Housing reform in China has proceeded on two tracks: privatization of public housing and development of a new private housing sector. During this period of transition, rents have remained relatively low in the remaining public housing, and purchase prices offered to occupants of public housing have been well below market prices. Although these rents and prices are partly based on known formulas, there is considerable variability in how much people pay for similar apartments. This study uses 2000 Census data to estimate the housing subsidy received by the remaining renters in the public sector and purchasers of public housing, based …

Using a bicycle instead of a motor vehicle for a portion of regular travel could increase people’s physical activity and help improve the nation’s health. Over 60% of personal trips are five miles or less – a reasonable distance to ride a bike – and nearly 40% are two miles or less. Yet current rates of bicycling for transportation are very low, despite the popularity of recreational cycling. Given the potential of bicycling as a means of everyday travel, why aren’t more people cycling? Contemporary health care systems in the United States are not equitable. Indeed, as the literature indicates, there are substantial differences in the variety and scope of service delivery based on age, income, and other socio-economic indicators. The recent passage of health care reform in the United States illustrates that Americans are seeking to bring balance and equity to health care. As the war on terrorism approaches its second decade, the open-ended nature of the 2001 Authorization for the Use of Military Force (AUMF) has given rise to the legal question of when, and how, the conflict will end. The indeterminate nature of the conflict has raised fears that the war powers will continue to be exercised indefinitely-a prospect noted with concern by the Supreme Court in Boumediene v. Bush. The prevailing view among legal scholars is that under existing precedents, the AUMF and the concomitant war powers will continue indefinitely in force until the political branches officially declare the …

In 2002 Hamann, Wortham, and Murillo noted that many U.S. states were hosting significant and often rapidly growing Latino populations for the first time and that these changes had multiple implications for formal schooling as well as out-of-school learning processes. They speculated about whether Latinos were encountering the same, often disappointing, educational fates in communities where their presence was unprecedented as in areas with a longstanding Latino presence. Only tentative conclusions could be provided at that time since the dynamics referenced were frequently novel and in flux.

This paper will examine the right to citizenship and the other essential rights linked to it. When national governments are unable or refuse to grant citizenship to a group of people it results in a violation of international human rights norms. Non-governmental organizations (NGOs) play a key role in enforcing human rights standards in three ways: first, NGOs with lawyers on staff can work through national legal systems to ensure that rights, such as citizenship, are granted. Following the terrorist attacks of September 11th, Afghanistan has received a great deal of international attention, while its Central Asian neighbors have been generally ignored. However, the former-Soviet republics are plagued by security threats of their own, which leaders are quick to blame on the volatile circumstances in Afghanistan. This paper examines the relationship between the two regions, focusing especially on cross-border drug trade, and radical Islamist groups, and claims that Central Asian leaders have over-exaggerated Afghanistan’s negative impact on their states. I first became aware of the British’s struggle with their Legal Aid system while interning with a nonprofit organization in London that conducted research on Legal Aid with the goal of improving individuals’ access to justice. The British have supported Legal Aid for over sixty years; however, during this time it has reached an unsustainable level its current budget being two billion pounds. Since the government simply cannot afford a program this large, it has fallen prey to periodic budget cuts within the past few decades. Research suggests that conflicts are much more likely to re-ignite in societies which have large Diaspora communities in the United States. This study examines the role of American Jewish, Arab, and other Middle Eastern Diaspora communities in the Israeli-Palestinian conflict, and addresses the generally neglected role of trauma and emotions in perpetuating conflict.

The project employed group relations conference methodology to conduct the inquiry. The Indian Gaming Regulatory Act has made a big impact on tribal-state relations since it was enacted in 1988 by the federal government. Tribes have started to make campaign contributions to state and federal politicians to help try to mold lawmakers to vote for Tribal interests. My research looks at Minnesota tribes and their campaign contributions to House members during the 2005 election, and whether these lawmakers voted for tribal issues during their term. For control variables I also gathered a variety of information related to legislative districts. What my analysis has shown is that the tribes in Minnesota donate …

This book examines the relationship between women, gender and the international security agenda, exploring the meaning of security in terms of discourse and practice, as well as the larger goals and strategies of the global women's movement.

Today, many complex global problems are being located within the security logic. From the environment to HIV/AIDS, state and non-state actors have made a practice out of securitizing issues that are not conventionally seen as such. This study addressed the problem of poor attendance adversely affecting grades and learning. Current school policies do not address problematic attendance for all school-aged children, perpetuating trends of academic failure. The research objective was to determine if unexcused absences had a greater negative impact on a high-stakes test compared to excused absences and then develop a manual of best attendance policies to better serve all school-aged children. This study sampled 10,403 students in a southern United States county. Congressional concern about homeless students resulted in the McKinney-Vento Act (MCKV) in 2001, which provides funds to local educational agencies (LEAs). MCKV is almost a decade old, yet no evaluations of its academic effectiveness have been reported. Using a systems theory framework, this study answered research questions (RQs) involving whether normally housed students in Grade 6 scored higher than homeless students in Grade 6 in reading (RQ 1) and math (RQ 2) on end-of-grade (EOG) test scores and whether homeless students in Grade 6 from LEAs that received MCKV funding scored better in reading (RQ 3) and math (RQ 4) …

This report provides an assessment of the feasibility of developing an aerotropolis around Cleveland Hopkins International Airport, Cleveland, Ohio. The report describes the methodology used to assess the feasibility, notes the needs and expectations of community stakeholders, profiles the challenges and successes of six emerging and potential U.S. aerotropolises, and discusses the operating experiences and challenges of 12 additional U.S. airports. Further, this report describes the demographic and economic aspects of the study cities, and discusses potential target industry opportunities.
