On 15 August 2010 while [the Victim] deminer was busy in his clearance lane excavating a detected signal, his excavation tool touched a mine and caused it to explode. According to the investigation report the signal was not pinpointed correctly and the deminer has used his excavation tool directly on the top of anti-personnel mine and the accident happened. Fortunately the victim deminer was fully dressed with PPE, so he got a superficial injury between the thumb & index finger of his right hand.

The accident occurred in (NR 205) on the 13th August 2010 in a cleared mine field (?) in Al Lafa Kassala where a tractor driver was injured by an Anti-Tank (AT) PRB 35 mine whilst cultivating an area of land that had been released through full manual clearance by [Demining group]. The tractor driver suffered injuries to his upper and lower right limbs.

On 13th August 2010 an Al Lafa, Kassala farmer was ploughing his field by tractor at approximately 2300hrs, when he detonated an antitank mine. The left rear tyre was destroyed, luckily he survived with surprisingly minor injuries. After some initial confusion as to whether the mine was or was not in a cleared area (perhaps a data reading error) and a preliminary investigation, it was established that the site had been previously cleared. BOI 2010/03 was initiated to determine the facts and make recommendations to the mineaction community.

My presentation is a case study of Rwanda and will circle around different approaches to reconciliation and the role of memory. Following a brief overview of the situation at the end of the genocide in 1994, I will introduce the different approaches the Rwandan government has undertaken to build unity and reconciliation amongst its citizens in order to lay the foundation for a strong nation. In my presentation I will also touch upon the role of memorials, the necessity to remember and the challenges of divisionism and denial of the genocide.

Demand-Side Programs To Stimulate Adoption Of Broadband: What Works?, James Prieger, Janice A. Hauge

We examine the evidence available on the efficacy of demand-side programs intended to stimulate broadband adoption. We review studies that attempt to measure results. Our suggestions for future program evaluations are to include cost-benefit analysis as a standard part of program review and to make clear that the purpose of evaluation is to assess progress made toward the ultimate policy goals rather than the program’s proximate implementation goals. Appropriate data must be collected to draw conclusions, and appropriate statistical methods must be used to determine the causal impacts of a program. This has rarely been done to date.

According to a July 2010 survey conducted by CNBC Nevada ranks 34th in its quality of life. Public schools are anchors, vital components, and “heartbeats” of communities that contribute to the growth or decline of neighborhoods. This study focused on the use of single occupancy vehicles by employee and student commuters at the University at Albany. The team conducted a review of the existing options for alternative transportation, developed GIS maps of commuting patterns, investigated the on-time performance of mass transit and created a survey to examine perceptions and barriers to using alternative transportation. The report includes a handbook for conducting a similar analysis at other institutions.

The Institute of Service Excellence at Singapore Management University rolled out the Customer Satisfaction Index of Singapore for companies in 8 key economic sectors in 2007. 2010 marks the introduction of a quarterly measure-and-release system. Each quarter, end-users of companies from two economic sectors are surveyed. The results are estimated and analysed for release in the same quarter. The national score will be released in the first quarter of the following year. Sectors measured in the second quarter of 2010 are Transportation & Logistics and Education. This study investigates why municipal officials have not fully taken advantage of the interactive features of the Internet to bring citizens closer to their governments. Studies show that although the Internet has great potential to improve government–citizen relations, many governments at all levels have not taken advantage of this potential to improve Web site deliberative features to enhance online citizen participation in the policy process. This paper examines the contemporary processes at work in urban areas without clear spatial identities that are simultaneously facing the challenges of cultural change and gentrification. I do so through the close analysis of one such ‘liminal place’ on Chicago’s West Side. I use the phrase ‘a community on the edge of the island’ to describe the area, inspired by an interview subject who referred to the tenuous search for a sort of ideal bohemian hipness as the need to stay as “close to the edge of the island” as possible without actually leaving it. Cities that were once considered the most-desired places to live or for businesses to locate are now seeking ways to unclog their increasingly congested roadways and regain their quality of life. U.S. Department of Transportation Strategic Plan Background Cities across the U.S. that are struggling with congestion resort to remedies that are increasingly difficult to implement. Adding capacity is a more challenging proposition given limited land availability, greater environmental constraints, and fiscal barriers. William Hague’s assertion that human rights should constitute the “irreducible core” of foreign policy under the new UK coalition government may seem a radical departure for the new Foreign Secretary. Hague is, after all, a leading figure in the British Conservative Party, which in its recent election manifesto called for the repeal of the UK’s Human Rights Act that incorporates the European Convention on Human Rights into UK law.
