legislation, legislation that expands the discretion of the federal district courts by designating them as venues in which policy questions are to be heard. This project extends existing research that has demonstrated that Congress manipulates the parameters of jurisdiction by examining the manner in which Congress routinely engages in this activity. I construct and evaluate a comprehensive dataset of laws in which Congress grants jurisdiction to the district courts for the period between 1949 and 2000 with the goal of explaining conditions under which Congress grants jurisdiction Two explanations are …

The Arthur Temple College of Forestry and Agriculture (ATCOFA) at Stephen F. Austin State University is taking a proactive stance toward preparing forestry students to work closely with the public on fire planning in wildland-urban interface areas. ATCOFA's incorporation of the "Changing Roles" curriculum provides lessons on how natural resource managers' roles are (1) different than they used to be, and (2) ever-evolving. Previous studies suggest that the organizational dynamics of police organizations and the nature of police work contribute to law enforcement stress, which in turn reduces job satisfaction and increases burnout. It is also well documented that undesirable organizational factors are more hazardous to the well-being of employees than are the stressors due to nature of police work. The Patient Protection and Affordable Care Act of 2010 expanded rural Medicaid and Medicare coverage. However, different vehicles of delivering care (e.g., hospitals, health clinics, etc.) have differing organizational capacity that may or may not enable them to overcome the challenges of expanded provision. Consequently, this research employed structural contingency and organizational performance models to investigate the impact of organizational factors on productivity growth, while recognizing that contextual factors also affect the delivery of care. This paper examines the relationship between partisan political success, in both the United States House of Representatives and in the lower houses of U.S. state legislatures, and distance from the central city. The increasing Republican success over time, first in suburbs generally, and then in outer suburbs, is illustrated. Correspondingly, the paper shows that Democrats have retained their advantage in the central city, lost advantage in the rural areas and compete most effectively in inner ring suburbs. The purpose of this study was to examine student perceptions of the deterrent effect of School Resource Officers on crimes that may occur on school campuses and the factors that may influence those perceptions. The first school resource officer (SRO) program was implemented in 1953 and gained popularity in the 1990s. This study (conducted in 2008) reveals that the majority of students perceive that school resource officers are a deterrent to specific crimes and the overall crime rate on school campuses. Unhealthy behaviors, notably tobacco use; unhealthy diets; and inadequate physical activity are major contributors to chronic disease in the U.S. and are more prevalent among socioeconomically disadvantaged groups. Differences in the prevalence of unhealthy behaviors among communities with different physical, social, and economic resources suggest that contextual environmental factors play an important causal role. Yet health promotion interventions often are undertaken in isolation and with inadequate attention to these holistic social and economic influences on lifestyle. Paper Fish And Policy Conflict: Catch Shares And Ecosystem-Based Management In Maine’S Groundfishery, Jennifer F. Brewer

The National Oceanic and Atmospheric Administration professes support for ecosystembased fisheries management, as mandated by Congress in the Fishery Conservation and Management Act, and as endorsed by the Obama Administration’s national ocean policy. Nonetheless, driving agency policies, including catch shares and fishing quotas, focus principally on individual species, diverting attention from ecosystem considerations such as habitat, migratory patterns, trophic relationships, fishing gear, and firmlevel decision making. Environmental non-governmental organization (ENGO) agendas manifest similar inconsistencies. A case study of Maine’s groundfishery demonstrates implications of this policy conflict at the local level.
