On 1 May 2006 Irish Aid started funding Mines Advisory Group (MAG) to implement the project ‘Integrated Humanitarian Mine Action Programme, Iraq' in Erbil, Dahuk and Mosul. The funding agreement runs to September 2010 and Irish Aid and MAG have discussed the continuation of the project. The two parties decided to commission an evaluation to inform the extension decision. The evaluation is intended to (i) inform decisions regarding the possible continuation of the project and (ii) contribute to enhanced project performance. The purpose of this mixed methods study was to explore the antecedents of servant leadership. The sequential explanatory research design consisted of two distinct phases: quantitative followed by qualitative. The Phase One quantitative survey collected data from 499 leaders and 630 raters from community leadership programs in the United States using the Servant Leadership Questionnaire (Barbuto & Wheeler, 2006). During Phase Two, selected leaders from phase one (N = 12) were interviewed to explain those results in more depth. The data were coded and analyzed for possible themes. This paper analyzes the effect of airport ownership structure on management efficiency as reflected through their credit ratings. A game-theoretical model is proposed to examine the role of credit ratings in mitigating the moral hazard problem of public-owned airports. The analytical results derived from the model are then used to supplement a supporting case study. Notwithstanding the fact that the less competitive environment of a public-owned entity and its credit ratings might bring some welfare loss , this research concludes that public-owned airports have some advantages.

China’s 2000 strong state-owned farms are experiencing a dual transition in the country’s economic reforms: the market transition (from state-owned enterprises embedded in the redistributive system to independent enterprises in the new market economy) and agrarian transition (from small-scale, household-based agriculture to large-scale, capitalist forms of agriculture that rely on market exchanges of land, labor and products). This paper highlights the results of a comparative analysis of the state farms and rural farming households in the agrarian transition to address the theoretical debate about agrarian transition. The article discusses how U.S. public libraries can promote federal depositories. According to the author, there are many benefits for libraries in applying for or retaining their federal depository status. The author says that a major benefit of being a federal depository is that all materials, including books, compact disks, and electronic documents, are provided free to the library by the Government Printing Office (GPO).

Economic Impact And Skier Characteristics: Montana , Norma P. Nickerson, Kara Grau

Seven ski resorts in Montana participated in the first economic impact of the alpine ski industry in Montana. Extrapolating the data to all Montana resorts shows that 35 percent of skiers are nonresidents who contribute a combined impact of $83 million dollars to the state. Nonresidents spent $1,252/ski trip/group while in Montana. Residents spent an average of $138/ski trip/group. More nonresidents came from Alberta, Minnesota, Washington and North Dakota than any other state. Residents traveled 75 miles on average to access the ski area.

In July 2001, at the 37th of the former Organization of African Unity, African heads of states launched the New Partnership for Africa's Development (NEPAD), a combination of the Omega Plan from Abdoulaye Wade and The Millennium African Renaissance Partnership initiated by Thabo Mbeki, respectively presidents of Senegal and South Africa. This was an achievement of tasks given by their peers in Algiers in 1999. Previously to that, the Clinton administration initiated the African Growth and Opportunity Act passed in law in 1998. Recently, a paper published by Celeux et al. (2006) presented several forms for the deviation information criterion (DIC) for mixture models, each version is depended on the kind of probability function. However, no reliable version was adopted for those models. As an idea inspired by Brooks (2002, p. 617), we develop, in this paper, Bayesian deviations plugging into two known criteria: the Akaike information criterion (AIC) and Bayesian information criterion (BIC) for choosing best mix model. Edwin E. Witte was a Professor of Economics at the University of Wisconsin and Chairman of the Committee on Economic Security, which oversaw the drafting of the original Social Security Act. Witte is generally acknowledged as the principal author of the Social Security legislation as it went to Congress. In later years, he consulted on the National Labor Relations Act and continued to teach and supervise Ph.D. students.

This article studies the effects of human rights international nongovernmental organizations (INGOs) on domestic antigovernment protest. Unlike mainstream scholarship, the authors argue that human rights INGOs are not simply the magic bullet in orchestrating nonviolent protests; different types of human rights INGO activity have varying effects on protest. Moreover, some human rights INGO activities may lead to higher levels of violent protest. The empirical tests use new data on the activities of over 400 human rights INGOs and domestic nonviolent and violent protest globally from 1991 to 2004. Landscapes surrounding protected areas, while still containing considerable biodiversity, have rapidly growing human populations and associated agricultural development in most of the developing world that tend to isolate them, potentially reducing their conservation value. Using field studies and multi-temporal Landsat imagery, we examine a forest park, Kibale National Park in western Uganda, its changes over time, and related land cover change in the surrounding landscape. We find Kibale has successfully defended its borders and prevents within-park deforestation and other land incursions, and has maintained tree cover throughout the time period of the study. The following policy brief will highlight the current performance of all Arkansas students, the performance for particular subgroups of students, and finally the changes in achievement over time.
