This study seeks to understand how engaged Mongolia’s nomadic herders and other rural citizens are in local decision-making. To do so, we conducted over sixty interviews with rural citizens, local officials, and political experts. We also carried out two page-long written surveys which were filled out by nearly two hundred rural citizens in four provinces. Though many Mongolian political experts tend to dismiss local government as powerless and treat rural citizens as homogenous entity, our research has uncovered a remarkable diversity of opinion and activism at the local level. Impacts Of The Greenbelt Plan On The Agricultural Industry, Case Study: Town Of Erin, Wellington County, Robert Dwayne Evans

This paper examines the impact of the Greenbelt Plan on the agricultural industry in the Greater Golden Horseshoe Area. An analysis of agricultural data from the 2001 Census and interviews with farmers living both within and outside of the Greenbelt Area in the lower-tier municipality of Erin were conducted. The findings reveal that the Greenbelt Plan does not have a negative impact on the agricultural industry in the Greater Golden Horseshoe and many participants cited the positive effects of the legislation.

People with disabilities face disability-related barriers that affect their receipt of health care. These often are discussed in terms of three categories: financial, structural, and programmatic barriers. Financial barriers may involve the lack of insurance, inability to pay for care, or coverage limitations for such items as durable medical equipment and medication. Structural barriers primarily arise from the architectural characteristics of health care delivery settings, such as parking location, building entrances, stairs and ramps, and bathrooms. Programmatic barriers are barriers involving the processes used to deliver health care. This category is the least understood, yet an important factor for access …

Given recent concerns about North American port congestion, this paper examines stakeholder involvement in expanding port capacity to meet significant volume growth. North American container port authorities were surveyed to identify key capacity factors and subsequent participation requirements by stakeholders such as terminal operators, longshore labor, railroads, steamship lines, truckers, and government. The resulting analysis indicates port frustration with participation currently offered by all stakeholders, especially the federal government and railroads. Such results further validate the requirement for a multi-stakeholder approach to port capacity expansion and suggest the need for national freight policy and planning leadership.

The purpose of this applied research study was to test the sensitivity of the Evacuation Simulation Prediction (ESP) tool in predicting travel time during high volume traffic periods. The discrete event-based simulation tool was designed to aid local evacuation planning contingencies. Research of the Florida Department of Transportation traffic count data demonstrated parallel trends in rush hour volume versus hurricane evacuation volume. A model validation was designed to test if the model closely predicted high volume travel on a major interstate. The purpose of the present study was to explore what influence public parks have on the sense of community of the residents living near parks. Respondents were chosen from within the service area (0.5 miles) of five parks in Norfolk, VA They rated their park experiences and answered sense of community and demographic questions. Confirmatory factor analysis identified five different dimensions in measuring the SOC levels. Correlation and regression analyses identified the extent of the influence that recreation participation had on sense of community of residents. In 2003 and 2004, the Massachusetts legislature dramatically changed state law to allow welfare recipients to engage in education and training to fulfill their mandatory work requirements. The research reported here had as its goal to document whether women who received welfare benefits between 2003 and 2006 knew about, and took advantage of, these historic changes. A fundamental supposition of the research described here is that low-income women should have access to substantive educational opportunities to improve their employment and earnings; raise children with educational aspirations and achievements; enhance their civic participation; and contribute to the state’s human capital resources.

Entry-Level Heavy Truck Drivers And Highway Safety: Is It Finally Time For Federally Mandated Training?, Harry L. Sink

This article examines the need for mandated instruction and a uniform curriculum for entry-level commercial drivers. The study also addresses the discontinuity resulting from the establishment of a uniform licensing standard without requiring preparatory training. The research involves a review of Federal regulations pertaining to obligatory operator instruction in the air, water and rail mode. The investigation concludes that weak support and lobbying efforts by certain trucking interests have thwarted the adoption of mandatory instruction and/or a uniform curriculum. The study also highlights a pressing need for policy revision given the imminent retirement of many “baby boom” generation drivers.

With the unprecedented growth of international trade, a growing number of multinational firms have coped with logistical challenges of shipping products to and from unfamiliar territories in many countries. These logistical challenges include the cross-border transportation of products originated from inland port to another inland port isolated from major waterways. In particular, the lack of access to major waterways would not only constrain the intermodal transportation option, but also make door-to-door, containerized delivery services nearly impossible. A study of U.S. firm outsourcing and offshoring practices and future plans regarding supply chain activities provides an update for supply chain managers. Specifically, the reported information provides supply chain managers of manufacturing/ merchandising firms with a competitive benchmark; facilitates third party logistics manager strategic planning efforts and provides an input to U.S. transportation planners who determine future transport and infrastructure requirements. The study reports the responses of 151 Chief Purchasing Officers from U.S. firms. Firms are benefiting from outsourcing logistics and production activities and over one-third of the firms plan to increase outsourcing spend. In addition, 60 percent of …

This research reports the experiences of both adopters and non-adopters of transportation management system (TMS) technology. TMS adopters represent a diverse array of companies, with a surprisingly high percentage of adopters using outsourced services for decision support activities. Motives for adoption tend to align with the firm’s strategic needs though functionality focuses on the shipper’s day-to-day operational needs. While expectations of system performance and return on investment vary greatly, TMS users illustrate a generally high level of satisfaction. Non-adopters view decision support for transportation activities as a low priority. The article explores future prospects for TMS development and adoption.

This report provides an evaluation of the Oregon Department of Transportation-Driver and Motor Vehicle (DMV) Services Driver Improvement Program (DIP), which was substantially changed in 2002. Prior to 2002, the DIP was organized around four progressive steps involving advisory letters, warning letters, probation, and suspension. The current program is organized around two steps: restriction and suspension. The timeline to the steps in the current program have also been shortened. For years, scholars and environmental policymakers have conducted a spirited debate about the comparative merits of two different approaches to enforcement of the nation's environmental laws: the coercive (or deterrence-based) and cooperative approaches. Supporters of the coercive model regard the deterrence of violations as the fundamental purpose of enforcement. They regard the imposition of sanctions, which make it less costly for regulated entities to comply with their regulatory responsibilities and avoid enforcement than to fail to comply and run the risk of enforcement, as the most effective way for inducing regulated entities to comply with their regulatory obligations.
