It is unusual for a severe foot injury to occur during excavation. The Victim must have been standing or squatting and, despite mention of a “trowel”, he may have been using the ubiquitous “pick”. The Inadequate equipment listed under Notes refers to the use of inappropriate tools, as identified by the investigators. If he was using a trowel, it is likely that he did not pinpoint the detector signal correctly and so began excavating on top of the mine, as has been reported with several other accidents in this theatre at this time.

The Medicare Modernization Act of 2003 explicitly increased Medicare payments to private Medicare Advantage (MA) plans. As a result, every MA plan in the nation is paid more for its enrollees than they would have been expected to cost in traditional fee-for-service Medicare. The authors calculate that payments to MA plans in 2008 will be 12.4 percent greater than the corresponding costs in traditional Medicare—an average increase of $986 per MA plan enrollee, for a total of more than $8.5 billion. Over the five-year period 2004–2008, extra payments to MA plans are estimated to have totaled nearly $33 billion. Although …

In February 2008, the Health Resources and Services Administration (HRSA) proposed new regulations that would have modified and combined the Health Professional Shortage Area (HPSA) and Medically Underserved Area/Population (MUA/P) designation processes. The comment period was extended twice in response to the large volume of comments, through June 30th. On July 23rd, HRSA effectively withdrew the proposed rule, announcing that in light of its preliminary review of comments, the agency had elected to develop a new proposal. The development of an effective recruitment strategy that attracts and secures entry-level logistics talent is essential to maintain corporate performance. A critical aspect of job placement involves understanding the preferences of students and employers. This research presents results of parallel surveys of U.S. undergraduate logistics, transportation and supply chain student and employer preferences and perceptions regarding employment. Results provided include a demographic respondent profile, their organization /functional area preferences and their perspectives on selected entry-level employment issues. These research results are intended to provide employers, educators and students with information that can be used to improve job placement success.

Safety Attitudes And Behavioral Intentions Of Municipal Waste Disposal Drivers, Swartz M. Stephen, Matthew A. Douglas

Journal of Transportation Management

The Theory of Planned Behavior was used to study factors useful for predicting Behavioral Intentions to commit unsafe acts while driving for commercial drivers working for municipal waste management operations centers. The Theory of Planned Behavior was found to be moderately effective in predicting behavioral intentions, particularly through the constructs of Attitude and Perceived Control. Driver perceptions of safety climate, self-assessed personal safety performance, risk aversion, and attitudes toward behavioral factors associated with engaging in risky behaviors while operating motor vehicles were studied. Risk aversion and driver perception of their own safety performance were also useful predictors of intention.

Over the last half century, more than forty states across the nation have experienced school finance lawsuits as a consequence of perceived and real funding gaps between rich and poor districts (Rebell, 2001). Arkansas is one such state, with a long history of school funding battles in the courts. The legal challenges began in 1983, when the Arkansas Supreme Court initially found the state's school funding system unconstitutional under the equal protection clause of the state constitution .
