A Mine-Free Central America: How Can We Improve On Success?, Carl Case

Since 1991, the Organization of American States has worked to eliminate the threat of anti-personnel landmines in the Americas. In 2010, the OAS Mine Action Program marked a major milestone toward that goal as Nicaragua completed its national demining plan to establish a once war-torn Central America as a mine-safe region. Notwithstanding the success of these efforts, it is important to understand what could have been done better to achieve mine-clearance goals more efficiently and effectively and how these lessons might be applied to other programs.

The United Nations Office for Disarmament Affairs is one of 14 U.N. bodies or programs that carries out mine action work. UNODA’s work focuses on advising the U.N. Secretary-General’s efforts to fulfill obligations to the Ottawa Convention and the Convention on Certain Conventional Weapons. This article outlines UNODA’s goals, partnerships and recent progress with disarmament efforts, particularly concerning the nonproliferation of SA/LW around the world.

The Humpty Dumpty Institute: Sri Lanka, Savrithi Rodrigo

With the remnants of more than 25 years of war embedded in the country, Sri Lanka was in desperate need of clearance in 2006. A partnership among The Humpty Dumpty Institute, The HALO Trust and Land O’Lakes International Development has bettered the lives of the Sri Lankan people by clearing the land of explosive remnants of war and providing innovative techniques for milk production, while also allowing many to return to their homes after years of displacement.

The role of non-state actors in mine action is an important and complicated issue to consider. While the United Nations does not recognize NSAs as official representatives of countries or governments, NSAs can still play an active part in reducing landmine and weapons proliferation around the globe. This article discusses the complications surrounding NSAs and the efforts being taken to include them in mine-action discussions.

This report presents and examines alternative detection solutions, such as ground-penetrating radar as well as neutron and magnetometry methods. A case study of these techniques in a laboratory setting and in Egyptian soil reveals their effectiveness.

Explosive remnants of war continue to be a problem in the Lao People’s Democratic Republic, affecting children and schools in many communities. With funding provided by the Humpty Dumpty Institute, Mines Advisory Group and International Relief and Development have collaborated to combat the problem of unexploded ordnance and improve affected communities. This article focuses on UXO clearance and its impact in Khammouane province.

Mine-Action Success Story: Nepal, Stephen Robinson

After a decade of conflict in Nepal, the signing of the 2006 Comprehensive Peace Agreement initiated mine clearance. By December 2009, all explosives in the Maoist cantonment sites had been eliminated. This article examines the extent of Nepal’s mine-action successes, while offering a number of lessons for mine-afflicted states to consider in their programs.

The majority of these victims suffer long-term injuries, including the loss of a limb, a physical disability, post-traumatic stress disorder or permanent internal injuries due to shrapnel. Life for landmine victims is never the same, as they require treatment for more than just physical injuries. Many victims need psychological assistance and help finding their place in society, since landmine victims are often ostracized by society. This article delves into the interaction between federal and state laws prohibiting human trafficking. The article advocates for comprehensive human trafficking laws at the state level, including police training, victim aftercare, forfeiture, and prosecution as essential elements. It looks comprehensively at the existing state laws prohibiting human trafficking. Additionally it examines the five existing models for state law and suggests benefits and potential improvements for each model. The article concludes y advocating a holistic law prohibiting human trafficking in the Commonwealth of Virginia.

The incident happened due an individual mistake while the deminer investigating an indicated signal by the metal detector in the predicted site of the AP mine within the cluster. The deminer mis approach the mine and hit it from the top which caused the heavy RAKE to press the pressure plate and activated the mine about 2m from the deminer (the length of the RAKE handle). This the second incident with the same deminer and the same scenario.

On 10 July 2010 at 09:15 AM Mr. [the Victim] the de-miner of mentioned team was working in his clearance lane, excavating a detected signal, his pick touched on the top of a PMN 2 anti-personnel mine and caused it to go off. Terrorism, historically, has been institutionalized by some governments to their advantage. Health Policy and Management Faculty Publications

Objectives. We determined whether state Medicaid programs cover recommended treatments for adult and pediatric obesity and to what extent states regulate the treatment and coverage of obesity by private insurers.

Methods. We conducted a state-by-state document review of Medicaid manuals and private insurance laws and regulations.

Results. Eight state Medicaid programs appear to cover all recommended obesity treatment modalities for adults. Only 10 states appear to reimburse for obesity-related treatment in children. In the small-group insurance market, 35 states expressly allow obesity to be used for rate adjustments, while 10 states do so in the individual market. Two states expressly …
