Cambodia’s landmine problem is the result of a protracted sequence of internal and regional conflicts that affected the country from the mid 1960s until the end of 1998. The nature of landmine and ERW contamination in Cambodia is highly complex. The northwestern regions bordering Thailand are heavily affected, while other parts of the country (mainly the East) are considered moderate to low impact, affected mainly by ERW. Mines and ERW have caused an unacceptable number of casualties, both military and civilian and have hindered national development. Medical education is changing. Physicians have less time for teaching clinical skills and for direct observation of medical students, due to sicker patients in the hospital, shorter hospital stays, competing demands of research and patient care, and implementation of the eighty hour work week for residents. The consumer movement increased awareness of medical errors, patient safety and quality of healthcare. Teaching the pelvic examination is ethically complex. Access to sustainable sanitation systems is a determining factor in human health and economic development. However, more than a third of the world’s population lives without access to improved sanitation facilities. To meet the sanitation United Nations Millennium Development target, "halve, by 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation", a wide range of non conventional sanitation technologies have been implemented in developing countries, including waterless systems. Using the Survey of Income and Program Participation (SIPP), a nationally representative, longitudinal survey, this study examines changing levels of Unemployment Insurance (UI) eligibility and benefit receipt among working low-educated single mothers, 1990–2005. It also examines changing participation in cash welfare and the Food Stamp Program (FSP). Relative to single childless women, there has been no increase in UI benefit receipt among single mothers entering a spell of unemployment in the postreform period, even though single mothers have increased their relative rates of UI eligibility. Because of declining cash assistance receipt, UI became a more common income support than cash …

The economic crisis has coincided with a discernible rise of right-wing populist parties in a number of European countries. This was most recently seen in elections in Belgium, the Netherlands, and Sweden. Right-wing populist parties also hold parliamentary seats in Austria, Denmark, Finland, and Norway, and they have been part of coalition governments in Italy and Switzerland for some time. In France, Jean-Marie Le Pen’s National Front, although not represented in parliament, wields considerable political influence, and may receive an additional electoral boost should Le Pen’s daughter, Marine Le Pen, inherit the party leadership. In fact, democratic activists and peace activists who seek to engage the public face similar theoretical and practical challenges. The purpose of this article is to contribute to an emerging dialogue between the disciplines of democratic theory and peace studies. A state of near-war lasted for almost two decades between Georgia and the separatist region of Abkhazia. Localized violence plagued neighboring communities while United Nations agencies, humanitarian groups, and religious organizations worked with both sides to resolve the conflict’s underlying causes. Unfortunately, those diverse and long-standing efforts proved fruitless when the parties went to war in August 2008. This article examines the reasons for the conflict’s enduring nature and presents an example of grassroots peacemaking completed by university students focused on the plight of Georgia’s domestic refugees. This paper examines the trends for the attainment of information technology (IT) and the barriers to the successful procurement of IT. A literature review, survey of IT managers in Ontario municipalities, and three interviews with municipal IT professionals were conducted. The findings reveal that Ontario municipalities are satisfied with their IT projects for using detailed plans, engaging in formal strategic planning, introducing mechanism controls to avoid risks, and using letters of agreement with formally established terms and conditions for projects, all of which are steps towards a successful procurement process. This study addresses the question of majority-minority relations in situations of intractable conflict (Bar-Tal 2000). The study focuses on processes involved in the majority Jewish group’s construction of images of the Palestinian minority group, all citizens of Israel, while participating in a structured dialogue encounter conducted at Tel Aviv University in Israel. In this dialogue, it was observed that negative inhumane images that the Jews have of the Palestinians were notably expressed by the Jewish group in three situations: to cope with distress when their morality was challenged by the Palestinian group; to preserve the Jewish group's superiority and hegemony …

This report analyzes factors contributing to bus operations safety incidents at TriMet, the transit provider for the Portland Oregon metropolitan region. The analysis focuses on 4,631 collision and non-collision incidents that occurred between 2006 and 2009. Empirical analysis of these incidents draws on a wide array of operator-level data recovered by transit ITS technologies in combination with information from TriMet’s human resources, scheduling, and customer relations databases. Incident frequencies are estimated in relation to operators’ demographic characteristics, employment status, assigned work characteristics, service delivery and performance indicators, temporal factors, and customer information. Bad behavior is not new, but the prevalence of incivility seems a rising tide in the public arena. Passionate outbursts at a public input meeting and planned protest to disrupt meetings are captured with increasing frequency on today’s omnipresent electronic media. The negative invective allowed/encouraged during political campaigns seems to carry over to public input meetings and other places intended for the measured, deliberative processes of governance. The purpose of this qualitative case study was to identify the types of obstacles and patterns experienced by a single heavy rail transit agency located in North America that embedded a Reliability Centered Maintenance (RCM) Process. The outcome of the RCM process also examined the impact of RCM on availability, reliability, and safety of rolling stock. This qualitative study interviewed managers (10 cases), and non-managers (10 cases) at the transit agency obtain data. The Benchmarks initiative has collected data, analyzed in this report, on a significant portion of the state workforce. Guided by Stephen Crosby, dean of the McCormack Graduate School of Policy and Global Studies at UMass Boston, Commonwealth Compact has conducted newsmaking surveys of public opinion and of boards of directors statewide. Bell, Jr. has observed that Christians by and large do not know the church’s just war tradition very well, but that they are receptive to learning about it. Most theologians would likely agree that they know a number of Christians who are hungry to see better thinking and more effective action in response to war in our time.
