In a post-conflict scenario, these are sometimes known collectively as explosive remnants of war. While global initiatives have limited the spread of certain types of devices (especially anti-personnel mines), a considerable problem still exists and will continue for many years to come.

Mine action is changing. This is not 1997 and what the international community has learned in the past eight years clearly indicates that the path forward is something different from what a literal reading of the Ottawa Convention would suggest. The Landmine Impact Survey process has demonstrated very clearly that only a small portion of the minefields—normally less than 20 percent—account for the vast majority of casualties and lost economic opportunities. The mine action community has a responsibility to profit from this new knowledge and to adjust its approach accordingly.

The evaluation considered technical survey activities at both the technical and strategic levels in order to assess the Cambodian Mine Action Centre (CMAC) technical survey capacity established in 2003. The assessment was conducted in four phases. Proverty reduction is a top priority for international organizations, governments and non-gorvernmental organizations. The aid resources available for poverty reduction are, however, severely constrained in many countries. Minimizing the leakage of aid resources to the non-poor is a key to maximize poverty reduction with the limited amount of resources available. One Way to minimize such leakage to to target resources geographically. That is, policmakers can move resources to the poorest parts of the country. Geographic taregting can quite effective when poverty is unevenly distributed across the country, and this proves to be the case in many countries.

The report is prepared by the Center for Economic Development at Cleveland State University’s Maxine Goodman Levin College of Urban Affairs as a part of the regional indicators project under the Presidential Initiative Program. The study examines human capital and labor force in 36 regions across the country: 32 metropolitan areas of comparable size to the Cleveland metropolitan statistical area (MSA) and three smaller MSAs in Northeast Ohio — Akron,1 Canton, and Youngstown.

Cleaning Up After The Storm: Lessons Learned From The Experiences Of Disaster Volunteers After The May 2004 Storms In Southeast Nebraska, Denise Bulling, Stacey Hoffman, Elissa Dahlberg

University of Nebraska Public Policy Center: Publications

A survey was sent to clean-up volunteers 17 months after they helped with debris removal from an area in Nebraska devastated by tornadoes. The survey asked about their experiences and perceptions related to that volunteer work. The 622 respondents offered suggestions to enhance the processes used to deploy and supervise disaster clean-up volunteers. These respondents were generally older and more educated than the demographics of the area would suggest. They reported being motivated to volunteer primarily for altruistic reasons and generally had positive experiences. Those volunteers who reported experiencing some distress as a result of their disaster volunteer experience were …

Local elected officials provide a representation function for their constituents, expressing citizen preferences for public goods and services and integrating public preferences into government decisions about how to provide and produce public goods and services. In an increasingly networked world, the provision and production of public goods and services frequently occurs through intergovernmental collaboration and inter-local agreements. Public administrators are often viewed as the primary actors in forming intergovernmental agreements, but what role do elected officials play in policy decisions about collaboration? Effective citizenship practice in the United States has several important characteristics, which can provide the foundation for young people to access opportunity in employment and education. A continuum of policies, programs, and strategies meant to alleviate poverty have central themes of providing education and vocational opportunities, and yet large numbers of young minority people remain disenfranchised with no chance to succeed. There is even greater loss in the population of African American males who otherwise could achieve stable and strong economic life styles.
