The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

This report is the outcome of a month-long exploratory study on growth of the contemporary music scene in Belfast, United Kingdom. Data was obtained by way of qualitative methods using focused interviews with five musicians and one music organization’s executive, and participant observations came from attending concert venues and music organizations in Belfast. Through these methods, it can be concluded that this is a new era for the current contemporary music scene. Despite Belfast’s reputation as a chaotic and dangerous city after decades worth of political and social unrest, the musicians have broken free from the chains of their past, …

Since independence, the Moroccan government has pursued a slow, controlled process of decentralization. While recognizing the benefits of local authority, the government does not wish to empower sub-national groups against the central monarchy or diminish its own relevance as the symbolic and administrative face of the nation. Subsequently, in many regions, local and community structures have only experienced limited access to political management. Furthermore, local administrations that rely on the central government for capital are directly subject to the wishes of the state. If we are to study reconciliation in Rwanda, we cannot avoid studying the influence on religion, specifically Christianity. This paper will assess the reality of the Church’s influence in the genocide and in the overall reconciliation effort, using the theological foundations upon which the reconciliation movement is founded. After discerning which theological principles are most relevant to reconciliation as a whole, this paper will evaluate which methods employed as a result of those principles are most effectively making a positive impact on Rwandan society. A first step in a series of studies intended to discover how members of Kenyan ethnic groups elect National, Political and Ethnic identities, and how that election affected the 2007-2008 Post Election Violence, this field study examines as case study the relationship between the Kisii and Luo ethnic groups, setting up a comparison between the Kisii-Kipsigis ethnic relationship. Finding that the questions asked by actors such as the Kenyan National Commission on Human Rights were fundamentally wrong and incomplete, this study identifies questions of more significance to crisis-prevention and begins to identify methods to improve local civic-engagement within a community …

This study examines how nongovernmental organizations and community-based organizations in Lamu District interact with the governmentally structured health care system at the district level. This is done through participatory observation, interviews and removed observation of NGOs, CBOs and government officials. From these observations, this study then identifies major challenges faced by health NGOs that inhibit them from performing to the best of their ability, and at times even compromise the health of the people they are trying to help. As part of a three-week social analysis study, the African National Congress’ (ANC) proposal for a National Health Insurance (NHI) scheme was examined. Legal commitments in Section 27 of the Constitution and Section 3 of the National Health Act oblige the South African government to work progressively towards realization of the right to healthcare. The latest push for NHI can be interpreted as an attempt to broaden realization of this right.

In the international humanitarian aid community (IHAC), a group of national, political, public, and private actors, there are many dichotomies. These differences range from the organizations’ structures to their humanitarian philosophies. One philosophical schism amongst the IHAC actors is the seemingly contradictory approaches of the UN’s cluster system and that of the Dunantist organizations. In general, this schism can be characterized as a contrast in humanitarian ideologies; the integrated approach, which includes political development, on the one hand, and strict humanitarian aid that stays removed from issues of development on the other.

This paper examines the relationship between nationalism and public opinion in the region of Catalonia in contemporary Spain. It analyzes the interaction of the climate of opinion, expectations, poll results, and political action. This holistic approach permits a conclusion that successive Catalan governments and the political class, in an effort to solidify their foothold in and emerging democracy, have been successful in creating a climate of opinion that has encouraged the nationalist part of the Catalan population, concentrated proportionally in highest socioeconomic strata, to be actively involved in politics, while at the same time demobilizing a significant part of the …

Cost-Benefit Analysis Of Greening An Older Modest-Sized Home, Delilah Zoe Leval

This professional project estimates the upfront costs and utility savings expected from greening an approximately 1,100 square foot home built in the 1950s in the San Francisco Bay Area. Two sets of upgrades (alternative and original) were compared for costs and benefits. The alternative set (which included ceiling insulation and omitted upgrading to dual-pane windows) clearly out performed the original set. The alternative set would be expected to reduce resident utility bills by 28% annually, and to prevent approximately 2,700 lbs of carbon dioxide emissions annually. The water efficiency upgrades were the best performing group of upgrades, as they had …

The Salvation Army Ray and Joan Kroc Community Center summer day camp is an eight-week program for Kindergarten through 6th Grade youth that is partially funded through a grant provided by the Learning Community of Douglas and Sarpy Counties (LCDSC). The Kroc Center contracted with the Consortium for Organizational Research and Evaluation (CORE) at the University of Nebraska at Omaha to conduct an external evaluation of the program.

In July, the ADE released results for the 2009-10 end-ofcourse (EOC) exams given in Algebra I, Geometry, and Biology administered in April 2010. These results followed the Grade 11 Literacy results released in June. First, we present statewide 2010 results compared to last year. Second, test scores are examined across the state by districts' region, poverty level, and size. Third, we consider the performance of Arkansas students on other assessments to see if these results are consistent with EOC results.

The effectiveness of the Forest Futures Visioning Process, a collaborative process sponsored by the Massachusetts Department of Conservation and Recreation to develop policy recommendations for the future stewardship of Massachusetts forests, is evaluated. The evaluation, based upon a logic model used to assess collaborative environmental governance projects, generally found that goals were met.

The testimony explores the essential legal issue of the extent to which executive agreements related to H.R. 4596 have any force as law in the United States. The agreements made it clear that they did not, by themselves, “provide an independent legal basis for dismissal” of claims of Holocaust victims filed in any courts of the United States. Instead, the executive branch simply agreed to file a “statement of interest” in such lawsuits to the effect “that U.S. policy interests favor dismissal on any valid legal ground.” Some lower courts have nonetheless given the statements of interest preemptive effect as …

More than 60% of the United States population is overweight or obese, and if the current trajectory continues, 50% of the population will be obese by 2030. There is no question that being obese or overweight, is more costly than being of normal weight. Using existing literature, we have detailed the costs incurred due to overweight and obesity that affect working-age adults at the individual level.

Among the items discussed in this review, overweight or obese individuals bear the full burden for some costs, such as the value of lost life, lost wages, gasoline costs, and, when applicable, life insurance. …
