In continuation of its generous support to the Regional Initiative for Sustainable Economy Programme, known as RISE, the Government of Japan has agreed to extend the duration of the programme until June 2007. This USD 12.7-million programme is fully funded by the Government of Japan under the Peace Building Grant Aid scheme, and has been in operation in Balkh, Nangarhar and Kandahar provinces. The actual implementation of the RISE activities started in March 2006 initially for the period of one year, and was recently extended until June 2007. This report identifies lessons learned and best practices from Austcare’s Integrated Mine Action (IMA) Program in Cambodia. It provides key recommendations for Austcare to consider implementing, while also highlighting broader perspectives that may be of interest to other agencies involved in IMA or seeking to develop a similar approach. To date, few organisations have documented their field-based experiences in IMA. This report explores Austcare’s experience in Cambodia to explain and advocate the benefits of IMA, as well to identify some of the challenges involved. As the story unfolds, other facts may get in the way but these central views should not be forgotten. The focus of this case is on the individual. However, the material also covers institutional decisions and policies that deserve considering. The institutional story is the background, not the foreground, of this case. Yet, when the institutional features are considered, they may give new insight to the individuals' decisions.

Pets such as dogs, cats and fish were popular in many other countries (Marx et al., 1988; Gammonley, 1991; Brodie & Biley, 1999; PIAS, 2002). In Hong Kong, pet owners increased to 0.26 million (Census and Statistics Department, 2006). Program. This study investigated the relationships between Reservist leaders' attitudes and Hersey and Blanchard's Situational Leadership Theory (SLT), and Thomas's Integrative Model of Intrinsic Motivation during a 2004 Sinai, Egypt, peacekeeping mission.

Methodology. This descriptive study provided quantitative and qualitative results. Three instruments were used with a convenience sample of leaders within one forward-deployed National Guard infantry battalion. The LEADSelf instrument determined the SLT style of unit officers and non-commissioned officers. The Thomas Empowerment Survey profiled participants' intrinsic motivation. A researcher-developed survey determined preferences for intrinsic versus extrinsic motivator factors.

The conversion of farmland near cities to other human uses is a global trend that challenges our long-term capacity to provide food, fiber, and ecosystem services to a growing world population. If current trends continue in the United States, the population will reach 450 million by the year 2050. At the same time, an accelerating change in land use will reduce today’s two acres per person of farmland to less than one acre per person. In late 2004 the Kentucky Drug Endangered Children Alliance was created to bring attention to the methamphetamine problem in Kentucky and coordinate the efforts of many different agencies. The Training Network is part of the Alliance and seeks to educate the various service providers that may come into contact with the child victims of caregiver meth abuse and production. The Training Network estimates it has provided training to almost ten thousand individuals in the three years it has been at work.

This report is intended to evaluate the implementation of Senate Bill (SB) 172 in Kentucky's public schools. This law requires that all schools in Kentucky implement strict nutrition standards that apply to all foods sold during the school day. This report highlights the different methods used by selected schools in implementing the requirements in SB 172. In performing my analysis, I traveled to different schools in central and southeastern Kentucky to assess how these select schools were meeting the requirements of the law. On average, a person reaching the age of 60 can expect to live an additional 22 years. Assessors are required, as mandated by the Kentucky State Constitution and KRS 132.690, to assess property at 100 percent of fair market value. Fair market value is defined as the price a seller would expect to receive in an open and competitive market. Evidence from data and analysis in this paper indicates that property is under-assessed by approximately 25 percent. Though urban areas assess at a slightly higher rate, this is offset by rural areas, which do a significantly poorer job. Public housing is plagued by the well known “not-in-my-backyard” (NIMBY) phenomenon. People may support the existence of public housing, but oppose it in their neighborhood. This is particularly relevant to “scattered site” public housing – which has a much lower density than “traditional” public housing – because, by its very essence, scattered site public housing will be “in more backyards”. Public protests against such programs have made it clear that people don’t care about the positive effects for the public housing tenants nearly as much as they care about perceived negative effects on their neighborhood.

Violent campus crime, in particular rape and aggravated assault, has become more pronounced in the last several decades. The judicial and legislative branches have responded through court decisions and legal enactments that require most universities to collect and report campus crime data. Many concerns have arisen as to the effectiveness and implications associated with such mandates. Some believe current laws do little to improve campus safety. In a 1977 special feature on female terrorism, the German weekly newsmagazine, Der Spiegel, published a photograph of a woman with a bomb strapped to her front, masquerading as a pregnant woman. This image perfectly encapsulates the "paradoxical" quality of the female terrorist, who instead of giving life takes it. Furthermore, if, according to Tamar Mayer, women are represented in national and cultural narratives as "the nation's social and biological womb," the threatening quality of such representations for the body politic of the nation starts to become clear. As part of a broad consideration of how the terrorist is presented, this essay will concentrate in particular on Cal (1984), The Crying Game (1992), The Dancer Upstairs (2002) and The Quiet American (2002). Beginning with one single body painted by Gustave Courbet in 1866 and one temple destroyed on September 11th, this paper moves to consider the far reaching impact that the War on Terror has on the entire social body. By paying attention to the unknowable status of both the events and the perpetrators of terrorism, it will be argued that the overwhelming ambiguity of terrorism and counter-terrorist activity has allowed the War on Terror to return to prior discourses of racism and homophobia to mark the corporeal otherness it hopes to confront. Using data from the auction of vehicle quota licenses in Singapore, we study if revenue equivalence holds when the auction format was switched from a sealed-bid format (May 1990 to June 2001) to an open bidding format since July 2001. Our econometric analysis indicates the change in auction format led to a change in bidding behavior. On average, the quota license premium under the open bidding format is about US$1000 (about 7.5% of the Category E license price in June 2001) lower, compared to the forecast level that would have prevailed if there had been no change in the auction …

In March 2006, the National Policy Consensus Center (NPCC) and the United States Environmental Protection Agency (US EPA) co-hosted a multi-stakeholder Colloquium to consider whether collaborative approaches would allow Supplemental Environmental Projects (SEPs) to leverage environmental, public health, economic, and social benefits for communities affected by environmental law violations. A SEP is an environmentally beneficial project that a violator voluntarily agrees to perform, in addition to actions required to correct the violation(s), as part of an enforcement settlement.

Military operations routinely require military personnel to consistently perform their duties over several hours or days. Tasks that require prolonged work can lead to mental fatigue and decreased performance. The transactional model proposes that individuals cope with changes in the environment and maintain performance. This ability to cope is determined by factors of the environment and the individual's personality. One environmental factor that can influence coping is extended task performance. This study examined the effect of extended task performance and its interaction with task difficulty. PlanPDX worked to assess existing district conditions and assist in the development of goals for the district that could inform and guide future improvement efforts. Utilizing a variety of research methods including community outreach efforts, in-person interviews, technical analysis and organizing two well-attended community workshops, the Vision Team and PlanPDX successfully generated a set of recommendations for Main Street Park Rose.
