This article highlights the security impact of oil nationalization, develops and analyzes four energy security scenarios, and suggests options to reduce the potential negative impact of oil nationalization. In addition to the use of oil as a weapon, nationalization of oil can also lead to competition for scarce resources among states, facilitate the funding of terrorists or insurgents, contribute to destabilizing regional arms races, influence intra-state conflict, and sustain antagonistic political agendas.

Land rights in conflict and post-conflict contexts are an increasing area of concern within the humanitarian and development communities. Conflict can often result in dramatic changes to a country's land tenure regime and administration. Even when conflicts end, land rights may be threatened, especially for women, Internally Displaced People (IDPs), returning refugees, migrants and farm labourers. Secure land rights are, therefore, a critical issue for humanitarian response, sustainable peace-building and longer-term economic recovery, particularly in countries where a significant proportion of the population relies on agriculture as their main source of livelihood. This paper presents a theory on the endogenous choice of a country's education policy and the two-way causal relationship between trade and education systems. The setting of a country's education system determines its talent distribution and comparative advantage in trade; the possibility of trade by raising the returns to the sector of comparative advantage in turn induces countries to further diferentiate their education systems and reinforces the initial pattern of comparative advantage. On June 30, 2007, after much dissension the United States Supreme Court came to a final decision that public schools are not allowed to use a student’s race or ethnicity as the primary factor in assigning students to particular schools. This ruling comes at a time when there are high levels of residential segregation that are producing resegregated schools. Residential segregation is not only creating racial resegregation, but also a consolidation of poverty. Individuals in Georgia with criminal records have many barriers and collateral consequences which impact their ability to find employment upon release from prison. Collateral consequences are those repercussions which impact the ex-offender’s civil liberties after they are released from prison. Research has shown that ex-offenders who do not find gainful employment upon release from prison are more likely to return to prison than those who find gainful employment after they are released.

Nonprofit hospitals serve as part of the healthcare safety net to deliver a significant level of care to low-income, uninsured, underinsured, Medicaid and other vulnerable groups in society. Safety net hospitals are defined as those hospitals where at least 10 percent of the costs of care provided is uncompensated. Nonprofit hospitals are granted tax exemptions from the government and in exchange they are required to meet community benefit standards which include offering care to a relatively large proportion of uninsured or socially disadvantaged individuals.

A needs assessment was conducted in Boise in 2008 to address pregnancy, abortion. and sexually transmitted diseases in teens. Key informants indicated students lacked knowledge about sexuality and agreed that comprehensive sex education was the best strategy for improving teen sexual health (Elliott, 2008). Because the Independent School District of Boise (ISDB) had an abstinence-only policy, the strategy could not be implemented until the policy was changed.

One year after the Mountain Monitor began tracking recession and recovery in the Intermountain West, the Southern Nevada economy has yet to turn around. The rate of slippage across a range of indicators has slowed measurably, but evidence of a nascent recovery eludes. Las Vegas' poor relative performance over the past year can be attributed not only to the legacy of a particularly devastating initial wave of economic distress, but also to a continued struggle to slow and reverse the downward trend.

Medium-duty vehicles are used in a broad array of fleet applications, including parcel delivery. These vehicles are excellent candidates for electric drive applications due to their transient-intensive duty cycles, operation in densely populated areas, and relatively high fuel consumption and emissions. The National Renewable Energy Laboratory (NREL) conducted a robust assessment of parcel delivery routes and completed a model-based techno-economic analysis of hybrid electric vehicle (HEV) and plug-in hybrid electric vehicle (PHEV) configurations. First, NREL characterized parcel delivery vehicle usage patterns, most notably daily distance driven and drive-cycle intensity. After years of cutbacks to housing programs in Canada, there has emerged a consensus that a progressive housing policy requires significant construction of new social housing units to address both the problems of housing affordability and homelessness. This paper argues that large scale social housing should not be the focus of progressive housing policy in the 21st century. This study used a quasi-experimental cross-sectional quantitative model to evaluate the Youth Development Program, a component of the federal Workforce Investment Program. This evaluation study determines whether participation in the Youth Development Program reduced dropout rates among youth in secondary schools in seven school districts in the southeast Arkansas Delta. The impact of the Youth Development Program was examined in the following school districts: Dollarway, Pine Bluff, Watson Chapel, White Hall, Stuttgart, Dewitt, and Star City. The cross-sectional analysis covered the 2006 through 2008 program years. The evaluation model consisted of a comparison group that included 437 youth randomly drawn …
