Deminer 67178 [the Victim] detonated one No-10 Israeli anti personnel blast mine due to hacking on top of mine. At the time of the incident the deminer was wearing the PPE (Body vest and Goggles). The deminer sustained no injuries.

Today's rural Americans, however, have fewer job opportunities within their communities, and are joining the military at higher rates. In turn, rural communities are facing military losses in disproportionate numbers to their urban counterparts.

This 1988 documentary explores Zabelka’s trips to Hiroshima and Nagasaki, Japan to ask for forgiveness for these terrible crimes. The film included footage of the Pantex Nuclear Bomb plant in Amarillo, Texas, that is producing 5-8 mega bombs per day and transporting 180 bombs every three months for the Trident subs. The film also showed how we knowingly napalmed Dresden. Napalm is immoral and we knew it meant death for all civilians, yet we did it. Without repentance for these actions, there …

In an environment of limited resources, the question of who is deserving and undeserving of assistance becomes critical. Policymakers’ biases about whether a health condition is self-inflicted, as well as their perceptions about whether treatments are truly effective, play a major role—often unstated—in the allocation of resources.

Disparities in healthcare represent a failure in the equity domain of quality. Although disparities have been well documented, little has been written about how hospitals might use improved data collection and quality improvement techniques to eliminate disparities. This article describes early findings from the planning phase of the first hospital-based disparities collaborative. The authors also discuss the changes in policy and practice that may speed hospitals in placing disparities and equity on their quality agendas.

A legal analysis released by The George Washington University School of Public Health and Health Services and the Robert Wood Johnson Foundation affirms the legality under federal and state law of physician ranking systems used by health plan provider networks. This analysis examines seven types of possible legal allegations against physicians tiering, concluding how the approach is undertaken plays a significant role in determining legal backlash.

This report shows decennial census counts and annual estimates of the population for Nebraska and its counties and cities. Demographic patterns and trends, including changes in the components of population change, are illustrated. An evaluation of where we have been demographically over time may show us where we are headed as a state. It is important to see how changes have been occurring at both the local and statewide level.

Corruption In Bank Lending To Firms : Do Competition And Information Sharing Matter?, James R. Barth, Chen Lin, Ping Lin, Frank M. Song

Building on the important study by Beck, Demirguc-Kunt and Levine (2006), we examine the effects of borrower and lender competition and information sharing νia credit registries/bureaus on corruption in bank lending. Using the unique World Bank dataset of the World Business Environment Survey (WBES) covering 58 countries and information on credit registries/bureaus and bank regulation assembled by other scholars, we find (1) strong evidence that banking competition reduces lending corruption and (2) the first and robust evidence that information sharing among banks (especially via private bureaus) contributes to reducing corruption in bank lending. The prospect for high-speed rail (HSR) service for the San Francisco-Los Angeles corridor and beyond first arose eight years ago. The plan remains to connect California’s major cities in the next 15 years at a total cost of $25 billion.

The purpose of this study is to reach a fuller understanding of consumers’ perceptions of such a service. Consumer logistics theory is used in the study as a framework to begin to provide this understanding of consumer perceptions and to inform future efforts to develop and market HSR service.

In FY2004, 22% of individuals receiving day supports from state mental retardation or developmental disability (MR/DD) agencies participated in integrated employment while 56.5% of individuals were supported in facility-based settings. While the data demonstrate a continued decrease in the percent of people served in facility-based settings (from 60% in 1999 to 57% in 2004), it also suggests a slight decrease in the percent served in integrated employment (from 25.5% in 1999 to 22% in 2004).

With fast population growth and economic development in the US-Mexico Borderland, water diversion and usages has reduced the flow substantially in the Low Rio Grande River (LRGR). Tidal portion of the LRGR has posed an environmental drought issue since 1993 and the channel clogged with the invasion of non-native plants also causes environmental problems. As a result of the intensity of these natural and manmade factors, the Rio Grande stopped flowing to the sea in February 2001. The flows were reduced to a point that they were unable to push out the sand deposited at the mouth. Geomorphologic evolution in …

Nonprofit Organizations advocate for the poor, the disenfranchised and the oppressed. This process is thought to build social capital and civil society, while engendering the development of social skills and deliberation. In recent years, scholars have observed that nonprofit advocacy organizations have moved from membership associations to professionalized policy change organizations. Virtual advocacy will move the process farther afield. Astroturf, the creation of synthetic advocacy efforts, continues this process further. All of this has troubling implications for nonprofit organizations and nonprofit theory. Community Development Corporations And Public Participation: Lessons From A Case Study In The Arkansas Delta, Valerie H. Hunt

In this paper, I focus on the role of community development corporations (CDCs) in fostering public participation in the local political process. Using survey and interview data gathered from CDCs operating in the Mississippi Delta region of Arkansas, I show that the CDC is an important intermediary between the citizens and the local political arena. While, according to this study's findings, the CDCs' long-term goal is to develop a lasting sense of efficacy among CDC participants, leading to direct political participation by citizens, the nature of CDC funding does not fully support these efforts.
