The main focus is on education finance in New York State, but general research findings in education and education policy issues in several other states are also discussed. John Yinger, Professor of Economics and Public Administration at the Maxwell School, Syracuse University is the author of most of these essays, although a few are written by or co-authored with other scholars.

Ranking Inequality: Applications Of Multivariate Subset Selection, William C. Horrace, Joseph T. Marchand, Timothy M. Smeeding

Inequality measures are often presented in the form of a rank ordering to highlight their relative magnitudes. However, a rank ordering may produce misleading inference, because the inequality measures themselves are statistical estimators with different standard errors, and because a rank ordering necessarily implies multiple comparisons across all measures. Within this setting, if differences between several inequality measures are simultaneously and statistically insignificant, the interpretation of the ranking is changed. This study uses a multivariate subset selection procedure to make simultaneous distinctions across inequality measures at a pre-specified confidence level. Faced with growing resource constraints, many countries are grappling with the issue of how best to allocate resources to publicly funded universities. Quite a few governments have used manpower planning models to guide policies regarding university enrollments and resource allocation. These models typically derive educational enrollments from projected manpower requirements based on forecasts of economic growth. Recent public debate on university admissions policy in Singapore raises anew the question of the effectiveness of the manpower planning model that Singapore (and many other countries) relies on to guide university intakes. Catadore de lixo is a general term used by Brazilians to refer to those people who work with garbage. It encompasses those who work (and often live) in open landfills and scavenge for salvageable goods to consume, use, or sell; those who work in the street collecting garbage; those who collect only recyclables; and those who work within associations, companies, or cooperatives that sort, sell, and/or recycle refuse. Such a cooperative and the catadores who comprise is the focus of my research.

My research follows a 16 year-old boy, Icaro Amorim, who lives in one of the poorest neighborhoods in Fortaleza, Ceara, located in the Northeastern region of Brazil. Despite his hard life where food is never a guarantee, Icaro possesses a social awareness that motivates him to improve the life of his family and his community. The People’s Republic of China is often cited as an unprecedented success story as far as rural poverty is concerned. Despite recent reports of sometimes violent protests in rural areas over illicit land seizures and pollution, since implementing reforms in 1978, China has seen rural poverty rates fall from xxx to yyy, as economic growth increased zzz on average each year, according to World Bank estimates. This article reviews work on 'cultural economy', particularly from within geography, and from other disciplines, where there are links to overtly geographical debates. We seek to clarify different interpretations of the term and to steer a course through this multivalency to suggest productive new research agendas. We review and critique work on cultural economy that represents a relatively straightforward economic geography, based on empirical observation while theoretically informed and driven by debates about Fordism and post-Fordism, agglomeration and cluster theory. This paper is the culmination of a month spent conducting interviews and researching the ways in which the armed forces and the civilian population of Chile relate to one another through the obligation of one year of military service for all 18 year-old males. Referencing Chilean history since the end of World War II, this paper overviews the arguments of progressive groups which constitute the movement against obligatory military service and discusses how they have come to understand the armed forces in the context of democracy.

Working Group on Interlocal Services Cooperation

This paper explores the issue of interlocal collaboration in non-metro areas and argues that the concept of community and related "soft skills" that go along with it are critical to understanding how increased collaboration can be encouraged. An action research process piloted in two Iowa counties provides the basis for this study and offers rich qualitative insight into some of the factors that influence non-metro interlocal collaboration.

The Citizens Research Council announces the release of the Catalog of Local Government Services. The Catalog is the result of a survey sent to the governments of 670 counties, cities, villages, and counties in 24 Michigan counties. The surveys asked which services are provided to residents of each community, and if the services are provided, whether they are provided by the units themselves, through cooperative arrangements, by another unit, or by contract. Responses were received from about 70 percent of the units contacted. The data show that Michigan cities, villages, and townships cannot be characterized in simple terms. The menu …

Blanket” rate structures apply uniform rates to a geographical region in spite of differences in the costs of carrying the goods. They are generally utilized by carriers to achieve some strategic objective, whether rate simplification, to be more competitive, or to meet some political objectives.
