For many years I have taught at a small liberal arts college in Southern California. When first-year students arrived at the college in the early 1970s, they settled into the usual things that occupy freshmen. A few weeks would go by, and then they would make a remarkable discovery: tall mountains would appear to the north as autumn weather dissipated the heavy blanket of smog that had obscured them. Today, the air is not perfectly clear in September, but students are aware of the mountains from the day they move into the dormitories. The region's partial victory over smog illustrates …

The Wildlands Project seeks to create a connected system of protected areas across North America that will ensure the survival of all native species, including top predators and wideranging species, in the context of fully functioning ecosystems. Core protected areas are designated based on the biological needs of key species and the requirements of critical ecological processes. To work they must have, or will be restored to have, those attributes traditionally ascribed to wilderness. As cultural animals we create meaning and order. Stories are the primary means our species uses to do this. Stories that rise to the level of myth exert powerful effects on behavior. The dominant myths that explain our relationship to the natural word have two serious failings: our self-importance and a superficial and simplified image of who we are. These stories obscure more than they enlighten, thereby preventing us from addressing the causes of the current extinction crisis. Over the past three years, Indigenous policy in Australia has taken an interventionist turn. The work of Noel Pearson (see Pearson 2000), a prominent Indigenous intellectual from Cape York Peninsula in northern Queensland, has provided much of the impetus for this push. As a result, the chronic social problems of the Peninsula's Aboriginal communities have become a focus of state and federal government action, driven by the recommendations of the 2001 Cape York Justice Study (Fitzgerald 2001), commissioned by the Queensland government and developed in partnership with regional Aboriginal organisations. Documentation Of Violence Risk Information In Psychiatric Hospital Patient Charts: An Empirical Examination, Eric B. Elbogen, Alan J. Tomkins, Antara P. Pothuloori, Mario Scalora

Studies have identified risk factors that show a strong association with violent behavior in psychiatric populations. Yet, little research has been conducted on the documentation of violence risk information in actual clinical practice, despite the relevance of such documentation to risk assessment liability and to conducting effective risk management. In this study, the documentation of cues of risk for violence were examined in psychiatric settings. Patient charts (n = 283) in four psychiatric settings were reviewed for documentation of violence risk information
summarized in the MacArthur Violence Risk Assessment Study. The results revealed that particular patient and institutional variables influenced …

Loss of prime farmland is a serious concern in the United States and around the globe. With rapid urban population increases, the activities and perceived needs of concentrated groups of people result in the swallowing of some of the most fertile lands in this country. Today we have just under 2 acres of productive farmland per person in the United States. Given the current population growth rate due to births and immigration, plus the present rate of farmland loss, World Watch Institute estimates that we will have about 0.6 acres or one-third as much farmland available per person by 2055--a …

The National Growth and Poverty Eradication Strategy (NGPES) is the strategic framework under which all of the Government's future growth and poverty eradication programs will be developed and implemented. The NGPES is the result of a process that started in 1996 when the 6th Party Congress defined the long-term development objective as freeing the country from the status of least-developed country (LDC) by 2020. This Horizons report examines the readiness of reproductive health services in South Africa, which are primarily geared to women, to deliver HIV and AIDS treatment, care, and prevention services. The goal of the study was to obtain information from a representative sample of provincial health care facilities offering reproductive health services in KwaZulu Natal to meet the growing demand for HIV/AIDS-related services. Ninety-eight hospitals, community health centers, and clinics participated in the situation analysis that identified gaps in service delivery and determined priorities for service integration. HIV and AIDS

A pre–post intervention study conducted in Zambia by Horizons and local NGOs and governmental organizations demonstrated that HIV voluntary counseling and testing (VCT) and infant feeding counseling (IFC) to mothers attending maternal and child health (MCH) clinics are vital components of any mother-to-child transmission (MTCT) reduction strategy, whether or not antiretrovirals (ARVs) are available. These interventions enable mothers to make informed and healthy decisions. Data from the Ndola Demonstration Project yielded encouraging results from efforts to improve the capacity of mothers to make informed decisions about their own health and the health of their infant. HIV/AIDS is having devastating consequences on families, young children, and other vulnerable social groups. In this paper, I review the impact of HIV/AIDS on families and development in sub-Saharan Africa. I begin by showing the magnitude of the problem and the factors that have led to rapid spread of HIV/AIDS in this sub-continent. I discuss gender inequality, poverty, social inequality, and globalization, and show how these facilitate the rapid spread of the epidemic. I show how AIDS is creating a mass of orphans on the one hand, and how it is impacting development and creating new public health contradictions on …

Though they usually involve spontaneous, wanton violence or disorder by an anonymous crowd, riots have also served as a noteworthy form of social protest in American history. While the American Revolution made popular revolt a “quasi-legitimate” aspect of American culture, the ideals of democracy privilege debate and representation over mob rule. Nevertheless, Americans have frequently brought disorder to the nation’s streets to express opinions and demands. Crowds have sought to limit the rights of others as often as they have demanded equal rights. Riots are not by definition part of organized rebellions, but they sometimes occur when public demonstrations turn …

A term borrowed from French syndicalists by American labor organizations at the turn of the century, sabotage means the hampering of productivity and efficiency of a factory, company, or organization by internal operatives. Often sabotage involves the destruction of property or machines by the workers who use them. In the United States, sabotage was seen first as a direct-action tactic for labor radicals against oppressive employers.

Coastal decision-makers and training providers in the Ohio Lake Erie basin participated in seven focus groups to generate information on coastal resources knowledge and training needs. Six of the focus groups were comprised of a cross-section of professionals who make decisions affecting watershed areas or Lake Erie coastal areas (non-providers); the seventh was comprised of training providers (providers). Discussions centered on two main areas: core knowledge needs and training needs.

Legal Transitions: Some Welfarist Remarks, Matthew D. Adler

This essay offers a sympathetic, utilitarian critique of Louis Kaplow's famous argument for legal retroactivity in his 1986 article, "An Economic Analysis of Legal Transitions." The argument, very roughly, is that the prospect of retroactivity is desirable if citizens are rational because it gives them a desirable incentive to anticipate legal change. My central claim is that this argument trades upon a dubious, objective view of probability that assumes rational citizens assign the same probabilities to states as rational governmental officials. But it is subjective, not objective probabilities that bear on rational choice, and the subjective probabilities of rational citizens …

Is death a harm? Is the risk of death a harm? These questions lie at the foundations of risk regulation. Agencies that regulate threats to human life, such as the EPA, OSHA, the FDA, the CPSC, or NHTSA, invariably assume that premature death is a first-party harm - a welfare setback to the person who dies - and often assume that being at risk of death is a distinct and additional first-party harm. If these assumptions are untrue, the myriad statutes and regulations that govern risky activities should be radically overhauled, since the third-party benefits of preventing premature death and …

The high price of housing on the coasts, population growth in the large metropolitan areas of the south, southwest, and west, and the issue of affordability for low- and moderate-income households across the country fueled the view that housing production was insufficient and that the shortfall was contributing to rising prices and limited housing choice. Indeed, underlying all of the housing-related changes and issues of the 1990s were the factors of supply and demand. The nation grew by 13.5 million households while 13.2 million building permits were filed. Nationally, housing supply was just about in balance with population growth. But …
