The partnership phenomenon has received considerable attention as an alternative management strategy for public agencies. The current political culture of fiscal constraint and 'doing more with less' has caused a groundswell of interest in collaborative, partnering, and resource sharing arrangements (Selin & Myers, 1995). Partnership offers a process to increase involvement through democratic means and provide a viable approach for expanding the range of services offered, enhancing the opportunities of park visitors, and building a sense of community pride (Vaske, Donnelly, & LaPage, 1995). In the summer of 2005, the W.K. Kellogg Foundation awarded a $200,000 grant to the United Way of America to demonstrate the ability of three Mississippi Delta states to develop 2-1-1 services and enable community resource data sharing. The three states, Louisiana, Arkansas, and Mississippi, face significant social and economic challenges, particularly in the Mississippi Delta region. The focus of the Kellogg Foundation funding was development of resource databases and 2-1-1 in Arkansas and Mississippi, with particular focus on the Mid South Delta area. A multiple-case-qualitative approach was used to examine the lives of women who overcame lives of poverty. Participants were chosen from a pool of students in the Midwestern portion of the United States who previously participated in the Educational Talent Search program, a division of Upward Bound, that assists low income and at-risk students in attending college. Numerous themes were obtained from the data; however, the overarching theme for this study included the process of change. Specifically, the women spoke about the decisions they made to overcome poverty and thus begin referring to themselves as "successful." In order to provide further …

Japan's foreign aid, known as Official Development Assistance (ODA), is the single most significant political and diplomatic tool in the arena of Japanese foreign policy due to Japan's war-renouncing Article 9. The inception of HOPE VI in 1992 was proposed as a solution to concentrated poverty and disinvestment in inner city neighborhoods. The US General Accounting Office estimates that as of November 2003, approximately 49,000 people have been forced to relocate to permanent or temporary residences since the nationwide implementation of HOPE VI. Today, the effects of HOPE VI on the urban poor of Chicago have received little attention. Members of the Association of Southeast Asian Nations, or ASEAN, have had a longstanding policy of not interfering in each other's domestic affairs. This norm of"noninterference" is considered both a hallmark of intraregional diplomacy in Southeast Asia and ASEAN's most venerated nonn. However, recent developments regarding the relationship between Myanmar and the rest of the regional grouping suggest that this principle may not currently be as sacrosanct as it has been in the past. Social coordination takes form in accordance with three pure types: markets, hierarchies, and networks. The research that is the subject of this dissertation explored coordination through interorganizational networks involved in policy implementation. Of specific interest was the decision on the part of network participants to cooperate with other network participants to undertake implementation tasks. Conventional models of decision-making do not account for the interdependent and strategic nature of these interactions. To address this gap in understanding, a model of decision-making was developed. Persons with disabilities should direct their own job searches, from determining their interests and goals to researching employment opportunities to starting a new job. Doing so increases their sense of empowerment and can contribute to their employment success. Employment professionals have a facilitating role to play in the process. Job seeker self-determination practices should drive employment services' coordination, funding, and implementation.
