Increased operational pace in support of combat operations in Iraq and Afghanistan, combined with a reduction in the number of service members, has required military members to work longer and harder. Civil engineer company grade officers are among the most heavily deployed members of the Air Force. Because of this, Air Force leaders are concerned that they will encounter retention challenges with these members. To address this issue, a questionnaire designed to capture several key attitudes individuals have about the Air Force and the civil engineer career field was administered to 364 Air Force civil engineer company grade officers. This paper presents findings on conditions of healthcare delivery in Afghanistan. There is an ongoing debate about barriers to healthcare in low-income as well as fragile states. In 2002, the Government of Afghanistan established a Basic Package of Health Services (BPHS), contracting primary healthcare delivery to non-state providers. The priority was to give access to the most vulnerable groups: women, children, disabled persons, and the poorest households. In 2005, we conducted a nationwide survey, and using a logistic regression model, investigated provider choice. We also measured associations between perceived availability and usefulness of healthcare providers. Our results indicate that the …

Childhood asthma is a serious and chronic health issue that affects one in seven U.S. children and their families, compromising their health and quality of life and placing a heavy financial burden on families as well as an enormous strain on the health care system. The Health Care and Education Affordability Reconciliation Act of 2010 would make major changes to Medicare Advantage (MA) payment policies. Overall, payments to MA plans would be reduced from the current national average of 113 percent of local fee-for-service (FFS) costs to a new average of 101 percent of FFS costs. The Congressional Budget Office (CBO) has estimated that the new polices would reduce Medicare spending by $132 billion over 10 years. The new policies would set county payment benchmarks for MA plans at 115 percent, 107.5 percent, 100 percent, and 95 percent of local FFS costs depending of the …

These recommendations aim to make better use of programs and policies already in place, such as Medicaid and the Children's Health Insurance Program (CHIP), as well as private sector insurance coverage and existing public health programs. The recommendations also underscore the importance of careful research -- scientific, practical, and community-based -- in order to continue to learn what works best and strengthen knowledge for future action. The accelerating pace of human-influenced climate change and our growing awareness of its negative public-health, environmental, and economic consequences compel decisive action. In recent years, many institutions of higher education have taken leadership roles to promote sustainability and climate neutrality at the campus level. In January 2008, Bucknell University became a signatory to the American Colleges and University Presidents Climate Commitment (ACUPCC). Under this agreement, Bucknell is required to prepare a comprehensive inventory of greenhouse gas emissions by May 2009, to update the inventory every other year thereafter, and to implement tangible emissions-reducing actions in the short-term (two years). In 2004–05, the Inter-Agency Coordination Group for Mine Action (IACG-MA) endorsed the first UN Gender Guidelines for Mine Action Programmes to enhance the integration of gender considerations into UN mine action programmes. The guidelines were developed with the assistance of the International Women’s Development Agency (IWDA). This effort followed the launch by DPKO in 2004 of the Gender Resource Package for Peacekeeping Operations, which identified key gender issues and provided an overview of how they could be addressed most effectively. Applications Barriers To Entry And Exclusive Vertical Contracts In Platform Markets, James Prieger, Wei-Min Hu

Our study extends the empirical literature on whether vertical restraints are anticompetitive. We focus on exclusive contracting in platform markets, which feature indirect network effects and thus are susceptible to applications barriers to entry. Exclusive contracts in vertical relationships between the platform provider and software supplier can heighten entry barriers. We test these theories in the home video game market. We find that indirect network effects from software on hardware demand are present, and that exclusivity takes market share from rivals, but only when most games are non-exclusive. The marginal exclusive game contributes virtually nothing to console demand. Thus, allowing …

This paper examines the implementation aspects of the Public Sector Accounting Board (PSAB) standard for tangible capital assets (TCA) accounting in Middlesex County. A series of interviews with treasurers who work for municipalities in the region were conducted to evaluate the success of the new policy. The findings reveal that in order for local governments to effectively implement the new accounting procedure, having the necessary resources, especially in terms of money and people, is absolutely critical.

This Article explores the implications of a dramatic shift in the American educational landscape—the rapid disappearance of Catholic schools from urban neighborhoods. Primarily because of their strong track record of educating disadvantaged children, these school closures are a source of significant concern in education policy circles. While we are inclined to agree that Catholic school closures contribute to a broader educational crisis, this Article does not address well-rehearsed debates about educational outcomes. Ethnotheories are beliefs that adults hold about children and the factors that impact upon their development. Scholars suggest that “ethnotheories” serve as cultural models that underlie motivations for parenting practices and the way adults organize children’s early experiences. This study examines Mexican adults’ ethnotheories about children’s health in two communities that are linked by transnational migrants and serve as sending and receiving communities for workers. Forty-four Mexican adults in six focus groups discussed well-being issues affecting children in their communities. Qualitative analyses using grounded theory revealed a complex conception of children’s health issues that included physical, psychological, and behavioral components …

The ruling by the International Criminal Court (ICC) in early February concerning the arrest warrant for Omar al-Bashir provoked controversy. The role of the Court has been called into question, with Nesrine Malik’s piece surmising that the ruling has shown that the Court is out of touch with political reality. She argues that the decision plays into the hands of authorities who are using it to their own political ends; that the charge of genocide is unjustified; and that the practicalities of enforcement undermine the Court.

Our research addresses fundamental long-standing concerns in the compensating wage differentials literature and its public policy implications: the econometric properties of estimates of the value of statistical life (VSL) and the wide range of such estimates from about $0 to almost $30 million. Here we address most of the prominent econometric issues by applying panel data, a new and more accurate fatality risk measure, and systematic application of panel data estimators. Controlling for measurement error, endogeneity, latent individual heterogeneity that may be correlated with the regressors, state dependence, and sample composition yields an estimated value of a statistical life of …

Though Western analysts tend to mention al-Qaida and Taliban in Pakistan in the same context, the dynamics of their relationship are far more complex than a cursory examination would reveal. The context of this relationship is best understood within the overarching paradigm of militant activities of post 9/11 Taliban and al-Qaida remnants in Pakistan's tribal areas, where these groups flourish. The military struggle in Afghanistan has significantly influenced the formation of a loosely structured alQaida/Taliban "nexus" that was forged in Pakistan's Federally Administered Tribal Areas (FATA), particularly Waziristan.
