Public-Nonprofit Partnership: A Case Study Of Cobb County Government, Ellen G. Jones

Existing research explains reasons why nonprofit organizations and local governments collaborate in both formal and informal partnerships to increase the volume or speed of service delivery, reduce overhead costs, and maximize the efficient use of taxpayer dollars. In this focus, the author examines two methods utilized by Cobb County government to supply funding to local nonprofit organizations. Based on interviews with department and program directors of partnering agencies, the study found that Cobb County delivers between $15 and $17 million annually to nonprofit agencies via two unique partnerships. The main focus of this study was to investigate the relationship between the dependent variables of affective, continuance, and normative commitment and job satisfaction, job characteristics, role characteristics, and selected demographic variables. This study also aimed to make a comparison between police officers and first and mid-level supervisors of the Turkish National Police in order to test whether there was a difference between their commitment levels. The final purpose was to examine the moderating role of growth need strength (GNS) and the mediating role of overall job satisfaction between the five job characteristics and three components of organizational commitment. This final report summarizes the major findings of a Non-Profit Capacity-Building Survey conducted for the Omaha Community Foundation working in cooperation with the Non-Profit Association of the Midlands.1 The purpose of the survey is to help determine which functional capacity-building areas (and specific activities within each) pose the greatest challenges for non-profit organizations in fulfilling their missions.

Early retirement incentive plans (ERIP) “seek to give incentives to older employees to retire before conventional retirement age. The purpose of these programs is to cut back on salaries and benefits to make way for younger workers.” While some ERIPs might constitute a prohibited act under the Age Discrimination in Employment Act (ADEA), the statute provides an affirmative defense for employers who can prove that the plan is voluntary and “consistent with the purposes” of the Act.

It is often assumed that there are legal impediments to employers providing benefits to phased retirees, part-time workers and the contingent workforce. From a benefits law perspective, this is really not true. By statute, self-employed workers are sometimes excluded from plans required to be employee-only but employers face few other prohibitions when designing their plans.

A "flexible work arrangement" (FWA) is any one of a spectrum of work structures that alters the time and/or place that work gets done on a regular basis. The term includes (but is not limited to):

This article describes the process by which Kayan (Being) created the model for the Women’s Leadership Development and Sustainable Community Activism Program. The organizational model presented here was developed as a result of activities that began in 1998, during which Kayan worked with approximately 180 Arab women’s groups, with over 3,000 women from around fifty villages and towns across Israel. In this article, I proffer that one way to build social change is to create organizations, lead, and build relationships that model and reflect the change being sought on a grander scale. Sometimes this necessitates burrowing deeper and focusing inward as a means to building sustainable change. I was engaged in this work for eight years at The City School of Boston.
