Every day, municipalities around Maine are faced with decisions about the types of services to provide their residents and how to pay for those services. Some communities have an easier time of this than others. Hub communities that draw commuters and visitors must provide a broad array of services with an often limited property tax base. In many cases, communities are faced with difficult tradeoffs between cutting services or increasing property tax rates.

Genocide is one of the most challenging problems of our age. In her book, “A Problem from Hell:” America and the Age of Genocide, Samantha Power (2002) argues that the United States, while in a position to intervene in genocide, has lacked the will to do so, and therefore it is incumbent on the U.S. citizenry to pressure their government to act. This article reviews how the topic of genocide raises questions along the fault lines of the field of Peace and Conflict Studies (PACS). Most international donors believe that promoting economic development deescalates ethnic conflict, thus enhancing the prospects for peace as ethnic communities negotiate settlements and bridge their political divisions. However, little empirical research has addressed the potential effects of external economic assistance in the rebuilding of those societies. This study explores the perceptions of a representative sample of Northern Irish citizens on their awareness of the activities of International Fund for Ireland and the European Peace I fund toward economic development, the perceived equity of its distribution, and its contribution to building peace in Northern Ireland.

The sophistication of peace operations and complex humanitarian missions has increased in recent decades, resulting in increased international capacity to mitigate organized violence and provide relief to suffering populations. With respect to other indicators of success, however, international peace strategies still leave much to be desired. By their very nature, externally driven efforts tend to leave local actors feeling marginalized and disempowered, and unable to fulfill aspirations for cumulative and sustainable transformations in the quality of life. This article explores the reasons for the slow progress being made in the Northern Ireland peace process. It examines complications that exist in dealing with the past, present, and future of the conflict between the two main communities whilst also arguing that it is hard to separate these time frames in practice. In terms of the present, some well known difficulties with the consociational approach are identified. Recent studies have also demonstrated a failure to address sectarianism at the grass-roots level and there has been a resurgence in activity by spoilers and rejectionists. On 1 March 2008 Danish Demining Group (DDG) entered into a two-year agreement with the Swedish International Development Agency (Sida) to implement the project "Survey, Explosive Ordinance Disposal (EOD) and Mine Risk Education in Southern Sudan". The project aims to support the repatriation process for refugees and IDPs in South Sudan by providing a safe environment for the returnees and communities, and facilitating the work of humanitarian organisations. The present research examines the influence of organizational culture on organizational trust. Leaders in the present and future will try to create a culture of trust, but leaders who do not examine and understand their current culture will not be successful in changing their organizational culture. The study shows constructive behavioral norms are both predictors and influencers of trust. The results suggest that companies that want to create a culture of trust need to instill into their culture achievement, self-actualizing, humanistic-encouraging and affiliative behavioral norms. Psychological empowerment has been thoroughly studied in the workplace context. Volunteerism has also been thoroughly studied through a multitude of different facets. However, little research could be found bridging the empowerment construct into volunteerism. Therefore, the purpose of this phenomenological study was to understand the experience of empowerment among volunteers. Volunteer empowerment was discovered through four primary themes, make a difference, rewarding, lifestyle of service, and passion, and three secondary themes, autonomy, awareness, and ability. Police initiatives have been implemented by many agencies in an attempt to curtail growing crime rates. The Las Vegas Metropolitan Police Department implemented the "Safe Village Initiative" to address this issue in west Las Vegas. This deterrence based model reduced calls for service in the target area with a diffusion of benefits to the surrounding neighborhoods.

With the growing percentage of immigrant families in the USA, language transition is a common immigrant experience and can occur rapidly from generation to generation within a family. Child language brokering appears to occur within minority language families as one way of negotiating language and cultural differences; however, the phenomenon of children translating or mediating language interactions for parents has previously been hypothesized to contribute to negative outcomes for children, such as role-reversals and parentification, emotional distancing and lack of communication, increased parent-child conflict, and increased internalizing/externalizing disorders. Graffiti eradication is a problem for the Nevada Department (NDOT). Over 12,000 man-hours are spent on graffiti eradication each year. One recognized graffiti abatement method is the use of non-sacrificial, anti-graffiti coating. NDOT uses non-sacrificial, anti-graffiti coating as an abatement strategy to easily remove graffiti from the public's view. NDOT conducts an annual evaluation of non-sacrificial, anti-graffiti coatings in order to keep current with industry innovation and improved product formulations. Products that meet NDOT's performance expectations are added to the Qualified Product List.

South Carolina has its share of motor vehicle crashes. According to the Insurance Institute for Highway Safety for 2007, South Carolina was 4th in nation for rate of motor vehicle crash deaths per 100,000 people. Within South Carolina, run off road fixed object crashes account for 48\% of fatal crashes whereas these types of crashes count for only 21\% of fatal crashes nationally. Utility poles are only second to trees in fixed objects struck but they are intentionally placed mad made obstructions. The purpose of this dissertation was to explore the relevance of autonomy, competence, and relatedness, the three innate psychological needs proposed by self-determination theory, to participant intrinsic motivation. The three needs of SDT have not previously been examined in an exploratory manner or applied to efficacy research in therapeutic recreation. If applied, therapists could use them to increase intrinsic motivation towards interventions in their participants.

This paper provides a simple and elegance approach for an empirical investigation of a model with Epstein-Zin (1989) preferences. The perturbation method implemented in Dynare is readily applicable for computation of equilibrium and welfare. A stylized new Keynesian economy with sticky prices is analyzed and optimal simple rules are accessed across various types of monetary policy rules.

The Federal Communications Commission (FCC) uses auctions to allocate radio spectrum frequencies to wireless service providers. The innovation of the auction design is that it offers many heterogeneous licenses simultaneously in one ascending auction. This paper develops an empirical model and procedure to estimate bidder valuations. Given that the complex nature of the auction does not admit formal modeling in a general setting, I do not explore a particular model of equilibrium bidding. Instead, I propose two revealed preference inequalities which should hold in any reasonable model of these auctions. The first inequality requires that a bidder never bids on …
