It is generally believed that social policy is the result of careful research and planning on the part of officials. Yet there often exists a gap between theformulation and implementation of many social policies. This gap brings with it conflict, which in turn may result in unintended consequences. Theseconsequences may be so antithetical to the formulators' original intent as to make the policy implementation paradoxical.

In an increasingly complex society, public administrators continue to pursue their ultimate goal of maintaining a democratic society. Confronted with decreasing civic engagement and social capital, universities are being sought as partners in the movement to address our faltering democracy. University based service-learning programs provide an opportunity to address our faltering democracy, while addressing the University mission of service to the community. Empirical research, using CASE, the Rutgers University service-learning program, was conducted to further explore the possibility (D’Agostino 2006).

Research on health disparities affecting people of color typically focuses on their health status, health treatment and health outcomes with a particular emphasis on the relatively high rates of morbidity and mortality from selected diseases for ethnic and racial minority groups. This fact sheet offers a different but related focus on gender and race/ethnicity in the health care workforce. Our rationale is that the Sullivan Commission on Diversity in the Healthcare Workforce concluded that the lack of minority doctors, nurses and dentists is a significant cause of racial/ethnic health disparities and that the ability to recruit, train and retain minority …

Housing policy as one of the tools for eradicating poverty remains a critical arena for debate, especially in light of the dire situation of impoverished inner cities and growing inequalities between communities in the U.S. Policies aimed towards ameliorating the negative effects of these inequalities on impecunious residents include deconcentrating poverty through the dispersion of public housing residents into more affluent neighborhoods. This exploratory study tested relationships between information technology sophistication and clinical and financial outcomes of acute care hospitals. The hospital sample was Texas hospitals (N =175) with available data for a profile of their information technology infrastructure, combined with demographic and operations data from public use files for the annual 2002 reporting period. Three measures of information technology sophistication were used: functional, technical, and integration of information, with an additional composite index measure. Clinical outcomes were measured using selected Agency of Healthcare Research and Quality (AHRQ) Patient Safety Indicators and in-hospital mortality. The COACH program was created through a Social Security Administration (SSA) grant provided to assist eligible chronically homeless individuals apply for Supplemental Security Income (SSI) and Social Security Disability (SSD) benefits. On April 1, 2004, the SSA released $6.6 million in "HOPE" awards to 34 organizations, including Clark County Social Services (CCSS) who received $450,000 over three years. Later in 2004, they released additional funding to include seven more organizations in the program. In total, the SSA has committed nearly $18 million to the program over three years. This paper examines the factors that contribute to the successful implementation of community policing based on a case study of the neighbourhood policing program in Chatham-Kent. The findings reveal that police need to describe their mission in terms of crime prevention, fear reduction, and crime control and neighbourhood police officers can effectively address the local circumstances that lead to crime and disorder depending on the willingness of citizens to help them detect and solve crimes.

Blanding’s turtles (Emydoidea blandingii) are secure in Nebraska, and they range from being vulnerable to threatened, or endangered throughout most of the rest of their distribution. In Region 2, they have not been reported from Kansas, they are extremely rare in South Dakota, and they occupy wetlands in the northern half of Nebraska. The largest population known within the range of Blanding’s turtles is at Valentine National Wildlife Refuge, Nebraska.

Previous research has examined practice locations of these IMGs and their role in providing care to underserved populations. Regional Travel Options contracted with the Portland State University Center for Urban Studies to evaluate all program efforts over the 2004-05 fiscal year. Services provided were shown in relationship to the Regional Travel Options program 5-year strategic plan. The level of participation, satisfaction and the use of alternative travel options were measured where possible. Finally, the extent to which programs supported RTO objectives and connections to other regional goals was assessed. Results included auto-trip reductions. Recommendations for improving data collection were made. Each RTO-partner program is detailed individually in the appendices.
