On 30 October at 10:40 hrs a PMN anti personnel mine detonated on [the Victim] deminer of party 05, section 02 of [Demining group] MCT-10 while he was working in the site. The deminer was working at squatting position with trowel on the area which was ripped by [Demining group] MDU-08 backhoe as the accident happened. Since the deminer was fully dressed with PPE, his body did not receive serious injuries just some dust interred his eyes and his left arm got a minor trauma.

Celebrating the Centennial of the Antiquities Act (October 9)

For 100 years, the Antiquities Act has been used by nearly every President in the 20th century to set aside and protect lands threatened with privatization and development. The list of lands first protected under the Antiquities Act – and that might never have been protected without it – is truly remarkable. Many of our most treasured national parks including the Grand Canyon, Olympic, Zion, Arches, Glacier Bay, and Acadia, began as national monuments. All told, Presidents have issued 123 proclamations setting aside millions of acres of land under the Antiquities Act.

A large number of emergency personnel were involved in the response to the May 2004 storms that devastated a 52 mile swath of Southeast Nebraska. Emergency workers who responded the night of the storm were exposed to bad weather, darkness, and uncertainty about their own safety. Later, they were asked to work alongside survivors and neighbors who had lost everything amidst widespread destruction of farms, homes, and businesses. Some, but not all of the emergency personnel were offered formal psychological support services like critical incident debriefing to assist with the emotional processing of the event.

Details of this accident have been withheld by the demining NGO that employed the Victim. A spreadsheet including the Victim’s name and very brief details of the accident was made available in 2007. Some detail can be inferred from the information made available. For example, the fact that six people were injured during excavation of a small AP blast mine implies that safety distances were being ignored and field discipline was low. The main Victim also suffered head injuries that indicate that his head protection and visor were not being worn.

Prevention of near-term terrorist attacks requires an understanding of current terrorist organizations to include their composition, the actors involved, and how they operate to achieve their objectives. To aid this understanding, operations research, sociological, and behavioral theory relevant to the study of social networks are applied, thereby providing theoretical foundations for new methodologies to analyze non-cooperative organizations, defined as those trying to hide their structure or are unwilling to provide information regarding their operations. Techniques applying information regarding multiple dimensions of interpersonal relationships, inferring from them the strengths of interpersonal ties, are explored. The incident occurred while raking with a heavy rake. The Team Leader was preparing the start lane of the minefield (003) when he initiated a mine via the attached anchor wire. He did this by pulling vegetation that was connected to the wire [presumably pulling with the rake]. The mine was approximately 1cm deep and set in hard baked soil. The mine was a [PRB] M-35 AP blast mine. The Victim was wearing Vest and Goggles at the time of the accident.

Health information technology (HIT) has the potential to advance health care quality by helping patients with acute and chronic conditions receive recommended care, diminishing disparities in treatment and reducing medical errors. Nevertheless, HIT dissemination has not occurred rapidly, due in part to the high costs of electronic health record (EHR) systems for providers of care—including the upfront capital investment, ongoing maintenance and short-term productivity loss. Also, many observers are concerned that, if HIT follows patterns observed with other new medical technologies, HIT and EHRs may diffuse in ways that systematically disadvantage vulnerable patient populations, thus increasing or maintaining existing disparities …

In an environment of competing demands for limited resources from critical stakeholders, government finance officers need to pay attention to not only what they negotiate, but also how they negotiate. This article presents some basic elements of an Interest-based Negotiation Approach to increase stakeholder satisfaction levels in terms of the agreement, the relationship among the parties, and the process itself.

The analysis focuses on efforts to build the capacity of the Parliamentary Assembly and asks the question: have the efforts to build the capacity of parliamentary oversight of the defense reform implementation been successful in increasing democratic control of the Armed Forces of BiH?

This study examines the role of transportation for families with children enrolled in child care in Syracuse, New York. The focus of this report is 10 child care centers registered with Child Care Solutions of Onondaga County. The 10 centers were selected because 80% of the children enrolled are part of the federal free or reduced price lunch program. Child Care Solutions wanted to focus on this population because it has particular concern about enrollment in centers serving low-income children. One large inner-city center closed last spring due to lack of enrollment, a second came close to closing, and there …

Doi moi, which was implemented in 1986, drastically changed Vietnamese society, economically, socially ad politically. These changes allowed a market economy to emerge, sparked remarkable economic growth, and reduced the overall level of poverty.
