Bill 150: The Green Energy Act: An Analysis Of Green Energy Politics In Ontario, Peter Markvoort

This paper examines the Green Energy Act (GEA) and the economic circumstances that enabled the bill to become law in Ontario. An analysis of electrical power research, planning, and recommendations over the past forty years was conducted. The findings reveal that a variety of changes led to the approval of the GEA, including an environmentally conscious value shift and the economic recession, and the coincidence of these factors allowed forty years of government funded energy research to culminate in a publicly supported piece of legislation.

In May 2008, South Africa experienced an outbreak of violence

against foreign Africans living in the country. Political

leaders expressed shock and surprise, but there has in reality

been long-standing and well-documented hostility toward

African immigrants in South Africa. Several competing explanations

have been put forward, with debate gaining urgency

and polarization since the xenophobic attacks of 2008. After

a selective review of the relevant literature to sketch the

contours of that debate, this paper presents findings from

research conducted with African immigrants living in Cape

Town. Their experiences provide further evidence that antiimmigrant

An understanding of historical context and current environment helps explain these patterns. Providing culturally relevant opportunities for youth to build healthy relationships and leadership skills has the potential to increase youth engagement. Over the past four years our multidisciplinary team of researchers, educators, program developers, and community leaders have worked together to develop a number of school-based initiatives that focus on increasing youth engagement through building on strengths and the promotion of healthy relationships. One month before the June 2007 Federal Government Emergency Intervention in the Northern Territory some 55 West Australian Aboriginal child protection workers attended a 3-day summit in Fremantle. Their purpose as front-line practitioners from across the State was to identify how more nurturing and healing communities could be developed and supported in a climate of despair. This paper reports on how the summit was designed and on some of the ideas and concerns that emerged within this dialogical space of cooperative inquiry. The underlying premise of this essay is the hypothesis that quality and significance of scientific research in any given society could be used as mirrors reflecting its true prosperity. By comparing the two cases of comparatively prosperous scientific management of South Korea and Slovenia, with the example of Serbia, illustrating the poor scientific and industrial productivity typically faced by the developing countries, a few general guidelines for the evolution of a society towards higher scientific and social prominence are outlined. Stanton Evans called “the liberal history lesson” and what David Gress calls “the Grand Narrative.” The ironic title of the book (see page 1) may refer to a 1984 BBC radio series, later published as From Plato to NATO: Studies on Political Thought (1995), by the late British journalist and BBC announcer Brian Redhead. Rather than view the alleged proliferation of “czars” in recent presidential administrations as a threat to the constitutional order, we consider it part of an ongoing reorganization of the presidential branch designed to maximize leadership capacity as presidents continue to take more responsibility for policy development and implementation, a phenomenon driven as much by congressional abdication as presidential zeal for power. The real debate lies over whether the president can delegate his constitutional authority to those who work beneath him. We posit that presidents may choose to delegate within their own discretion, so long as it is within the limits …

The main purpose of this article is to analyze and describe the role of Medicaid in facilitating access to care for pregnant women and ensuring high-quality maternity care that is affordable. It first summarizes the federal Medicaid requirements regarding eligibility, coverage of benefits, financing, and service delivery, with a special emphasis on existing quality provisions. Then, it discusses current issues and recommends several Medicaid reforms, particularly in the area of quality assessment and improvement. Background: In 2005, CDC began the Diabetes Primary Prevention Initiative Interventions Focus Area (DPPI-IFA), which funded fıve state Diabetes Prevention and Control Programs (DPCPs) to translate diabetes primary prevention trials into real-world settings by developing and implementing a framework for state-level diabetes primary prevention.

Purpose: The purpose of this case study, conducted in 2007, was to describe DPPI-IFA implementation, including facilitators and challenges to the initiative. Methods: Case studies of the fıve DPCPs in the DPPI-IFA involving site visits with key informant interviews of state staff and partners and archival record collection.

In countries severely affected by HIV/AIDS, shortages of health workers present a major obstacle to scaling up HIV services. Adopting a task shifting approach for the deployment of community health workers (CHWs) represents one strategy for rapid expansion of the health workforce. This study aimed to evaluate the contribution of CHWs with a focus on identifying the critical elements of an enabling environment that can ensure they provide quality services in a manner that is sustainable. The HOPE VI program enacted in 1992 represented a shift in public housing by addressing resident's needs through physical design improvements, self-sufficiency programs, and the deconcentration of poverty. Funding through HOPE VI allowed local housing authorities to demolish deteriorated public housing units and replace them with new income-inclusive housing units. The "hope" would be that low income residents would interact with middle income residents to access resources that are normally beyond the reach of low income individuals. The goal of this study is to identify the roles and barriers of community-based organizations in post-disaster changing neighborhoods and to examine how community based organizations support residents in dealing with neighborhood change through the case of New Orleans, Louisiana following Hurricane Katrina.
