Studies indicate that humanitarian demining under civilian oversight is safer and more cost-efficient than humanitarian demining under military oversight. This article provides examples supporting such evidence, cites possible exceptions, and explores reasons for performance inadequacies in military demining units.

The 2010 Humanitarian Demining Requirements Workshop will gather mine-action participants from governmental and nongovernmental agencies and various international organizations to share information and ideas pertaining to new technology development, and to discuss the latest results from global demining activities. Selected participants from approximately 12 countries will attend this year’s gathering 21–23 June 2010. Each demining organization is expected to share a presentation detailing its specific activities with the workshop participants.

Anti-littering Programs

The third quarter has progressed with the Hector’s Helpers program. We took action with hands-on classroom activities and lead three clean-up field trips. Students learned how to protect public lands in Southern Nevada through our anti-litter and desert dumping initiative. West Career Technical Academy students completed various GIS projects and finished the Adopt-A-Block Handbook. The Hector’s Helpers staff also submitted a formal proposal to study pre- and post-program surveys of students participating in the Hector's Helpers program.

The Act, which provided funds for professional development, instructional materials, resources to support educational programs, and promoted parental involvement in primary and secondary education, has been reauthorized about every five years since its enactment. The current version, known more commonly as the No Child Left Behind Act, is now up for reauthorization. The National Assessment of Educational Progress (NAEP), also known as “the Nation’s Report Card,” is a national assessment of what students in each state know in various subjects. The grade 4 and 8 mathematics and reading portions of the NAEP were administered in 2009. We highlighted the math results, which were released last fall, in the 2009 Arkansas Report Card (http://www.uark.edu/ua/oep/report_cards/2009_Report Card.pdf). The 2009 reading scores were released at the end of March, 2010. This policy brief highlights the recent NAEP reading results and demonstrates, bluntly, that growth has stagnated both in the U.S. and Arkansas.

Positive youth development could be an effective framework for designing general interventions for young offenders. Such a framework would encourage youth justice systems to focus on protective factors and risk factors, strengths, problems, and broader efforts to facilitate successful transitions to adulthood for justice-involved youth. The positive youth development approach supports youth in successfully transitioning from adolescence to early adulthood by encouraging young people to develop useful skills and competencies and build stronger connections with pro-social peers, families, and communities (Butts, Mayer, & Ruth, & Ruth, 2005). Actor-network theory is considered to have great potential for broadening and deepening our grasp of institutional work (LAWRENCE; SUDDABY, 2006). Given its focus on process, ANT offers a means to breathe life into the practices associated with institutionalization. With Callon’s (1986) four moments of translation as analytical lens, and with Ireland’s Industrial Development Authority as empirical example, I seek to address the concerns of Clegg and Machado da Silva (2009) by reconsidering “the role of agency, power, persistence and change in the process of institutionalization”.

To realize the full value of their investment in Employee Assistance Program (EAP), employers should attend to the opportunities to drive down health and productivity costs by encouraging their EAPs to engage and treat workers who drink in unhealthy ways. Nationwide, EAPs engage only about one worker in twenty who has a serious alcohol problem. The lost productivity, absenteeism, excess emergency department and hospital use by the other 19 out of 20 workers with alcohol problems who are not treated add $61 billion (or approximately $200 for every man, woman and child in the United States) to the nation's health …

School Choice Demonstration Project

This is the third-year report in a five-year evaluation of the Milwaukee Parental Choice Program (MPCP). The MPCP, which began in 1990, provides government-funded vouchers for low-income children to attend private schools in the City of Milwaukee. The maximum voucher amount in 2008-09 was $6,607, and approximately 20,000 children used a voucher to attend either secular or religious private schools. The MPCP is the oldest and largest urban school voucher program in the United States. This evaluation was authorized by Wisconsin Act 125 enacted in 2005.
