This analysis, prepared for The California Endowment, is a follow-on report to our earlier work that raised issues to be considered before moving persons with disabilities into compulsory Medicaid managed care plans and reviewed the extent to which California's legal framework addressed the concerns identified. In this report, the George Washington University School of Public Health and Health Services examines how other states have addressed issues that arise in designing, implementing and overseeing compulsory managed care systems for persons with disabilities and serious and chronic health conditions. How “good” are the schools in Arkansas? Under the federal No Child Left Behind (NCLB) Act of 2001, the current measure of a school’s success in Arkansas and around the country is based on whether its students meet the adequate yearly progress (AYP) benchmark on annual standardized tests. Those schools not making AYP are placed on the list of schools “in need of improvement” and therefore must give expanded educational choice (including school transfers and/or free tutoring) to eligible students. In contrast, schools that do not appear on the list are typically regarded as “successful” schools. This paper provides an …

This essay deals with the representation of African child-soldiers in three novels and an autobiography. Why do children take part in African postcolonial civil wars? How are they portrayed? These children are not —as public opinion would often have it— only the victims of postcolonial violence, but are also agents of social change. Their violent involvement in political affairs constitutes the most radical form of their determination to be heard, and the most eloquent form of their protest against their precarious living conditions in a postcolonial Africa in crisis.

The 'place' scholars have assigned to the stage in early modern London is as much a reflection of the procedures of contemporary literary criticism as a reflection of the cultural function of popular drama in the early modern period. New York State has embarked on a substantial effort to restructure its health care system as a result of rapidly escalating health care expenditures, especially with respect to Medicaid expenditures for institutional health care. But it is impossible to alter these high cost health expenditures without strengthening and expanding the primary care foundation on which New York's health system rests.

From the early 1990s the South Korean government launched a series of structural reforms to liberalize and deregulate the economy and labour market, in line with its globalization strategy. Particularly after the financial crisis, flexible labour market reform was one of the major initiatives to keep the Korean economy competitive in the global market. This paper describes the rationale for flexible labour market reforms in Korea from the early 1990s, evaluates their impacts on labour market polarization, and assesses the policy responses adopted by Kim Dae-jung and the current Roh Moo-hyun governments. Veterans deployed during the Persian Gulf War in 1990-1991 report significantly more nonspecific symptoms and poorer health than their nondeployed peers. This amalgamation of chronic, multisymptom health complaints is commonly referred to as Gulf War Illness. There are two major theoretical models within the medical/health field that may help explain these symptoms: 1) the traditional biomedical model, and 2) the more recently evolved (late 1970’s) biopsychosocial model. Theorists have proposed two major causal pathways in studying the etiology of health complaints of Gulf War veterans, the physical pathway and the psychosocial pathway. This article presents an integrated construct of servant leadership derived from a review of the literature. Subscale items were developed to measure 11 potential dimensions of servant leadership: calling, listening, empathy, healing, awareness, persuasion, conceptualization, foresight, stewardship, growth, and community building. Data from 80 leaders and 388 raters were used to test the internal consistency, confirm factor structure, and assess convergent, divergent, and predictive validity. Results produced five servant leadership factors—altruistic calling, emotional healing, persuasive mapping, wisdom, and organizational stewardship— with significant relations to transformational leadership, leader-member exchange, extra effort, satisfaction, and organizational effectiveness. The Gateway Gardens Site Analysis takes a comprehensive look at a largely-vacant land area in Portland’s Gateway District. Currently owned by the Oregon Department of Transportation (ODOT), the 38-acre site currently serves as right-of-way for surrounding freeways, namely Interstates 84 and 205.

The project team developed a sequential process for completing this report. To gain an understanding of the project site, the initial step consisted of identifying key historical events and land uses that formed the site into what it is today. The Transition From Relational To Legal Contract Enforcement, Fali Huang

Research Collection School Of Economics

This paper studies the transition of contract enforcement institutions. The prevalence of relational contracts, low legal quality, strong cultural preference for personalistic relationships, low social mobility, and highly unequal endowment form a cluster of mutually reinforcing institutions that hinder economic development. The cultural element per se does not necessarily reduce social welfare though it may slow down the legal development, while the real problem lies in endowment inequality and low social mobility. Thus a more equal distribution of resources may be the ultimate key to unravel the above interlocking institutions. These results are generally consistent with the empirical evidence.

Initiated in the summer of 2005 under contract to the Federal Highway Administration (FHWA), this project focused on the use of collaborative practices to address a range of transportation planning and development issues.

The project had four primary objectives:

• develop increased awareness among state officials of opportunities for the use of collaborative processes and collaborative governance systems in the transportation arena;
• identify one or more transportation collaboration opportunity in at least two states;
• identify collaborative training opportunities;

The fabric and faces of threat, and the expediency and efficiency in the communication of threat, are examined with a threat appraisal model. This model is empirically tested on an ongoing communication challenge, the issuance of terror alerts by the United States' Department of Homeland Security (DHS), focusing on how threat is appraised by both the conservative and liberal audiences. Findings showed a shared view by the DHS and conservative audiences on the levels and nature of threats; liberal audiences thought otherwise.
